of the meeting he announced the elec
tion of a permanent Chairman and a
Secretary in order.
Op motion, Mr. J C. Hart was made
permanent Chairman. W. S. How, II
was elected Secretary.
James L. Brown offered a resolution
that the following gentlemen bo elected
delegates to the Democratic Convention
of the Bth Congressional District which
meets in a few days to nominate a can
didate for the unexoired term of the
47th Congrese:
M. W. Lewis, W M. Weaver, J 0
Boiwell and Joseph Davison. The
resolution was adopted
On motion, these delegates were cm
powered to appoint alternates in case
♦bey were unable to attend.
W. 11. Branch offered the following
resolution which was adopted :
Resolved. That it is the sense of
Whis meeting that Col. Seaborn Reese
•ought to fill (he unexpirod term of
lion. Alexander FI. Stephens in the
47th Congress, but that the delegates
are uninstructed.
On motion of M, W. Leris, the
HERALD aud the Homo Journal
were requested to publish the proceed
ings of the meeting.

Hon Seaborn Reese, Democratic
•nooiineo for Congress from this Dis
trict, made an excellent speech to a
■respectable audience here on Saturday
l*t. We will not attempt anything
like a synapsis of his speech. It was
well received by all who beard it; and
enthused in the minds of those present
a still stronger determination to resist
<to the last every effort made to break
•down the organization of the party.
His advocacy of maintaining the or
ganization of the party as the only
•successful way to perpetuate democratic
•principles was strong, pointed and un
answerable.
Mr. Reese is a true Southerner, and
:a true Democrat —a uuh of noble
■principles and of commanding finali
ties; and tin; Eighth Congressional Pis
ifrict can safely commit its interests
■into his hau ls us its representative in
the Federal Councils.
We have predicted that he would
carry this county on the 7th of Novem
ber neit. The Tcmocrals of Greene
■county, however, should do their whole
■duty to insure this result. Let no man
■stay away from the polls under the
•impression that our candidate’s election
is insured anyway, however Greene
■may go. We hope never again to see
•ths county cast her Democratic vote in
4he minority’.
Every indication cow points
<o the ascendency of the Detnocra
•tic party in tho House of the next
Congress. The victory in Ohio
eras an overwhelming one. It gives
the Democracy fourteen out of the
twenty-one Congressmen from that
Stat 6. Three or four States have
■already held elections. These, we
believe, add to tho Democratic
strength of the last Congress sev
enteen votes. If the other States
'•hold their own” qthe party will
have a majority over the ltepubli
cane. But gains are confidently
and reasonably expected in New
York, Pennsylvania and Indiana;
a “good workiog majority” is look
ed for.

proceedings of the Democratic
meeting held here last Saturday.—
We think the indorsement of Sea
born Reese for the short term, was
proper. We can see no reason in
having in the field another candi*
date, simply to fill a seat in Con
gress for only three months, when
wo already have a standard bearer
for the full term following.

will it be remembered that H. D.
D. Twiggs was a candidate for
Congress ? His boasted ancestry
of four generations back will look
down upon a small representative
among their descendants who will
soon dwindle out of sight. The
organized Democracy will do the
work for him.
CAPITAL NOTES.
Atlanta, Ga.. Oct 17th.
The proposition of Gen. Uartrcll
and Mr. A. E. Ruck to contest the
election of Mr Stephens seems to have
fallen fiat. Mr. Ruck hastened to dis
own any such intention and to deny
the authenticity of a dispatch sail to
have been sent to Washington in his
name. Ruck is running for CoDgress
in this District and is anxious not to
involve himself in any more business
titau ho h.ts voluntarily undertaken.
Gen. G.trtrcll insists that there were
many glaring (rauJ* in the late elec ion
of which the people of Georgia ought
to be informed and he desires the con
test simply for ibis unselfish purpose.
It happens however that no provision
is made in the Constitution for such a
thing as the contest of Governor's
election and the machinery requisite
to the execution of the General’s pro
gramme cannot now be supplied. In
tho minds of some this is a defect in
the Cou-litution which the Legislature
will remedy at its ensuing session. Tho
law makers are ever glad to tamper
with the Constitution or the code and
they will surely not let this opportunity
escape. There might arise a contin
gency in which it would be woll to
have some prescribed method of arriv
ing at the true result of an election
Under present laws the prima facie
returns ore final.
The Senatorial contest is talked of
more and more as the time for it ap
proaches. I see no reason to amend
uiy prediction given in the last letter
to you that Gov. Colquitt is sure to be
tho successor of Mr. Hill for the full
term. I learn that the Governor’s
friends will not present his name for
tho uoexpired term. For that the
choice tall probably rest between Dope
Harrow and H. It. Hiil, Jr. The
chnocfcs ore in favor of the •loction of
the latter. He is a young man of fine
ability and would represent Georgia
well anywhere.
Mr. Stephens is expected in Atlanta
the latter part of this week and will at
once take possession of the Executive
mansion. It is reported that Mrs.
Linton Stephens will do tho honors
during his administration and 1 hear
that John A. Stephens, Esq., of (!raw
fordvillo will be the new Governor’s
confidential Secretary. It is seini
officially announced that the new Gov
erner will not make changes in offices
where the present incumbents have
dne their duty faithfully. Nobody
expects from .Mr. Stephens anything
but a conservative administration and
a scrupulously honest one.
The best news we nr you have had
lately is from Ohio where the Demo
crats met an adverse majority of 25,000
and transformed it into a victory with
nearly 30,000 to spare, In the Con
gressional delegation we have fifteen
instead of five and thus secure by all
reasonable estimates the control of the
next House of Representatives. The
pica of the Republicans that it was the
liquor question that carried the day
will not do, for it is hard to see how
the question of State restriction of the
liquor trade could so powerfully affect
the vote for national representatives.
The Republican party is badiy divided
A war to the knife is begun between
the faction represented by Conkling
and Arthur and the faction of which
Garfield was, and Blaine is the expo
nent. In New York the President
tampered with tho State Convention
and defeated the strongest mao his
party coaid ha e offered. The result
will be that New York will go Demo
cratic by a most satisfactory majority
The split in Pennsylvania absolutely
assures a Democratic victory and the
enthusiasm of Ohio will deluge Indiana
with a Democratic bath. In fact all
