AN ACT to provide for the payment of sums as
certained to be due fur postal service to citizens
of the Confederate States by the Post JJaster
General. „ ,
The Congress of the Confederate .States of
America do enact. That the Post Master General
of the Confederate .States do proceed to pav to the
Severn! persons or their law fu ly authorized agents
or representatives, the sums respectively found
due and owing to them for/ostal service render
ed in any of the States oMIns Confederacy, un
der contracts or appointments made by the Uni
ted Mates Government/ betore the Cell federate
Mates Government tool# charge of such service,
as the said sums have iieeii audited and ascer
tained by him under tl| provisions of an act en-
titled'*An act to collect tor distribution the mon
eys remaining in the several Post Offices of the
Confederate Mates at the time the postal service
was taken in charge by said government," ap
proved the 30th of August. 1861: but the sums
authorized by this act to be paid are only the bal
ances fouud due after all proper deductions shall
have been made on account ot previous payments
made by the United States, or any of the States
or of available provisions made in whole or in
part lor such payment by said Government, or ol
any of the Stales and alter making all proper de
ductions tor failure or partial failures to perform
the service according to their several contracts or
appointments during the time for which they
claim pay: Provided, that the provisions ol this
Act shall only extend to loyal citizens of the Cou-
f. derate States.

JOINT RESOLUTION to authorize the Poslmas-
tei General to cause certain alterations to be
made in tlie building now occupied by’ the 1’ost
Office Department.
Resolved by the Congress of the Confederate
States of America, That the Postmaster General
ba authorized to cause such alterations to be made
in the building now occupied by the Post Office
Department, as may, in his opinion be necessary:
Provided. The cost shall not exceed two thousand
live hundred dollars.

AN ACT to amen 1 acts Nos 223 and 311 of the
Provisional Congress so as to authorize an ex
tension of the time for soiling property for tax
es in default.
The Congress of the Confederate States of
America do enact. That whevever the Secretary
of the Treasury may have found it necessary to
extend the time for making the assessments and
returns provided flTfc by t ie! acts, he shall have
authority at his discretion, to make an extension
of rlie time fixed by said acts, for the payment ot
the tax, or for the sale in default of said payment,
and otherwise to provide as may be necessary to
render efficient the execution of the said acts, not
withstanding such extension.

AN ACT to amend the “Act to authorize payment
to be made for certain horses purchased for the
army by Colonel A. W. McDonald,” approved
August 21st, le62.
The Congress of the Confederate States of
America do enaet. That the above recited act be
amended so as to insert after the word “horses,”
wherever it occurs in said act, the words “and
cavalry equipments.”

AN ACT to enable tb* 1 Piesident of the Confed
erate States to provide the means of military
transportation by the construction of a railroad
between Blue Mountain in the State of Alabama
and Rome in the State of Georgia.
Whereas, the Confederate States are engaged
in a war, the extent of which lias no parallel in
modern history, and the President— by his mes
sage of 24th September, 1862/toJtiie Congress
has recommended the importable dt constructing
.a railroad between Blue Mountam;—rn Calhoun
county, Alabama, and Rome, in the Slate of Geor
gia, as a means of traiisportion needful for the
public defence, and tiie construction of which is
also strongly recommended by the Geneial in
command of the military district in which said
road is situated, therefore
'I'lie Congress <*f the Confederate States of
America do enact. That the President be, and lie
is hereby authorized and empowered to make all
contracts, embracing such terms and provisions
as ‘.e may Hsiaswine.ln'i.t to. speedy con
structiou and co»p!etibn of the link of railroad
aforesaid with the several railroad companies
whose chatters extend < ver sa:d lino in the man
ner he may think hi st calculated to promote the
public inn rest and provide for the public defence.
Sec 2. Be it further enacted, that to enable the
President to accomplish the object herein contem
plated, the stun of one million one hundred and
twenty-two thousand four hundred arm eighty
dollars aod ninety-two cents in the bonds of the
Confederate Mates is hereby appropriated to be
issued and applied by the order of the President
at such times aud in such sums ns he may deem
pioper.andtii.it the President be directed to take
a mortgage on said road and its appurtenances for
the ultimate repayment of the money so expend
ed, with interest at eight per centum per annum,
in aid of its construction.

