No. 14 Opponents of the city court bill and of the plan of electing the Judge and Solicitor of the city court by the people aro likely to lmve another lesson in politics so they say though they feel confidant the Executive Committee will not endorse the plan. The bill to bo voted on in the October general election loaves it for the people to say whether they wish to elect the officers‘and many citizens nre opposed to tho plan for the reason that they do not wish any of the officers involved in heated political contests and deem it unwise for the county to hold such elections. Some friends of the bill aro now urging that the bill and the can didates 1)0 voted on ut the same time, thus having the nominating primary at the same time the peo ple vote to say whether they want to have one or not, and this question will bo left to the execu tive committee. If they endorse tho plnn, ono object of the Com promise hill will lie defeated. If the committee decides to hold the piimary on tho same day a separate ballot box fer white voters will be provided to vote on the candidates and all tin* voters will vote on the bill. Then* is a strong sentiment in favor of a w hite primary on the ratification of the bill and the committee may lie asked to con sider this question at the same time. YANCY CARTER WILL OPPOSE LITTLE JOE. Willing to Qo Down Under Cards, He Wants to Debate. W . h ancey Carter is a candi date for governor against Joseph M. Hrown, having accepted the nomination of the Independence league and will stump tho state He also wants to engage the democratic candidate in a talking match, but this will likely not happen. It is said, however, that Little Jae will not treat tho race as a joke and will use his pen in the campaign. Opposition will add interest to tho October election and no doubt bring out many democratic voters who might otherwise feel little interest. HON. I. W. NEWMAN IS EXPECTED SUNDAY. While resting in a hammock nt. his home in Wad ley last Thursday night, Mr. Jake Culpepper, form erly of this city, dropped a pistol he had been holding in his lap to the lloor, discharging the weapon and inflicting a serious wound in his iiip, He is now in Sandersville for treatment and Dr. Hermann, who has the case in charge thinks he will recover. Mr. Culpepper was ill at tho time of the shooting, which com plicates the trouble. —Few odds and ends of crock ery, tinware and cutlery at cost. Thk Daymoht Cohnkk. Hon. I. W. Newman, who is now away on his annual vacation at the East, is expected to return on Sunday. Mr. Newman is regarded by many, who are familar with mat* ters of tlmsort, as being perhaps the most progressive and well informed on methods for handling county affairs of anyone in the state, by his high efficiency, his many fine traits of character and his constant attitude of friendli ness toward everyone, he has won for himself a position in the es teem of the people next to that of his distinguished father, the late ajor M. Newman, whose mantle has already to a great ex tent fallen upon his shoulders. Hon. bay Newman deserves es pecial commendation for his very able management of his uncle’s affairs, both of a business and official nature, when the latter is away from home; his manners and methods displaying those well known qualities characteristic of the entire Newnan family Ladies Will Meet at Mrs. Siacers. Howard, whom The Herald reported in its Inst issue would consider being an appli cant for Judge of tho city court, has handed us the following card for publication. It seems that any effort to settle the matter a by a bar meeting was not. satis factory all round and Mr. Howard does not desire to be considered an applicant, whether Governor brown makes the appointment or not. His card follows To the public: Very reluctantly 1 allowed a consideration of my name ns a candidate for Judge of the city court to friends who asked me to run and then upon ono condition only and tlmt was that a majority of tho members of the bar would not be against me. Since then, though given this assurance, find that it would bo unwise for me to have the position even if I could be elected, or appointed by the Governor, ^specially under the conditions imposed by the campaign in either case. I thank ihe several members of the bar who have voluntarily as sured me of their support, ns woll as the citizens who have of fered to support me without soli citation. If 1 desired the place more than I do, 1 would give up the idea of runing less reluctantly, because if the proposed bill is ratified, the act is so drawn ns to require sacrifice in practice during a whole year for one may run and lie successful, a sacrifice which I am unable to make. It would be unwise for me to run under that plan, even if elected a year before my duties be gan, because the knowledge of my election a year before the term commenced would naturally lose me some clients and some patron age. besides, I realize with no relative in the county, nopolitica pull and no special claim on any voter the race for me would he a difficult one and hope of election would involve mo in a most un pleasant campaign. Permit me to assure the people of this county that 1 was led to consider being a candidate, nut because tjie present incumbent lias failed to make an upright and satisfactory judge, but for other reasons and considerations which it would be improper to set forth in this withdrawal card. Let it suffice to say that my race would have been no attack on his admin istration as an officer. 1 had an idea that three years might lie considered a sufficient length of time for one to hold the office, be cause I believed the public looked upon it as 0110 which should be given, not for gam, but the ex perience and the honor the tem porary holding of it would give the incumbent. 1 desire to take advantage of this opportunity to say that 1 have always openly and on every appropriate occasion by word a-nd pen, opposed the election of any Judge by the people unless a sys tem of rotation be provided and my experience as solicitor and the political enemies made solely he cause 1 endeavored to do my duty to rich/ond poor when I held this j office, have strengthened this con viction. Since there is 110 possi bility of mv candidacy now, in any event. I will not be charged ! with self interest or selfish motive whop I ask the people and parti cularly the poor people and those who have no interest in politics never to endorse the bill proposed Ui the October election. You may not always have the same high class of officers that now serve you. I am not ashamed to op pose it. My experience of eleven years at the liar has shown me nothing to alter my convictions in this matter and 1 lmve met few lawyers and Judges out of politics who favored the plan and they have experience and observed the matter closely. To those who had the friend ship and the will to pledge me their support, let me offer again my sincere and heartfelt thanks. I have never sought to be popular and realize that it is not in my nature to make friends quickly. That I have some true ones lias been shown by the mention of my name for Jiulgo and men who are friends, not for what I have or the kmspeople or interest that I could influence. After all, there are no real friends except those who appreciate us for what we aro. I have endeavored to be true to my friends, to attend to my own duties and there are none to whom I have dor.0 an injury in tentionally. It is no doubt bet ter for me to try to continue to keep up this record and improve upon it, stay out of polities for my own account, avoid the chance of getting beat in any effort to g C ,t elected, try to know my friends and be ignorant of my enemies and devote my attention to my family und my business. After January 1, 1909, the Con federate veterans of Georgia and the widows of veterans will re ceive their pensions in a lump sum instead of quarterly installments.
