titled “An act to collect for distribution the mon
eys remaining in the several Post Offices of the
Confederate States at the time the postal service

authorized by this act to be paid are only the bal
ances found due after cl! proper deductions shall
liavo been made on account of previous payments
made by the United States, or any of the States
or of available provisions made in whole or in
part tor such payment hv said Government, or of
cny of the States and after making all proper de
ductions for failure or partial failures to perform
the service according to their several contracts or
appointments during the time for which they
claim pay: Provided, that the provisions of this
Act shall only extend to loyal citizens of the Con
federate States.

AN ACT to enable the President of the Confed
erate States to provide tlie means of military-
transportation by the construction of a railroad
between Blue Mountain in the State of Alabama
and Rome in the State of Georgia.
Whereas, tlie Confederate States are engaged
in a war, the extent of which has no parallel in
modern history, and the President, by his mes
sage. of 24th September, 1362, to the Congress
has recommended the importance of constructing
a railroad between Bltt" Mountain, in Calhoun
county, Alabama, and Koine, in the State of Geor
gia,as a meo of trail-portion needful for Ihr
public defence, and the construction of which is
•Iso strongly recommended by the General in
command of the milit ry district in which said
road is situated, therefore
The Congress of tlie Confederate Stales of
America do enact, That the President be, and he
is hereby authorized and empow* red to make aii
contracts, embracing such terms and provisions
as he may deem expedient to effect a speedy con
struction and completion of ih * link of railroad
aforesaid with tire several railroad companies
w hose charters extend over said line in tin; man
ner he may think best calculated to promole tlie
public interest and provide for tlie public defence.
Sec. 2. Be it further enacted, (hat to enable the
President to accomplish the object herein contem
plated, the sum of one million one hundred and
twenty-two thousand lour hundred ana eighty
dollars and ninety-two cents in the bonds of tlie

In the counterfeit bills the figure 2.

genuine the figure 2 is perfect. In
the genuine bills the hat on the head j
of the man in the lower left corner of j
the note, sits more upon the' top ofi
the head than in the counterfeit; in j
the counterfeit the hat seems to be |
thrown more towards the hack of the i
neck.

for military service, under thu Acts of Congress
