ARTICLE XIII. —AMENDMENTS TO
THE CONTSTUTION.
Section I. —Paragraph 1. Any
amendment, or amendments to this
j constitution may be proposed in
! the seuate or house of representa
tives, and if the same shall be
i agreed to by t.vo thirds of the mem
bers elected to each of the two
houses, such proposed amendment
or amendments shall be entered on
their journals, with the yeas and
and nays taken thereon. And and
the general as-< mbiy shall cause
such amendment or amendments to
be publi.-hed in one or more news*
papers in each congressional dis*
trict, for iwo months prey ions to
the time of holding the next gener
al election, aid shall also provide
for a submission of such proposed
amendment or amendments to the

and if the people shall ratify such
amendment or amend men's, by n
majority of the electors qualified to
vote for members of the general j
assembly, voting thereon, such i
amendment or amendments, shall;

When more than one amendment
is submited at the same time, they
shall be so submitted as to en
able the electors to vote on each
amendment si parately.
Par. 2. No convention of the
people shall he calhd by the gener
al assembly to revise, amend, or
change this constitution, unless by
the concurrence of two-ilbrds of all
the members of each house of the
genera! assembly. The representa
tion in said convection shall be has

t it able.

Par. 2.—The votes east at said
election shall be consolidated in,
each of the counties of this state
as is now required by law in elec
tions for members of the genera I as
sembly, and returns thereof made
to the governor : and should a ma
jority of all the votes cast at said
election bo in lavor of ratification,
he shall declare the said constitu.v
tion adopted, and make proclama
tion of the result of said election by
