Atlanta Dispatch.
Below we present an act which has
recently passed the Legislature, and
been approved by the Governor. It is
now a law.
This bill is Of great importance to the
people of Georgia, and to those that
come among ub. It is a virulent wiping
out of imprisonment for debt, that bar
barous practice that once prevailed
among us.
For this the people of Georgia and
elsewhere are indebted mainly to the
efforts of Hon. Phillip M. Russell, of
Savannah. Mr. Russell is keenly alive
to the best interests of the people, and
has an ever watchful eye to the pros
perity and honor of the State. Chatham
county honors heraelf in thus honoring
her respected citizen.
The following is the act:
An Act to protect the liberty of the cit
izen in proceedings requiring bail in
actions for the recovery of person
al property.
Section 1. Be it enacted by the Gen
eral Assembly of the State of Georgia,
Tiiat when the defendant in any action
for the recovery of personal property in
which bail is required, shall by reason
of his inability to give seourity be held
in imprisonment, it shall be lawful for
him to make his petition in writing
upon oath to the Judge pf the court in
which the suit is pending, in which he
shall state that he is neither able to
give the security required by law, nor
produce the property, and can furnish
satisfactory reasons for its hon-produc-
tion, and traverse the facts stated in the
plaintiffs affidavit for bail, of which pe
tition he shall cause a copy to be served
upon tho plaintiff, whereupon it shall
be the duty of such official officer, in
term time or vacation, after not less
than five days' notioe of tho time and
place of hearing has been given to both
parties, to proceed in a summary way
to hear evidence upon the facts con
tained in said petition, and if he shall
-find that the petitioner can neither give
the security nor produce the propel ty,
and that the reasons for its non-produc
tion are satisfactory, he phall discharge
the petitioner upon his own recogni
zance, conditioned for his appearauce
to answer the suit, but otherwise he
shall recommit him to custody.
Sec. 2. Be it further enacted by the
authority aforesaid, That the action
taken upon such petition shall not in
any way affect the rights of the plaintiff
upon the trial of the question of prop
erty involved in the suit, but the same
shall be decided by the tribunal having
jurisdiction thereof.
Sec. 3. Be it further enacted by the
authority aforesaid, That all laws and
parts of laws conflicting herewith be
and the same are hereby repealed.

Georgia now has at the Normal Col
lege, at Nashville, Tenn., seven pupils
La Peabody scholarships. Two of them
ire males and five females. I am au
thorized by Dr. Sears, the general agent,
to increase the number to twenty.. Ttiis
sill involve tho appointment of thirteen
to the additional scholarships. I have
determined that seven of the new ap
pointees shall be males and six females,
provided the merits of the examination
shill justify that apportionment of the
I places between the sexes. This will
make the whole number of males nine
I and the number of females eleven. I
I make this discrimination in favor of
I the females because fewer avenues to
I honorable self-support are open to the

I Each appointee will be entitled to free
I tuition, and will recoive two hundred
I dollars per annum in monthly install-
| merits ot twenty-five dollars.
I The applicant for a scholarship must
I be at least seventeen years of age, must
I produce a certificate of irreproachable
I moral character and gentlemanly or
I ladylike habits; must give a pledge to
I remain at the college two years if the
I scholarship is continued so long; prom-
I iso to submit cheerfully to its require-
1 rnents in study, discipline, etc., and to
teach in the public schools at least two
| years, if there is opportunity.
Candidates will be examined in spell-
and analysis, geography (civil and
physical), elements of chemistry, phys-
iology, United States history and ele-
I ments of geology.

