August 22,1860, written by on

“The state of Turkey is daily growing

Europe the political and moral qondi-
tdon of that government, for the preser
vation of which the greatest powers of
Europe have shed their blood and ex
pended their treasures, and to which
the high wisdom of diplomacy has giv
en a distinguished place in the councils
of the West. But the evils ate notcon-
fined to Syria. According to recent in
telligence, the Mussulmans being in
cited by the Ulemas, are enraged
against the Christians, form conspiraces
against them, and are meditating butch
eries and plunder. A plot of this sort
[was detected, a few days ago, at Salom
on by the French consul there, whose
energy obliged the Pasha of the prov
ince to prevent the evil. Yesterday we
heard from Epirus that several bodies
of armed Albanians entered Pr&blesa
and Arta, and the neighboring towns,
plundered some Churches annialtreited
ed the Christians. The Sultan’s soldiers,
both regular and irregular, have' hot re
ceived any pay these eight oil ten
months past, and consequently they
are disaffected. It is therefore feared
that in many parts of the empire, these
soldiers will plunder and otherwise in
jure the Christians. This being the
case, the latter are everywhere in a state
of terror, and such of them as can .pro
cure weapons are arming themselves,
being resolved to sell their blood as
dearly as possible. -?
Peculation, extortion, oppression of
the Christians, and extravagant expen
diture have reached their height. Two
thirds of the revenue of the empire are
wasted at the Sultan’s palace. And
et’his private debt is said to amount
100,000,000 or 120,000,000 piastres,

If the Albanians, as it is feared, shall
lattempt to plunder the Christian vil
lages situated near tho Greek frontier,
it will not be possible .for our govern
ment to prevent its subjects from help
ing their brethren on the 'othervide of
the line.

The. Spanish Expedition against Mex-

The N. O. Picayune -says letters of
the highest authority have been reoeiv-
ed in that city, which leave no room to
doubt that an expedition is preparing
at Havana against Mexico. It adds:
They.assert positively, indeed, that
an expedition of not less that 20,000
men- is actually being fitted out in that
city for Vera Crus. And 1 of this no sej
oret is made. Even the troopB compris
ing the expedition, their regiments and
companies, are mentioned. They are
for the most part the acclimated troops,
of the island. Their places will be fill
ed by Tecruits at home and reinforce
ments from the Peninsula, the vanguard
of which were dally expected. The
ostensible grounds of quarrel between
Spain and Mexico have already been
suited. The real object of the present
expedition, however, if ever it should
proceed to the Mexican coast, is arm
ed intervention, looking to a perma
nent protection over the country, if
not its ultimate acquisition. However
Quixotic this may seem to us, it is no
doubt actually in contemplation. A
thousand recent events forshadow _ it,
and especially the recent recognition
of the Miramon Government in Mexico
—a Government with which no other
nation holds diplomatic relations. In
that ceremony the powerful interposi
tion of the Spanish Government was
oponly invoked “to give'peace!’ to the
country, and the Minister promised it,
in diplomatic terms it is true, but still
in terms not to be misunderstood.
Death of a once Notorious Woman
of New York.—Mrs. Moffat, once no
torious as Rosina Townsend, the keep
er of the houso of ill-fame in New York,
where Helen .Jewet was murdered,
nearly a quarter of a centrry since,
died at Castleton, New York, a few
days ago. She has resided; in that vil
lage for nearly twenty years, and was a!
very exemplary memberof the Metho- 1
diet Church, She was a woman of ac
tive benevolence, and was foremost in
every movement to ameliorate the con
dition of the poor.
South Carolina.—The Carolina pa
pers are publishing addresses from their
legislative candidates defining-their po
sitions. So far as' observed every one is
