S0!IE00iE3 MEETING
FAILED TO GOME OFF
No Joint Session Held by the
Peace Men In Faria.
A POSTPONEMENT ASKED
Time Allowed For Translating tire
Itcply of America to tho Latest
Spanish Propositions Kcgi.t'illiig (tic
Philiplno Islands.
Paris, Nov. 8.—Tho Spanish- Ameri
can peace commissioners have notified
the minister of foreign a flairs, M. (let
Cusso, that the joiut session which was
to have takou place today will not ho
hold tmd that they will notify tho min
ster when they have determined upon
ho date of another mooting.
Later a semiofficial noto was issued
announcing that tho poaco commissions
had informed tho French minister of
foreign affairs that thoir conferences
were suspended.
Inquiry developed the fact that tho
failure to hold a meeting of the com
mission today was only duo to the
Americans asking for a postponement
of tho joint session until tomorrow,
in order to allow tiiuo for the trims-
ation of tho reply of tho United State*
to tho latest Spanish propositions re-
arding tho Philippine islands, which
was received hero tliis morning.
The Gaulois this morning, referring
to today's proposed sitting of the peace
commission, says it would iu no way
iitvo modified tho Spanish-Amorican sit
uation, “ns the American 6omiuissionord
have orders to await further instruc
tions from Washington. 1 ’
Tho Gaulois says thoso instructions
will depend upon tho result of the elec
tions, which,thfc paper mentioned thinks
will be favorablo to tho Republicans.
Tho Gaulois continues:
"The American government will
eventually recognize that pecuniary
tompensation is dne to Spain for the
vacuation of tho Philippine islands and
(lie negotiations will coutinuo nnd bo
I rought to satisfactory conclusion in a
friendly spirit. ”
WASHINGTON NOT UNEASY.
Kxpected That tile Pence Negotiations
Will He Over Soon.
Washington, Nov. 8.—bo fnr ns tho
state department knows thero has been
no break in the peace negotiations in
Paris, and if any difficulty lmd arisen
officials say it would certainly have
boon reported promptly to the dopnrt
meet. It is assumed, therefore, that
thero must be souio purely internal
reason for the postponement, perhaps
tho convenience of tho commissioners.
Tho advicos that have come to hand
so far are said to ho rathor eneouragtng
than tho reverse, and there is a dispo
sition to agree to tho statement rather
curiously made by the Spanish cabinet
yesterday that there will be throe or
four more meetings of the joint commis-
siou, This is taken an ns indication
tlmt the Spanish themselves are not
looking for a break in tho negotiations,
hut rather expect a peaceful conclusion
iu a short time.

New York, Nov. 8.—Joseph Jcffor-

land House nnd his condition is such
that his physicians liavo doemed it bust
that ho should not act for at ISast a
week, and tho Fifth Avenue thoater,
accordingly, will bo closed for the com-
g week.
Dr. Daniel P. Poaso, one of Mr. Jof-
forson’s physicians, said today that tho
actor's illness was not serious, beiug
only an attack of bronchitis, which has
caused considerable hoarseness.
Mr. Jefferson is now convalescing
rapidly, it is said, and will in all proba
bility be ablo to appear next weok.
Miners Demand Legislation.
Montgomery, Ala , Nov. 8.—It is a
dull session when tho legislature of
Alabama does not have to wrostlo with
a proposed now mining law, and this
year will bo no oxcoption. Tho execu-
live committee of tho United Mine
workers met iu Birmingham and mado
ti very pressing request upon tho legis
lature for an improved mining law.
Other demands wove made for a labor

"There are 70 white voters for every
10 negro voters. Thoso figures show how

.8 in danger of negro domination. There
jeoms to be an improssion thnt in North

standing this thero is a clamor in tho

terror has been inaugurated for political
purposes.
“Minor incidents liavo beou magnified

If a campaign were not- iu progress wo

peaceable, tractable citizens, and any

And you have no doubt as to the ro-
suit of tho oluctiou?”
I believe that wo will hold our own

havo a majority in tho state, as past

in wliich wo can lose is by having that
