A Proclamation*
STATE. OF GEORGIA.
By Hit Excellency, JOSEPH E. 'BROWN,
Governor of said State :
W iterf.au, Tt is provided ill Sec. Seventh of Art.
Fifth of the Constitution of this State, as adopted
by the late Convention *ol the people thereof, on
the 23d day of March last, that “there shall bo an
election held at all the places of public election in
this State, on the first Tuesday in July, 1861, when
nil the citizens of this State, entitled to vote for
Governor, shall cast their ballots either for ‘Ratifi
cation’or‘no Ratification.’” The election “shall
bo conducted in the same manner as general elec
tions. and tiie returns shall be made to the Govern
or.” And whereas, by a resolution adopted by said
Convention, the Governor is required to issue his
Proclamation, calling on the proper officers to hold
said election : I therefote issue this, my Proclama
tion, calling upon aud requiring a sufficient number
of the proper officers and persons authorized by the
laws of this State to superintend general elections'
therein, to convene at the various e'ection precincts
throughout the State, on the first Tuesday in, being
the 2d day of, J ulv next, then, and at such precints,
to su pc rill tend-and hold the said election, as provi
ded tor in the Seventh Section of the Filth Article
of the Constitution, as aforesaid.

Mis3 LAURA FISIIER was converted and receiv
ed into the M. E. Church in her eleventh year, grad
uated in 1857 at Forsyth Female College, was taken
ill on the 16th January last, and died at Irwinton,
G.I., oh the 13th April' in the 22d year of her age.
Her life was happy aud useful, Iler meekness,
patience and humility were worthy of imitation.
She loved her church, and always manifested the
deepest concern for its welfare. Last year, during
the powerful revi val of religion which pervaded the
town of Irwinton it was delightful to behold the
brilliancy of her countenance whilo her whole be

srd Warthen, Esq., they met again at the Tax Ro
ceiver’s office, the Chairman of the former meeting
presiding, for the purpose of constituting a Vigi
lance Committee in each district in the county, to j
consist of oue citizen hereafter named, resident of j
Jiat district, who shall have power to call to his j
assistance such a number of citizens as lie may 1

to take cognizance Of all ‘cases that may arise con
cerning the safety of the 'country; and that those
