Mis Mand Stalnaker, a young lady of Washiugton, D. C., was recently an applioant for a posi tion under the Civil Service Rules, uud probably passed tbe most dif ficult examination that bas ever been prepared by the Civil Servioe Commission. She was tbe only oue who was able to pass the Ex. amination, but the War depart ment rutuses to appoint her to the vacant clerkship on fhe ground that she is a woman. The exami nation required translation into English of Technical Military Works in Frenob, German, Span ish and Italiau; typewritng in all of these languages: and ability to do proof-reading and prepare manuscript for the press; a knowl edge of modern library methods; cataloguing, indexing and of the English language and literary composition.
