A Good Bargain. !
It is reported that Great Britain de
sires to exchange the island ot Jamaica
for an interest in the Philippine islands.
While this island is not very large, con
taining only about six thousand square
miles, it is quite near this country be
ing distant from our southern ports
only a few hundred miles. It has also
a warm and salubrious climate, which,
with a fertile soil, causes nature, with
very little effort from man, to produce
everything necessary to life..
In view of the fact that the negro
race in the United States is, according
to a statement of Director Merriam of
the census bureau, gradually disappear
ing, it would be a good plan on the part
of the government to provide this race
with an asylum in that and other lfgfl-‘
by insular territory where its members ‘
would ina measure be exempt from
the ravages of those diseases which are
destroying so many of them. Jamaica
alone is not sufficiently large to accom
modate all the negroes in the United
States, but with the addition of the
Barbadoes, the island of Trinidad, the
Danish West Indies, Hayti and other
islands in that region all of which can
be acquired, including the waste places
of Cuba and Porto Rico, amply suffi
cient for this puarpose, would be avail
able. The nearness of these islands
‘'would render the deportation of this
‘race easy of accomplishment, and would
{ insure that the welfare of these people
'would be properly guarded by this gov
} ernment,
A great many negroes properly oh
jeet to going to Afriea. That country
is very remote, the parts available for
‘colonization purposes are unhealthy,
‘and the climate and soil are not such as
to make the emigrants gself-sustaining
from the outset. Besides, their dis
tance and the conflicting influence by
which they would be surrounded would
prevent their being properly looked af
ter as “'wards of the nation.” Consids
ering all the advantages offerad by these
American islands it is very likely that
the bulk of colored people in this coun
try would be anxious to avail themn
selves of any offered opportunities of
becoming citizens thereof.
- The conditions in this country are
not favorable to the negro from the
standpoint of health. Statistics show
that there is not a city in the United
Stttes were the annual death rate of
the negroes is not double that of the
whites, and in some places this ratio is
es great as three or four to one. Neith
er is the birth rate of the former near
as it was formerly, all of which argues,
as Director Merriam states, that the
negro in this eountry is on the road to
extinetion. I'he great insurance com
panies seem to appreciate this fact for
they invariably refuse to take risks
with members of this race,

them with regret. They have proven
good citizens, active churech workers.
and have always taken a deeided inter

done a fine business in Marietta, bus
thinks Griffin offers a wider field for
patronage. He is one of the most com

can excel him in the beauty, natural

sellence is stamped upon everything he
turns out, and Griftin thereby gains an
artist of high merit and one that will

artist in Atlanta that can excel him.
If true merit is appreciated, then
Griffin people will not be slow to re
