—Dr. Tom Neal, of this place, j
who has been attending lectures in
Nashville, Tenu., returned home
yesterday. He is in fine health and
spirits.
Mr. Booker Sutton went to Au
gusta last week to buy a horse, but
was unablo to find one with the pe J
cuiiar fizzical developments which he
desired, so he sent to Tennessee to
have one made to order. Mr. Sutton
is rather fastidious in his tastes.
—lt is reported in Thomson that
the quarantine in Mesena was not
formally revoked by the council,
but that a young man of this county,
visited that place, and, with a few
mild and persu ive arguments, stain
peded the South America marshal
and loosened up the quarantine con
stipation.
—Mr. Walter S. Curtis has a large
new advertisement in to-day's pa
per, tp which we invite attention

—Bon. Mason, a young man who,
with his father’s family, once lived
in Thomson, is in serious trouble
Sometime last year, while holding a
commission as depu’y U. S. marsha 1 ,
he extorted money from parties in
Augusta under threats of prosecu
tion. For this he was tried iu the
V. S. District Court in Savannah
last week, convicted and sentenced
to six months in Chatham county
jail and a fine of S>l,ooo.
Mr. T. N. Lewis, we took a drive out
in the country last Sunday afier
noon. and take pleasure iu reporting
the grain as looking well, and not so
much injured as was once supposed.
We stopped a few minutes at Bone
ville, where we found Mr. Wesley
Smith engaged conducting the exer
cises of a flourishing Sunday School
Not so with the Judge, however. He
has not yet entirely recovered from
the effects of Judge Neal’s rule
nisi, and was gloomily meditating
upon the smallpox in Thomson and
a former favorite expression of his,
that “Sheriff Speir was no respecter
of person.”
—Mrs. Wm. J. Paschal, who lias
been quite sick for several weeks, is
to-day reported much better. It is
hoped she will soon be well again

—Walter Jones, a young colored
man of this place, got into a friendly
scuffle with a number of colored
damsels on Sunday evening last,
and was having lots of fun when the
girls got excited ami flung him up in
the air. They didn’t try to stop him
when he came down, and the result
is a broken thigh. We will here re
mark that such exhilcraiingpastimes
as this are not frequent in Thomson,
and we trust our contemporaries
will not allude to it aB a “society
event."
—To-day the criminal docket will
be taken up iu the Superior Court,
upon which a number of interesting
cases appear for trial, as the array
of legal talleut in attendance always
indicates.
—The eclips of the sun on Mon ■
day failed to create the excitement
expected bv such an important
event. In fact, it was too sleazv an
affair to merit attention, and was
generally voted a first-class disap
pointment. The only ones who
really appeared to enjoy it were
thiee weak-eyed citizens around be
hind a store on Railroad street, who
I took turns in smacking their lips and
taking long looks at the eclipse
through tlie bottom of a black bot
tle.
Superior Court.
The Spring term of McDuffie Su
perior Court convened last Monday,
his Honor, Judge H. C Roney, pre
siding The Grand .1 ury organized
by the election of Jno M. Curtis
Foreman and J. F. Shields Clerk.
After a very strong, forcible and con
densed charge to the Grand Jury,
Judge Roney commenced the regu
lar business of the court, disposing
of cases with promptness and dis
patch. All the members of the local ,
bar are iu a< tendance, besides quite
a number of visiting attorneys,
among whom we nolice Solicitor-
General Boykin Wright, Maj Joseph
Cuinuiiug, Col. W D. Tutt, of Au
gusta, Judges Wm. Gibson and E
H. Pottle, of VVarrenton; und Judge
Wm. M. Reese, of Washington. Up
to this time the court has been en
gaged iu civil business, but will ‘
soon reach the criminal docket,
which is quite full.

The Smallpox.
Since our last report two new ca
ses of smallpox, both negroes, have
developed in Thomson. One ot theso
a negro woman, the wife of George \
Butler, created some excitement, i
from the fact that she was not with- j
iu the quarantine section, and her I
attack could not be satisfactory ac- j
counted for. She declared that she
had not been neur anyone having the
disease, but this assertion is not be- j
lieved, because, so far, not a single j
i ase is reported outside of the quar- I
antine section Mayor Durham gives
it as his opinion that Mrs. Butler
ha3 been clandestinely inoculated.
At all events, she has been placed I
under strict quarantine, and every- j
tiling is again moving oil smoothly.

