N EDUCTION OF THE DEBT.
The Democratic Administration Will
urge Tariff Reduction.

The only wav the surplus can be
reduced except by red net ion of taxes
is by calling bonds. By the time
congress meets tliis source will oe

year was over ninety million-. This
year.judging by the receipts thus
far, the surplus for the ensuing fiscs l
Vi nr will certainly be over one
hundred millions.
The receipts for the first quarter
of'tlie fiscal year show an increase
over the correspond in g period of
last year of over $H,000,000. The
secretary of the trea-ury, in his
forthcoming report, will present a
strong argument in favor of the re
duction of taxes. llis principal ar
gument will be found in the condi
tion of the treasury and the piling
up of a surplus which is a constant
temptation to speculative schemes in
congress. It is understood that the
president will back up Mr. Man
ning's argument in his message to
congress. There is a great demand
at the treasury for the small silver
certificates. This is considered a
good sign of increasing business.
There is a steady and increased
demand for silver ami subsidiary
coinage at the treasury. This is a
further indication of an improve
ment in business. There is also a
good steady demand for silver dol
lars. Those that are put out now
stay out. The receipts of the treas
ury now are over a million dollars
a day.

Expositions in the South.
Apparently the Southern people
do not take quite as much interest
in expositions as they ought to. The
great cotton Centenial Exposition at
Now Orleans was a miserable failure
financially. It did not begin to pay
expenses. It may have been badly
managed, but it is doubtful if any
management could huvesaved it from
financial ruin.
The affairs ot the great Southern
Exposition at Louisville are being
closed up. It continued in existence
four seasons, being in 1883. It is
sta'od that the citizens ot Louisville
are out ot pocket on account ot' it
over $500,000. Doubtless the exposi
tion benefited that city to a very
marked extent, but many of the cit
izens are of the opinion that the ben
efits cost more than they were worth.
11 is difficult, however, to estimate,
with any degree ot certainty, the val
ue of the benefits. It is not proba
ble, however, that the exposition will
be opened another year Louisville
lias had enough of expositions lor
awhile, at least.
It is worthy of notice that the in
terest in the State Fair at Macon is
far below what it ought to be, and
the exhibits do not give a satisfacto
ry idea of the resources and indus
tries of Georgia. It is dontful if the
attendance is large enough to meet
legitimate expenses. On one or two
days it was very good, but one or
two good days are not sufficient to
meet the demands upon the Fair
Association. It is a question wheter
it wouldn't have been a wiser plan
to have limited the fair to one week.
Jt is hardly a big enough institution
to justify keeping it open two weeks.
