light direction, as more people perhaps come
into town by this street than any other.

the News inaugurated some years ago, and

cf the latest intelligence always looks to.the
Morning News. The telegraphic arrange
ments of the paper are such that j|ie omissions
made by the general press reports are promptly
and reliably supplied by its special correspond
ents. '

to a thirty-six column paper, and this broad
scope of type embraces, daily, everything o
in.erest that transpire in the donuiiiTol litera-

eral ’intelligence, giving to the raader more

perhaps meedless to speak of the poli
tics ot the Morning News. For years and
years indeed, since its estalishmenf, —it has
been a representative Southern paper, and
from that time to the present, iq all conjunct
ures, it has consistently and persistently main
tained Democratic States Rights principles, and
labored, with an ardor and dewltiou that know
no abatement, to promote and preserve the in

and pleasant humor, and the epitome of Florida

TOWN COUNCIL OF EASTMAN
MONDAY, FEB. 9th, 1374.
MAYOR
Sec. 1. It shall be the duty of tlve Mayor to
hold the sessions of his court as often as he
may think necessary, and shall have cogni
zance of all offences against the Ordinances of
said town, and the Laws of said State touch
ing said town, with power to inflict a proper
punishment by tines, orimpris minent, or oth
er penalty prescribed by the Ordinance of said
town from time to time, and to impose the
same mitimus, directed to the Marshal of said
town and said court shall have power to tine
or commit to jail any person oi persons who
may in any manner disturb said court during
its settings or any manner be ill contempt of its
authority, and in his absence, said duties shall
be performed by any two Aldermen, to pre
side at all meetings of Council, except in his
absence, when one of the Aldermen shall pre
side, and to call meetings of the Council when
in his opinion the interest of the town requires
it.
Sec. 2. The Mayor shall keep a docket of
all cases tried by huu, showing the disposition
ol each i ase.
ALDERMEN.
Sec. 3. Tt shall be the duty of the Aldermen
to meet at the Council chamber at all meetings
of Council, for the purpose of transacting any
business relative to the interest of the town
and its citizens, and to serve upon such stand
ing and
placed.
CLERK AND TREASURER.
Sec. 4. It shall be the duty of the Clerk and
Treasurer to attend all meetings of Council
and keep in a well bound book a minute of
its proceedings, to issue all notices, writs and
processes required by the Mayor, Council and
the Ordinances and Laws relative to said town.
Sec. 5. He shall keep a tax book in which
skill be entered as received,from the tax-payer
all property subject to taxation at its true mar
ket value, with the parties names and the
amount of tax due thereon, and collect the
same in accordance with the Ordinance of said
town.
Sec. 6. lie shall keep a book in which shall
be entered the different amount of monies re
ceived,'who from and for wli it purpose, keep
ing the Street funds separate from the general
funds, and shall not pay out any fund except
upon orders drawn upon that fund, and then
according to their dates, unless there is a sutfi-
pay all orders.
Sec. 7. He shall keep a book in which shall
be entered a statement of all executions and
processes issued, whom against, when, the
amount, and for what purpose.
Sec. 8. He shall issue License to all p irties
of whom license are required upon the terms
hereafter specified,'and shall keep a book in
which shall be entered the names of all par
ties licensed, when, and for what purpose.
Sec. 6. He sliall furnish the Marshal five
days before any street working, a list of all
parties subject to street duty.
Sec. 10. He shall keep a book in which
shall be entered a statement of all orders is
sued upon the Treasurer, the date, .amount, to
whom, and upon what fund issued, to issue all
orders under direction of the Council only, ex
cept'the salaries of officers becoming due, he
shall issue orders therefor without direction,
he shall sign all orders and make an entry
thereof, in the order book after being approv
ed by the Mayor, he shall keep a book known
us the Ordinance book, in which shall be en
tered Ordinances passed by the Council with
proper reference to the minutes, he shall have
for all executions issued the same as the Clerk
of the Superior Court, and for each license the
same as all< >wed an ordinary for retail liquor
license, to be paid by the party applying for
the same.
MARSHAL.
Sec. 11. It shall be the duty of the Marshal
to arrest an panics oi me ordi
nances of the town or the penal laws of the State
to confine them in jail until the Mayor’s court,
unless good bond is given for their appearance
before said tribuual, to appear at said court
with all the evidence within his knowledge, es
tablishing the guilt of the accused, to execute
all warrants, processes, writs or notices placed
in his hands by the Clerk and Treasurer, Aider
men or Mayor, and to wear a star indicative of
his authority.
Sec. 12. He shall attend the working of the
stieets, under direction of the Council, and no
tify all parties subject to street duty of the
time and place of working, and the tools to be
used and to furnish the Clerk a list of all de
faulters, who shall be dealt with according to
the road laws of the State and Ordinances of
the town.
BONDS OF CLERK AND TREASURY AND
MARSHAL.
Sec. 13 Immediately upon their election the
Clerk and Treasurer and Marshal shall execute
to the Mayor and Aldermen and their success
ors in office a bond each in the sum of two hun
dred dollars, and approved by the Mayor con
ditioned upon the faithful performance of their
duty, and for a violation of their duty shall be
subject to a fine not less than two dollars and
