upon American farmers the "advan-
lages and opportunities"of that bleak

misrepresent conditions but are like
ly to cause as much distress and loss
as do the seductively worded circu
lars sent out by the "gold brick" mer
chants in the financial centres.
A competent observer, Mr. Edward
Porrltt, has written a letter to the
tress which effectually takes the rosy
bloom o! prosperity off "Our Lady of

to organize some method of relief in
addition to those afforded by tho
Mouse of Industry and the other reg
ular institutions maintained by the
municipality. A large proportion of
these unemployed within the city lim
its were also newcomers from Eng
land or Scotland, and there was much
doubt whether with times as they ave
there would be work for all the unem
ployed of Toronto and Shacktown
when spring opens and something
like normal conditions are restored.
Other Ontario cities have been
maintaining numbers of unemployed
this winter. Chatham lias had a bur
den of this kind. About 100 families,
including 300 children, arrived there
from England between August and
the end of the immigration season of
1907. Of the men of these families,
seventy-five have been out of work all
winter. The condition of these peo
ple was brought to the attention of
the Government at the end of Janu
ary by a petition to the Department
of the Interior from the City Council,
the Board of Tradeand the Associated
Charities of Chatham, in which it was
stated that unpaid rents were accu
mulating; landlords were growing
Impatient; that $2200 had been paid
out in aid by the city, and that un
less there were some immediate aid
from the Dominion Government most
of the newcomers would be homeless
and starving.
Surplus of Labor.
There is thus a surplus of labor in
Ontario cities besides the large sur
plus in Toronto and Shacktown. The
Globe, which showed great energy
and resourcefulness in coping with
the situation in Shacktown, pointed
out that iu 1907 Canada received
277,000 immigrants, and that this un
precedentedly large influx followed
an incoming of 215,000 immigrants
in 1906.
Mr. Porrltt states that when the
Shipping Federation of Montreal met
recently to settle the basis of long
shoremen's pay for the coming navi
gation season, it was decided to re,
duct wages both at Montreal and
Quebec. These reductions were
made because it was the conviction of
the Shipping Federation that there if
to be less business at the two ports
than there was in the navigation sea
son of 1907. In the lumber camps
this season also wages are fifteen or
twenty per cent., less tliun they were
in the season of 1906-7. Early in
November last, when recruiting be
gan, the old rates were offered. Just
as soon, however, as it was realized
that men were more eager to go into
the camps than in 1906-7, wages were
reduced, and moreover, the season's
cut will be smaller than that of any
season for three or four years back.
The Trade Union Congress of Can
ada early in tho winter sent a repre
sentative to England to make labor
conditions in the Dominion under
stood there, and to endeavor to stay
some of the immigration from that
country and Scotland. His mission,
however, apparently had little suc
cess, for the expectation at Halifax is
that the season of 1908 will make a
new record for the port.

Pacific Fleet Smashes All
Records at the Targets.
San Diego, Cal.—The ships of the
Atlantic fleet at target practice in
Magdalena Bay have beaten all their
former records.
The naval collier Ajax, which has
arrived off port, had on board Lieu
tenant-Commander G. H. Bradshaw
and Lieutenant E. D. White, who
were sent from Washington to wit
ness the target practice of the ships.
Lieut. White said he was not at lib
erty to give out scores made, but that
records had been broken.

Effervescing or carbonated milk re

Two experimenters at the Geneva
agricultural experiment station de
clare that this beverage is easy to
prepare, cheap and wholesome. Fresh
ly drawn milk or ordinary pasteurized
milk will keep, if in a cool place, for
a long time after being carbonated
from four to five months. The
heavier the pressure under which the
gas is introduced—up to a certain
point—the better it keeps. The sam
ples which remained in good condi
tion for four months w r ere subjected
to pressures varying from 70 to 175
pounds. When the pressure is not
too high the carbonated milk comes
from the bottle as "a foamy mass
j more or less like koumiss.” It has a
slight! yacid, pleasant flavor, but is
somewhat more "salty” than ordi-
