Whereas, official information has been re
ceived at this Department that Joseph Morns,
a colored man, lias committed the offense of
• •an attempt to incite insurrection” in the
counties of Burke, Washington, Jefferson,
Laurens, Johnson and Wilkinson in this State
and that he has tied from justice and is still
at large. .
I have, therefore, throught proper to issue
this my proclamation, hereby offering a Re
ward of Five Hundred Dollars for the appre
hension and delivery of the said Joseph Mor
ris to the Sheriff of either of said counties.
And I do, moreover, charge and require all
officers in this State, civil and military, to he
vigilant in endeavoring to apprehend the said
Joseph Morris iu order that lie may be brought
to trial for the offense with which he stands