Oaths in certain cases.
The Congress of the Confederate States of
America do enact. That the oath required to ena
ble sick, w ounded or otb< r soldi.-rs to receive tlieir
pay. may be taken before any Quartermaster who
is hereby authorized to administer Ihe same, or
before any justice <f the peace having jurisdic
tion, or any other officer having the right by the
law s of the State to administer oaths.

AN ACT to permit enlistments in the Navy ami
Marine corps.
The, Congress of the Confederate States of
America do enact. That from and after the pas
sage of this act, any person subject to enrollment
for military service, under the Acts of Congress
providing for the public defence, shall be permit
ted to enlist in the Marine corps at any time pri
or to being mnateKAkipto the array of the Confed

Sec. 2. f hat if any person has been, or is aboul
to be enrolled for service in the army, shall at any
time before being a-signed to anv company, de
clare to the enrolling or commanding officer that

Marine corgis, it shall be the duty of said officer to
enroll such poison for tbe service which he may |
prefer, and to transmit to the Secretary of the Q f Regiments, Battalions, Ac.,

The notes mostly counterfeited are i
l the 20’s, -30’s and 100’s, of the issue
[of Sept. 2, 1S61—lithographed by
! Hover & Ludwig, Richmond. In all
the genuine issues of these notes there
is a shield in the upper left corner, the
the right upper corner of which is
placed in the centre between the let
ter N in months directly over it. In
the counterfeit the corner of the shield
is placed directly under the right down
stroke of the letter N.
HUNDREDS.
The Sailor in the lower left corner
of the genuine note wears a black belt,
with a buckle very distinct,—=in the
counterfeit the belt is very light, and
the buckle scarcely to he seen. The
face of the sailor in the genuine is fine
and regular—in the counterfeit the
mouth seems pinched up, and the eyes
have a bleared or scratched look.
The sailor in the left hand end leans
upon an anchor, diagonally across the
vignette from left to right, in the gen
uine, there is a hair line* very distinct,
as if the stone from which the impres
sion was taken had been broken or
cracked. In the counterfeit there is
no such blurr or hair line. In the
centre vignette, right side, near the
mule looks as if he w ere walking from
you, presenting only a tail view—in
the counterfeit it is much plainer, and
the mule presents almost a broadside
view.
At the upper right corner of the
genuine notes, the white ground ap
pears through the shading of the me
dallion work; in the counterfeit the
entire work is dark.
FIFTIES.
Several white spots appear just over
the figures fifty, in the medallion work
at the upper right corner of the gen
uine notes; there are none in the coun
terfeit. The outside of this medallion
work in the counterfeit is covered by
a runniug net work; in the genuine
there is none. In front of, and at
tached to the chest, in the centre pic
ture of the genuine note, there is a
padlock; there is none in the counter
feit. In the genuine note the head of
the man in the lower left corner
is nearly bald, a little hair is
combed down on the right temple; in
the counterfeit a full head of hair is
represented, the hair on the right
temple being slightly dishevelled, as if
blown by a puff of wind.
In the genuine the hpad of the fe
male between the words Confederate
States, is near the centre. In the coun-
erfeit the head is placed so as to
touch the letter E in Confederate.
TWENTIES.
In the counterfeit hills the figure 2,
on the right side, in cut by a fine line,
entirely separating the tail of the fig
ure from the main body of it; in the
genuine the figure 2 is perfect. In
the genuine bills the hat on the head
of the man in the lower left corner of
the note, sits more upon the top of
the head than in the counterfeit; in
the counterfeit the hat seems to be
thrown more towards the back of the
neck.
In tiie genuine the crown of the sailor’s
hat is broader than in counterfeit—the sha
ding line on his jacket in the genuine, run
square across the body—in the counter
feit they run diagonally across the body.
Also, between the XX on the right
lower corner are two hearts separated
and pointing towards each other in the
genuine, but in the spurious only one,
or if tw o, run together.
The paper of all the genuine notes
is of poor quality, but in the counter
feit it is of a fair quality of hank note
paper.
"Note.—The hair line is not an infallible test,
as I have seem one on a counterfeit,—but a famil-
iority with the face of the sailor on shu
