Geohoia.—The opponents of the Radical policy which has been marked out for Georgia, intend to lay before the Reconstruction Com mittee some facts which will show that the very Chief Justice of Georgia who dooided that the negro members were eligible to office, tnado several speeches in tho campaign in which he declared that under the now consti tution, negroes could not hold oflico. This was no less a personage than the notorious ex-Gov. Joe Brown. Tho fact will also he called atten tion to, that Inst Spring, when the Reconstruc tion Committee had up the Georgia case, the President was very conservative on tho ques tion, and asked that no action be taken until tho Georgia Supreme Court decided tho eligi bility question, intimating that ho would stand by that; hut now, spurred up by the personal interviews of Governor Bullock, helms turned completely around, and seeks to defeat the re-admission of Georgia until the tiegrn mem bers are restovod toiler Legislature.—[Wash ington Special to Courier-Journal. Whereas, It, has been officially communica ted to this Department that a malicious and cold-blooded murder was committed in tho county of Walker, in this State, upon the body of John ,T. Wootten, on the Bth day of March, 1866, by one Nathan B. Hopson, and the said Ilopson has fled from justice i I have thought proper, therefore, to issue this, my proclamation, hereby offering a Re ward of Two Hundred Dollars for the appre hension and delivery of the said Nathan B. nopson, with evidence sufficient to convict, to the Sheriff of said county of Walker. And I do moreover charge and require nil officers in this State, civil and military, to he vigilant in endeavoring to apprehend the said Nathan B. Hopson, in order thnt he may ho brought to trial for the offense with which ho stands oh nr god. Whereas, Official information has been re ceived at this Department that a murder was committed in the county of Chattooga, on the 28th day of July, 1868, upon tho body of Geo. Lawrence, by Taylor Hinton, and that said Hinton has fled from justice : I have thought proper, therefore, to issue this, my proclamation, hereby offering a reward oi One Thousand Dollars for the apprehension and delivery of the said Hinton to tho Shoriff of said county and State. Tfie said Hinton is about 26 or 27 years of age, 5 feet 7 or 8 inches high, weighs about 160 pounds, black, with large white eyes and eotb, and rather quick spoken. A PROCLAMATION. GEORGIA: By Rnfits B. Bollock, Gov. of? said State, To the People of Georgia : Tho recent rem <al of active hostilities against the person and property of colored cit izens and white Republicans by the organized band i of secret assa ‘-ire- in certain portions of the State, seems In indicate a concert of action and a purpose on the part of sai l organizations to persist in defying the civil law. It therefore behooves the good people of this State to see to it that the Common wealth he not fuither injured or defamed by the acts of persons who, it U believed, are wholly without interest in, jr regard for, tho welfare of tho State. It is the duty of every county, town, or mil nieipal eo: tiorate aeflo rby to insure perfect protection for life sod property to every resi dent within their borders; and whereas, in many cases the local officials fail to exercise efficient means to secure this result, the good citizens within such limits—-thoso having a material interest at stake, or the best interest of the State at heart—should see to it that prompt measures arc at once taken under the civil law to arrest and bring to punishment the members of there organizations of secret rob bers and assassins. Under the statutes at pre-ent in force the Executive is prevented from taking active mcaoni-u* for the suppression of civil disorders, and it is therefore all tho more important that every good citizen should fee! it bis individual duty to becomo a peace officer, and to aid in securing to every inhabit ant that perfect protection guaranteed by the Constitution, and without which we can never enjoy either civil liberty or material pros perity. Outrages such as havo heretofore nnd are now again disgracing our State cannot be tol erated or excused without involving tho whole community. The time has arrived when these outrages must cease, or the good people of this State will be hold responsible for their continuance. To the end that no motive may be wanting to stimulate the people to action in bringing to punishment the violators of the law, I hereby offer a reward of Five Thousand Dollars each for the arrest, with evidence to convict, of tho person or persons on: aged in the murder of lion. Joseph Adkins, white, a Republican Senator from the 10th District. And of the person or persons engaged in tho murder of Dr. Benjamin Ayer, white, a Re publican Representative from the county of Jefferson. And of the person or persons engaged in the outrage committed upon tho person of Vt illiam Iln jcman, white, of the county of Oglethorpe, whan, on or about the 31st. day of October last, ho was tied to a tree and brutally whipped, the outrage having been committed by a body Os disguised mori for no Other reason, ns is al leged, than that Hardeman wft* charged with being a Radical. Abraham Dolby, colored Representative from the county of Greene, who, on or about the 30th day of October last, was taken from his bed at night and cruelly beaten, the outrage having been committed by a body of twenty five or thirty disguised men, for the reason, as is alleged, that he, the said Ooihy, visited At lanta and requested of the military authorities protection for tho freedmen's school, loca ted in tho town of Oivo.-ffi aro', in County of Greene. And of the person or persons engaged in the depredation upon tho office of tho Asses or of Internal Revenue for tho United States Gov - ernment in the town of Washipgton, < mty of Wilkes, on or about the night of the 13th in stant, when, as is allogod. the o-;ioc was broken open and books, papers, %to., scattered and de stroyed, and notices left warning tho A: un to leave the District. And of the person or persons engaged in the assault upon the house of the Hon. Eli Barnes. colored, Republican Representative from the county of Hancock, when, us is alleged, ab >dy of mask, and men at about the 1 nr of one o'clock on the night of tiie 10th in hunt, surrounded bis residence and by throats of personal vio lence forced him to leave the county. And of tho person or persons who, at Or near tho hour of ten o’clock on the night of tho 15th instant, fired ton or twelve gunshots into a camp of colored laborers, on tho line of the Macon & Brunswick Railroad, in the county of Telfair, whereby one man was killed and an other severely wounded. And of the person or pet son* who, on Thurs day night of Court week, October term, about midnight, said to lie a body of sixty men in disguise, surrounded the residence of the Sher iff of the county of Hancock, demanded and obtained from him the keys of the jail and re leased from the jail one James Oxford, white, n notorious outlaw awaiting his trial for the murder of John Taylor, a respectable citizen of said county. Given under my band and the great seal of tho State, at the Capitol in Atlanta, this 29th day of November, in the year of our Lord One Thousand Eight Hundred and Sixty-Nine, and of the Independence of the United States of America the Ninety-Fourth.
