tution and laws of this State, and
to prescribe, impose and enact
reasonable fines and penalties not
exceeding thirty dollars aud im
prisonment in the Coauty jail, or
other place of imprisonment iu
said incorporation for a term not
exceeding thirty dsys or as an al
ternation of failure-or refusal to
