The county and municipal debts will probably run this average up to S4OO. President Grant has vetoed a bill making good some SIB,OOO damages by U. S. troops to the East Tennessee University, during the war, on the ground that it would open the flood gates to millions of claims of like charac ter, but he intimates that he will cheerfully acquiesce in a bill donating a like sum to that institution, thus fully reimbursing in that way its losses.
