A Speech from Mr. Pendleton —
His V iews on the I’olitical Situa
tion The Reasons for liis Oppo-
sition to the Fifteenth Amendment.
Cincinnati, September 12.—-On
Friday a large number of the friends
of George 11. Pendleton called at
his residence and insisted on a
speech from him. lie tried to beg
off, but finally consented. Mr.
Pendleton is still compelled to sup
port himself on crutches. Among
other things, he said :
“I cannot agree with Governor
Hayes that the vexed questions of
national politics are wisely and hap
pily settled; that the great ques
tions of liberty and Union have been
solved, and the leconsti uction of the
Union made safe. 1 cannot agreo
with him that retrenchment, econo
my and honesty have been introdu
ced into the management of the
Federal expenditure ; that the debt
has been decreased and is decreas
ing, as he states it; that the bur
dens of taxation have been reduced
nnd their weight upon the people
lightened ; that, sound judgment and
freedom from bad influences have
been brought to the exercise of the
immense power of the Secretary of
tho Treasury: that bnsiness is ac
tive; that enterprise is active; that
vigor, energy and industry are
bountifully rewarded ; that employ
ment is abundant; that daily toil
is fairly compensated ; that com
merce on the ocean and on the land
is pWsperous; nnd, therefore, I can
not serenely, as does our worthy
Ajovermn, (Vruu oil
questions of Federal politics and
look only at State affairs. I can
not say the Union is restored, when
Virginia, Mississippi and Texas are
under military government, and
Georgia without representation in
Congress; that tho Union is restor
ed , when fustice is administered by
a drum-head court-martial; that the
Constitution is maintained; when
we know that the Supreme Court is
only waiting the opportunity to de
clare the reconstruction acts uncon
stitutional. I oppose the adoption
of the Fifteenth Amendment, be
cause it is a material, radical change
in our system of Government. It
destroys the relation of tho State to
the Federal Union which the Con
stitution established, and degrades
them ; takes away from the States,
without their consent, that essential
attribute of self-governing commu
nity. Two years ago the people of
Ohio, without distinction of party,
by an immense majority, refused to
amend the State Constitution 1
see no reason to believe that they
have changed their opinion. I ob
ject to the adoption, because by the
strongest imdlication it confers up
on Congress a right reserved to the
States to exclude from tho ballot
persons of our own white race, be
cause of their nativity, creed, want
of education or property, and pro
hibits the exclusion only of another
race. If the interpretation of Sen
ator Morton and Senator Howard
be correct, under this amendment
Congress and the States may ex
clude Irishmen, Germans, Catho
lics, Protestants, or the poor man
from the enjoyment of suffrage, but
not the negro or Mongolian. I ob
ject to its adoption because it is
part and parcel of a scheme to
flood the country with a forced iin
poitation of an immense number of
Chinese coolies, and to bring into
our alien races a more difficult form
of the social governmental questions
that have so unhappily divided our
people.”
Mr. Pendleton dwelt at some
length upon the financial question,
reiterating his former assertions in
regard t > the payment of the Gov*
ernmen; debt and the bondholders
in greenbacks, and abolishing the
Rational Bank system, and the
study of economy in reducing the
national debt.
The losses by tire in the United
