To the People of Georgia :
The recent renewal of active hostilities
against the person and property of colored cit
izens and white Republicans by the organized
bands of secret as-nssins in certain portions of
the State, seems so indicate a concert of action
and a put pose on the part of said organizations
to persist in defying the ow'd law.
It therefore behooves the good people of this
State to sec to it that the Commonwealth bo
not futthor injured or defamed by the acts of
persons who, it is believed, are wholly without
interest in, or regard for, the welfare of the
State.
It is the duty of every county, town, nr mu
nicipal eorporntc authority to insure perfect
protection for life and property to every resi
dent within their borders; and whereas, in
many cases the loeal officials fail to exorcise
efficient moons to secure this result, the good
citizens within such limits—those having a
material interest at stake, or the best interc t
of the State at heart—should soe to it that
prompt measures arc at once ink it under the
civil law to arrest and bring to punishment the
members of these organizations of secret rob*
hers and assassins. Under the statutes at
present in force the Executive i,- prevented
from taking active measures for the suppre*. o:t
of civil disorders, and it is therefore all tin
more important that every good citizen : houbl
feel it his individual duty '» become a pence
officer, and to aid in securing to ovory inhabit*
nilt that perfect protection guaranteed by the
Gonstitution, and without which v.o can never
enjoy cither civii liberty or material pros
perity.
Outrugos such as btivo heretofore and aro
now again disgracing our State cannot bo tnl*
erated or excused without involving the whole
community.
The time has arrived when these outrages
must cease, or the good people of this State
will bo held responsible for their continuance.
To the end that no motive may bo wauling
to stimulate tbo people to action in br'ii;.':
to punishment the violators of the law, 1 her hv
offer a reward of Five Thousand Dollars rarh
for tho arrest, with evidence to convict, of tic
person or persons engaged in the murder of
Hon. Joseph Adkins, white, a Republican
Senator from the 19th District.
And of the por-on or per ms engaged in tic
murder of Dr. Benjamin Ayer, white, a1! .
publican Representative from the cunty of
Jefferson.
And of tho person or persons engaged in the
outrage committed upon the person of V Ilium.
Hardeman, white, of the comity of OgldtfWpc,
when, on or about the lilst day of October la >l,
lie was tied to n tree arid brutally vhipp-*l,
the outrage having been coniiniM lby a ■ ly
of disguised men for no other reason, as is al
leged, than that Hardeman was charged with
being a Radical.
And of the person or persons engaged iu 'the
outrago committed upon the person of the Hop.
Abraham Colby, colored Reprei mtaliy. from
tho county of Greene, who, on or a'out tho
30th day of October last, was taken Loin h;
bed at night and cruelly beaten, the outrage
having been committed by a body ol t' nty

is alleged, that be, the said Colby, visited At

ted in the town of Greensboro’, in Guiltily of
Greene.
And of the person or persons engaged in the
depredation upon the office of the Assets ir m
Internal Revenue for the United Slates Gov
ernment in the town of Washington, e unity of
Wilkes, on or about tho night of the 13th in
stant, when, as is alleged, the uffic. «•«» broken
open and books, papers, die., scattered and de
stroyed, and notices loft warning the Asst or
to leave the District.
And of the person or persons engaged in the
assault upon the house of tho 11.n. Eli Harm s,
colored, Republican Representative from the
county of Hancock, when, as is alleged, a body
of masked men at about the hour of one o’clock
on the night of the 10th instant, surrounded
bis residence and by threats of pciscital vio
lence forced him to leave the county.
And of tho person or persons vvho, at or near
the hour of ten o'clock on the night of the 15th
instant, fired ten or twelve gunshots into a
camp of colored laborers, on the line of the
Macon & Brunswick Railroad, in the county of
Telfair, whereby one man was killed and an
other severely wounded.
And of the person or poisons who, on Thurs
day night of Court wool;, October term, about
midnight, said to be a body of sixty men in
disguise, surrounded the residence of ike Sher
iff of the county of Hancock, demanded and
obtained from him the key- of the jail and re
leased from the jail one James Oxford, white,
a notorious outlaw awaiting his trial for tho
murder of John Taylor, a respectable citizen
of said county.

Stnte, at the Gapitol in Atlanta, this 29th day
of November, in the year of our Lord'One
Thousand Eight Hundred and Sixty-Nme,
