NEW CROPPER DECISION.
Atlanta, Ga., April 17th 1913.
The State Court of Appeals hae
just handed down an important
decision bearing on the relation of
the farmer to the hired man and
Cropper. It is a decision in which
common sense and equity happen
to go hand in hand with the tech
nical law. The substance of the
decision is that if a farmer hires a
man under contract as a cropper,
and the man leaves, and his wife
and children carry out the con
tract, the employer cannot ph ad
no liability because the contract
was made with the husband and
father.
This decision was rendered in
the case of Mrs. K. E. Randall vs.
Mrs. Emma Daniel, sent up from
the city court of Reidsville. The
higher court decision affirms the
action of the lower court.

GEORGIA S PUKE FERTILIZER BILL.

Fanning and fertilizer conditions
in Georgia, reflected in reports to
the State Department of Agricul
ture, show that Georgia’s pure
fertilizer bill is accomplishing
somewhat the same thing for the
acres of Georgia that the pure
food law is accomplishing for the
stomachs of the nation.
Reports to the state department
show that the Hide of fertilizer
tags this year will be equally as
large, and will probably exceed
that of any preceding year, Trad
ing m fertilizer materials has
been particularly brisk during the
past two or three weeks. The
weather is as fine could be asked
for plowing, and a great amount
of fertilizer is being used in every
part of t he state.
The law under which fertilizer
is now made and sold m Georgia
is the measure of Senator W. J.
Harris of Cedartown, and which
earned for him the appellation of
‘•Pure Fertilizer Harris.” The
measure is operating successfully
and has proven a splendid safe
guard for the farmers. Many of
them have written Senator Har
ris, saying that the passage of
tins one bill alone would be sufli
cient to make his service to the
state notable.
The pure fertilizer law requires
that each sack of fertilizer shall
be distinctly labeled showing just
exactly what proportion of the
contents is true fertilizer material
and what proportion of it is
worthless filler.

PENSION BALANCE READY.
Atlanta, Ga., April 17th, 1918'
By the receipt of SBB, 871.50 in
special taxes from Fulton County,
the state treasury has obtained
enough money to pay the balance
due on 1918 pensions, and during
the past, few days, State Treasurer
W. J . Spear has been mailing out
the checks to the Ordinaries of
the twenty-one unpaid counties
The balance due was about $156.-
000.

Governor Brown, Mayor Wood
ward, Potentate Forrest Adair,
Governor-Elect Juo. M. Slaton,
and other leaders who aided in
the movement to bring the Na
tional Shriners’ convention to At
lanta in 1914, declared their be
lief that no other city in the
world would have responded to
the appeal as Atlanta has just re
sponded.
Forrest Adair, who is Potentate
of Yaarab Temple, announces
that .$60,000 would be necessary
as an entertainment fund. All
Atlanta got in behind the move
ment, and $75,900 was raised in
one day The prospects are that
the total fund will run to SIOO,-
000. This will bring to Atlanta
the biggest convention of its kind
that the south has ever had. The
attendance will sun way up into
the thousands. An idea of the
extent of the attendance may he
gathered from the fact that there
will be 100 Shriners’ brass bands
here from all parts of the country
The annual parade of the Shriners
is said to be the most gorget us
spectacle of its kind in the world,
varying in coloring with the Mardi
Gras in New Orleans.

It cost Georgians $3,164,212 74
just to talk in 1912. That is the
total amount paid by subscribers
to all telephone companies in the
state. Out of this the telephone
companes paid $1,797,465.94
operating expenses, eo that their
net earnings over 1911 of $326,-
147.14, and in net earnings of
