believes that, if kept at home, k need not
be oppressive, but that it is still a national

come over the expenditures. It should
he our ambition not to bequeath# it to
our descendants.
The first step should be to fund the
maturing obligations. The Bent should

Thc debt on the 31st of October was.
82,808.549,437 55; deducting moneys in
thc Treasury, it was 82,740,S54,750.—
lie estimates it on July 1, 1S66. at 83,-
000,000,000. The annual interest, if
funded at five and a half per cent, would
he 8165,000,000, but if funded at five
per cent, it would be 8150,000,000.
If 8200,000,000 per annum should b«
applied to pay accruing interest and to
reduce the principal funded at thc higher
rate of five per cent, thc debt would be
paid in thirty-two years, or at fire and a
half per cent in a little over twenty-eight
year3.
The Secretary believes thnt no act of
Congress would be more popular than
one which should provide for such an
extinguishment of the debt.
Upon the subject of internal revenue,
the report recommends:
1st. That the collection of internal
revenue taxes which accrued before thc
establishment of revenue offices in the
States in rebellion be indefinitely post
poned.
2d. That all sales of property in those
States, under the direct tax law, be sus
pended until the States shall hate an op
portunity of assuming (as Was done by
the loyal States) thc payment of the tax
assessed upon them.
3d. That all transactions in such States
which may be invalid by the non-use of
stamps, be legalized, as it is in the power
of Congress to legafi?* them.

believes that 830,000,000 per annum
could be contributed to a sinking fund,
for the redemption of the public debt in
thirty and a half years, if certain uiodifi
cations were made in thc revenue laws.—
He proposes to tax principally cotton,
tobacco, whisky, etc.; stamps, licenses and
premium on surplus government gold.—
He supposes thc next year’s cotton crop
will be between two and a half and three
million bales, which at ten cents per
pound would yield 8125,000,000. But
it will probably increase to the old figure
of four and a half million hales. Then
the fax might be reduced to eight cents
per pound, and yield 8180,000,000, a sum
more than equal to the whole interest on
the national debt, lie believes that this
answers successfully the objection arising
from the foreign market, and claims that
this tax would virtually be paid by thc
foreign consumer,

Thc Secretary begins with a review of
thc military and political situation at the
beginning of thc last session of Congress,
wiih elaborate details of the disposition
of our farces, their organization and com*
mnndtTs.
On the 1st of May, 1864, the total
force in service tttts 970,710 tnen. Of
this the available proportion was 662,345
men. On the 1st of March, 1805, this
grand aggregate was within about 5,000
of the same number, but thc available
force was less by about 60,000 fllcn. By
the 1st of May, however, the grand aggre
gate was 1,000,516 men.
Thc war appropriations of thc last ses
sion amounted to 8516,240,131 70. The
estimates for the current fiscal year arc
for 833,814,461 83—based on a standing
force of 50,000 men, organized as a basis
for 82,600.
Eight vidumnes of reports of battles
have been sent to the Government Print
ing Offiee. Many more arc to come, for
which the requisite data are not yet at
hand.
The disbursement of pay in tbc field
hps been effected at a cost, of less three-
tourths of one per cent., including all
losses and expenses. Of white troops
1,057,433 cases have been treated in hos
pital during the war, of whom the mortal
ity was eight per cent. Over 700 trans
ports on the ocean have been constantly-
employed by the Quartermaster's Depart
ment, with a l?>ss of but three.
The burial records of the Quartermas-
were sent to the Dead Letter Office, ow one month, after which the* will be charged

sive, and discretion is urged in its stead.
The Money Order system is so f-r suc
cessfully in operation that it has issued
74,277 orders for 84,360,122 S2 during
the yeafij thc fees amounting only to
two thirds of thc expenses. Some sug
gestions for alteration aTe suggested.
Contractors and others from thc rebel
lious States have presented claims for a
million dollars, which are held for the
action of Congress The two great mill
stones on the neck of thc Post Office are
the Franking Privilege and the Overiand
Mail (partly military), which together
cost a net outlay of $2,000,000, to' be
paid by the Department.
It is a gratifying fact, illustrating tlic
progress of education and sociul develop
ment of our country, that thc average
receipts from the North alone during four
years of war were $3,585j854. over the
whole, and of the past year 86,038,091
greater than the revenues from the whole
Union previous to thc rebellion.