competitive examination. The exam-
itutiou will lie conducted in writing,

orats. The prospect is not pleasing to
them, and every effort will be made to
orevent it that political effrontery and
ngenuity can invent. Among these is
the effort to create a war of races in the
South, to stir up strife and bloodshed
among friends and neighbors in that
portion of our country. The “Inde
pendent” movement, so-called, there is
doubtless an offspring of Republican
money. Republican leaders at. the
North are the prime movers in it no
doubt. And the only object they have
in view is to divide the voto of the
South, so that they may continue them-
selves in power. And still, though we
believe the motives which actuate the
Republicans in this crusade in the
South hove no higher origin than parti
san success, we are confident that the
better way to meet them is by argu
ment and discussion in the field, and in
the public journals, and then leave the
contest to be settled at the ballot box.
The high-handed measure taken by the
Democrats of Mississippi to stifle dis
cussion and to stamp out opposition
have a bad odor in this free country
They strengthen the opposition, if not
there, yet elsewhere, instead of weaken
ing it. It is just what the bloody-shut
Republicans desire. It is a god-send to
them. It can do the Democratic party
North or South no good. If the Dem
ocrats of Mississippi desire the success
of the Democratic party in the coming
Presidential contest, ns wo are sure they
do, the less of such bull dozing they al
low in their midst the better. A iau
field, an open, manly fight, full, free
and fair discussion, a free ballot box,
untrammeled by military interference,
is what the Democrats desire, and with
it they will he victorious.

an hour, and the rain fell in sheets. I
drove right before that storm for three
hours—just on the edge of that hurricane
and rain for forty miles.”
“Did you get drenohed.”
“Drenched? No, sir? What did I
keep a fast horse for? Why, I tell you,
drove right in front of that rain
storm. I could lean forward and let the
sun shinb on me, or lean backward and
feel rain and catch hail-stones. When
the hurricane elaoked up the horse
slacked up, too, and when it blew faster
I just said‘Git up I’ to the horse and
touched the battery, and away he went.
Now I don’t want to lie about my horse,
and I don’t ask you to believe what I
say, but when I got to Meadow Creek
my linen duster was as dry as powder.
Not a drop ofrain on the wagon seat
either, while the wagon box was level
full of hailstonesand water.”
A Humorist.
Robert J. Burdette thus summarizes
his career as an editor: “Nine years
ago I found myself a proof-reader on
the Peoria Transcript. Previous to
that I had received an education, what
Peoria high schools treat one to. Alter
awhile I started a paper of my own,
The Peoria Review. I ran it two years.
It was a comforting sort of a paper. It
brought to me a few cares but no un
certainty. I knew every Monday morn
ing that on the next Saturday night I
would not have money enough to pay
my hands. During my career as editor
of that wretched sheet it never disap
pointed me in that particular—not once.
Finally the sheriff took me into part

A Washington special says: “The
candidates for second lieutenancies
were asked, under direction of Secreta
ry McCrary, at the examination, if they
had ever had been engaged in rebellion
or aided it; to explain roily their con
ception of the nature of the obligation
incurred by entering the army; if they
believed in the right of a State to secede;
if they would held their allegiance to
the United States paramount to that
of their States, and if they would re
gard it os their duty to follow the State
n case of a conflict ?” It will be ob
served that not a word is said about
supporting the Constitution of the
United States.
The success of the Rev. Henry Ward
Beecher in keeping his flock together
in evil days seems to have been lost on
his sou, Mr. H. F. Beecher, who left
Kern county, California, three or four
mouths ago to superintend the driving
of eighteen thousand six hundred sheep,
the property of General Beale, to Salt
Lake City. In crossing the Alida des
ert, over which the drovers and their
herd traveled for eight days and nights,
finding no water for the animals, ten
thousand sixty-seven sheep perished.
Gen. Beale was offered 815,000 for the
sheep before they Btarted on the ill-fated
journey._
The Athens Banner, referring to an
alleged remark of Gen, Toombs, that he
couldn’t sing Sunday-school songs or
make agricultural speeches, shoots this
sharp arrow: ,

schools, Gen. Toombs’ education upon
these subjects has evidently been great
ly neglected, and he certainly has not
lived up to his duties and privileges.
