> ^ tTiS ^Planters ef Florida Kxbrktivk Department, | (Tallahassee, Feb, 24, 1SG3. \ Fclloic Citizens :—Patriotism, humanity and self-interest demand of tbc Planters of Florida the most active efforts on tlieir pait to produce the greatest amount ol'provis ions attainable by the means at their com mand. The progress of the war (and their occupation by the enemyJ forbids any reliance upon Missouri, Kentucky, Tonnes see, Louisiana, Arkansas, Virginia, North Carolina, &c., for the usual supply of pro visions. The chief dependence, to sub sist the armies necessary to the achievmeut of the Independence of the Confederate States, and to save from suffering and ] e haps starvation the women and chil dren in the several States of tlic Confed- ei&ey, rests principally ujon the agricultur al latior of Mississippi, Alabama, Georgia South Carolina and Florida. The General Assemblies of several of the States have recently enacted laws to prevent, under severe penalties, the plant- in" of the usual crops of cotton. Agree ably to the provisions of these statutes, Planters are not permitted to plant more than three acres to each “field hand.”— The General Assembly of Florida did not legislate upon the subject. Since its ad journment, the evidence has been cumula tive to prove the urgent necessity for a full provision crop in this State. When the Planters of Florida are assured that their best efforts are required to make provisions in order to maintain in the field <>ur armies, engaged in the de fence of the country and of the honor, liberty and lives of the woman and chil dren of the South, it is not to be presumed that legislation upon the subject is ncccs- j sary. Distinguished already for t heir patriotism and liberality, each farmer! throughout the State should resolve and ; "adhere to tbe resolution that not an acre of Land in Florida should be planted in armies and to feed the women and children of the Confederate States. An appeal to their patriotism and cluLtian liberality is deemed all-suilicient upon the subject. It : spirit of gain which has so corrupted «. vA— or men known as Extortioners and has distinguished them as dispicablc wretches, who would sacrifice the Confederate Slates and distress women and children to glut their insatiate greed for dollars and cents. But. if forsooth, there should be a Flori da Planter who fancies that ha sees bright prospects of peace, and with peace a de mand for cotton which will enhance the present high price of that article and that peace will ensure a bountiful supply of pro visions without his labor and assistance, to such a Planter I would respectfully say, that while cherishing sincere anxiety for peace, just and honorable in its terms and compatible with the dignity, honor and Independence of the Confederate States, yet mature reflection upon facts derived from the best sources of intelligence jus tifies, ii my humbl i ju lginent no reason able hope or immediate peace ; on the con trary, induces the belief that more active efforts will.be made by the United States during the present x ear than have, yet been made by them to subjugate the Con federate States, to liberate ttie slaves, to destroy all rights of property and to dis honor and degrade the people of the South. I he people of the Confederate States j should not lely for peace either upon tlie j interferance of European Powers or upon I dissensions between the Eastern and j Northwestern States. The Congress of the Confederate States of Amer ica do enact. That claims due in deceased non commissioned otlicers and piivates for pay, allow ances and bounty, may be audited and paid with out the necessities of the parlies entitled produ cing a pay roll from the Captain or Commanding officer, when there is other official evidence of the amount due satisfactory to the Second Auditor, under such regulations as he has or may prescribe with the approval of the Secretary ot War. Sec. 2. The claims of deceased commissioned officers shall be pai l to their heirs or representa tives in the same manner as similar claims of non commissioned officers and piivates, arc ndtr, or may be directed by law to be paid: and to assist the Second Auditor in more effectnally carrying out the provisions of this act and other pressing business of his office, the Secretary of the Treas ury is authorized to appoint an experienced ac countant who, with the chief clerk, shall have au thority to sign aud attest such official business as said Auditor shall approve and direct. Sec. 15. The Secretary of the Treasury is hereby authorized to employ in the office cf ihc Second Auditor as many additional temporary clerks as lie may think necessary, to assist said Auditor in the settlement of lire claims of deceased officers and soldiers, the compensation of said clerks to be four dollars per day. and without any addition whatever, for every day they shall be so actually engaged, except one, whose annual compensation shall be lifte n hundred dollars, the others to be paid weekly at the Treasury, npou a certificate ol service of said A'tjifor. Sec. 4. This act shall take effect from its pas sage, and tie* third section shall continue in force for twelve mouths aud no longer.
