Francisco'papers, received by the last arri
val, contain a decision of much importance,
which was recently made by the Supreme
Court of California. It is Lo the effect that
the United States government is nothing
more that a private landholder in Califor
nia, and the mines ofgold and silver in the
public lands are as much • the property of
the State, by virtue of its sovereignty, as
are similar mines' in the lands of private
citizens. The Court says that the State has,
therefore, solely the right to authorize
them to be worked to pass laws for their