sociation at the residence of Judge

morrow (Thursday) af eriinoA, at I)
o'clock. A full attendance is ear
nestly requested.
A Remarkable Homo.
Judge Wm. 11. Murray had a horse
to die last week, that though only an
animal “denied,” as Byron says, “the
sou! in Heaven lie had on earth," de
serves a notice in these columns.
The Judge showed us a bill of sa'e
of the horse, dated Juno 130th, 1870,
the price being $325. He was then
five or six years old, and during the
fifteen years the Judge has owned
him, Sir William Btackstone, or “Old
B ack,” as he was called, had been
the Judge’s constant driving and
riding horse Iu fact so well was
the horse known that the people had
come to recognize the two as one,
and refused to credit the Judge's
identity the o'her day, when they
saw him driving another horse. Old
Black was for years known as the
fastest buggy horse in the county,
and was never sick in his life, except
for a few days preceeaiug his death,
and was never disabled, except for
about ten days once when he bad a
gravel in his foot. He probably
died from old age. being over twen
ty years old, for though he had got
ten one leg injured, it was not such
a wound as to produce death in a
young and vigorous animal. The
Judge had come to regard him as
one of his family, and so strongly
was he attached to him that he had :
him decently buried.

paratory to puoiisation, the follow
ing Acts of the General Assembly
ai e published in order to show the
power and authority conferred upon
the Town Commissioners. It is
hoped that the tax payers will pre
serve this paper for future reference.

Code, Sec. 774. Towns, by what
law governed. The towns and villa
ges heretofore established in this
State, shall remain subject to the
laws now in force, applicable there
to, respectively ; and the provisions
hereinafter set forth shall be deem
ed applicable only to towns and vil
lages hereafter established, except
that the council of a town or a vil
lage heretofore established may ex
ercise all the powers conferred by
this chapter, although the same may
not be conferred by their charter;
and as far as this Act confers pow
ers on a town or village council, not
conferred by the charter of any such
town or village, the same shall be
deemed an amendment to said char
ter.

of the council. The council of such
town or village shall have power
therein to lay off, vacate, close, open,
alter, curb, pave and keep iu good
j order, and repair roadsj streets, al
! levs, sidewalks, crosswalks, drains
and gutters, for the use of the pub
lic. or of any of the citizens thereof,
and to improve and light the same,
and have them kept free from
obstructions on or over them; to
regulate the width of sidewalks ou
the streets, and to order the side
walks, footways; crosswalks, drains
and gutters to be curbed and paved
aud kept iu good order, free and
i clean by the owner and occupants
i thereof, or of the real property next
I adjacent thereto ; to establish and
[ regulate market; to prescribe the
t ime of holding the same ; to prevent
injury or annoyance to the public or
individuals from anything danger
ous, offensive or unwhole.ome; to
prevent hogs, cattle, horses, sheep,
and other annimals and fowls of ail
kinds, from going at large in such
town or village; to protect places of
divine worship in and about the
premises where held; to abate or
cause to be a luted, anything which,
in the opinion of a majority ol the
whole council, shall boa nuisance;
to regulate the keeping of gunpow
der aud oiher combustibles ; to pro
vide, in or neur tho town or village,
places for the burial of the dead, und
to regulate interments therein; to
provide for tho regular building of
houses or other structures, and for
the making of division fences by the
owners of adjacent premises, and
the drainage of lots by proper
drains and ditches ; to make regula
tions for guarding against danger or
damage by lire; to protect the prop
erty and person of the citizens of
such towui or village; aud to preserve
the peace and good order therein,
and for this purpose to appoint,
when necessary, a police force to as
sist the marshal in the discharge of
his duties ; to prescribe the powers
and define the duties of the officers
appointed by the council, fix their
term of service and compensation,
require and take Irom them bonds
when deemed necessary, payable to
such town iu its corporate name,
with such aunties and in such pen
alty as the council may wee fit, con
ditioned for the faithful discharge of
;h"it duties; to erect or authorize,
or prohibit the erection of gas-works
or water works in the town ; to pre
vent injury to, or pollution of the
same, or to the water or liealthful
noss of tho town ; to regulate and
provide for the weighing of hay,
coal, and other articles sold or for
sale in the town, and to provide a
revenue for the town arid appropri
ate the same to its expenses ; to pro
vide for the annual assessment of
taxable property therein, and to
adopt rules for the regulation aud
government of its own body. To
carry into effect these ennumerated
powers aud all others conferred upon
such town or village, or its council,
by this chapter, or by any future
Act of the legislature of the State,
the council shall have power to make
and pass all needful orders, by-laws,
ordinances, resolutions, rules aud
regulations, not contrary to the con
stitution and laws of this State, and
to prescribe, impose and enact rea
sonable fines, penalties and impris
onments in the county jail, or in the
place of imprisonment in said incor
poration, if there 1> one, for a term
not exceeding thirty days for the
violation thereof.

PUBLIC ROAD NOTICE.
GEORGIA—McDuffie County.
Whereas, certain petitioners have made
thoir application to this court, praying an
order granting the establishment of anew
road, commencing at Headstall creek and
running to Megabee’s mill in said county*,
by the residence of J. Robert Reeves, Wm.
Reeves and Robert Lott, intersecting the
road at VV illiam Whitakers, an , whereas,
Commissioners appointed for that purpose
have reviewed and marked out haul con
templated road, and reported to me that
said road will be one of mncli public utility
aud convenience. Now, tins is to cite and
admonish all persons that on and after the
eleventh day of April, 1885, said new road
will be granted, if up causo is shown to the
contrary.