a half nor more than twenty-five dollars for
each offence by the Mayor, and also, may be
dismissed by the Council from office, and shall
be subject to suit from the bond.
Sec 14. Upon the failure of the Mayor to
attend the Council, unless sufficient excuse he
rendered he shall be fined by the Aldermen in
a sum not less than two dollars and a half
nor more than ten dollars.
Sec. 15. The Aldermen, Clerk and Treasur
er and Marshal when required, failing to attend
the meeting of the Council, shall be find by
the Mayor the sum of $2.50 nor more than
SIO.OO, unless satisfactory excuse is rendered.
REPORT OF OFFICERS.
Sec. IG. It shall be the duty of the May
or, Clerk, Treasurer and Marshal, to make a
written quarterly report to Council of all their
official acts.
SALARIES OF OFFICERS.
Sec. 17. The Mayor shall have for his ser
vices SSO, and the Aldermen $lO for the year
1874 to be paid quarterly, the Marshal receives
SIOO per annum, the Treasurer shall receive
1$ per cent on all monies received and 1$ per
cent on all monies paid out, the Clerk shall re
ceive $25 for attending the regular meetings
and 50 cents for each extra or call meeting.
LICENSE TAX.
Sec. 18. The following parties shall be sub
ject to the following Tax, which they shall
pay and procure a license before engaging in
business : Each dealer in spirituous liquors of
less than 30 gallons, shall pay j>er annum S3O,
each dealer in spirituous liquors in quantities of
30 gallons and upwards, shall pay per annum
$5.00, each owner of billiard table, kept for
play and each vendure master shall pay per
annum $lO, each circus company per day $25,
slight of hand performance, each magician or
any other show, such tees as the Mayor may
demand, except they perform for the benefit of
the town or county, transient retail traders and
itinerent physicians shall pay a tax at the dis
cussion of the Mayor.
Sec. 19. It shall be the duty of all parties
desiring to procure License for the sale of
spirituous liquors, to give bond and take the
same oath required by the Laws of the State.
DUTY OF TAX-LAYERS.
Sec. 20. It shall be the duty of all persons
owning property subject to taxation, to make
a return thereof in person or by agent, render
oath to the Clerk of all such property at its
true market value by the first day of June,
owned on the first day of April in each year,
and pay the tax thereon by the first day ol No
vember thereafter.
Sec. 21. All parties who f il or refuse to
make returns as hereby required or making
returns and fail to pay by the specified time,
shall be doubled taxed and execution issued
therefor by,the Clerk.
BLACKSMITHING.
Sec . 22. It shall be the duty of all persons
owning Blacksmithshops to erect a brick fne to
the same before being used.
STREET COMMITTEE.
Sec. 23. The Street Committee shall hare
authority to receive and open all streets douat
ed to said town, which they may think advan
tageous to the town, and to keep them in re
pairs, and shall have cognizance of all such
matters as may be referred to them by Coun
cil, and shall make reports to Council at ita
regular meetings of all its proceedings.
GENERAL PROVISIONS.
Sec. 24. There shall be no fire-arms dis
charged within the corporate limits of the town
of Eastman except in self defence or in defer ce
of person or property. .
Sec. 25. No deadly weapon shall at any
time be raised against the person of any one,
except in self-defence within the corporation,
but this ordinance sliall not apply to the Mifr
shal or his Deputies in the execution of their
duties.
Sec. 26. No person shall be allowed to.rido
or drive animals within the corporation at an
unusual rate of speed except in cases of actual
necessity.
Sec. 27. No person will be permitted to dis
turb the public peace by riotous conduct, such
as fightiug, Ac., nor will any vulgar or profane
language or any indecent conduct be allowed
within the corporation.
Sec. 23. .11l business houses within the (cor
poration shall bo closed and so remain from
12 o’clock Saturday night until 12 o’clock Sun
day night, and during those hours there shall
be no business transactions whatever, of any
kind, name or species, either in the way of
buying, selling, exchanging, bartering, giving
or delivering, except in case of necessity.
Sec, 29. That all persons tranplanting urees
on the streets or squares of the town of East
man, whether public or private, shall protect
said tree by a box not less than six feet high
before said tree will be accepted or protected
by the town authority, anil any person or per
sons who shall damage any tree box ;or be the
prime cause of damage to any tree, whether
shade or ornamental, within the corporate Lim
its of the town of Eastman, thus protected,
shall be subject to a fine of nofTless than two
dollars and fifty cents or mure than twenty-live
dollars for.eaeli offence.
Sec. 30.” Drunkenness on the Sabbath day is
strictly prohibited within the corporation, md
any person or persons found in a state of in
toxication on that day, outside their domicil
and within the corporate limits, shall be fined
in a sum double that of ft similar offense com
mitted on any other day than Sunday, and the
party furnishing on that day by gift or oth
erwise the spirits by which said drunkenness
or intoxication is produced sliull, on conviction,
be fined not less than ten dollars, nor more
than fifty dollars.
Sec. 31. For a violation of any ordinance of
the town of Eastman, there shall be a fine of
not less thau two dollars and fifty cents, nor
more than fifty dollars or imprisonment, n
Mayor’s decision.
Sec 32. Suitable posts shall be firmly plant
ed in the ground at the outside limits of the
town on all the principal roads leading into
and out of said town.

extract from the minutes of the ordinances m
revised by the Mayor and Aldermen of the
town of Eastman, February 10th, 1374.
