A War Panic-
The New y«rk 'Jlnitt ventilates a plan of the
Radical leaders in Congress to deprive the Pres
idtiilof the control of the arms, ordnance and
emmunilioo belonging to the govern sunt. The
Hqns* has psesod a bill providing fur the diatri
butkit,of the terms among the several States, and
this iaw ii considered by the Times as the first
step toward preparation for another civil war.
Tils may indicate either that the Radi
cal* feared that the President intended to use
armed force against them and wished to deprive
him of the means, or that on their part, tliey in
tend to integrate ciril war against him. They
probably I awe in mind a similar movement to
ilucbntiaa’c Secretary of Warjoet before seces
sion, When theganu belonging to.the Government
were distributed among the Southern States
which wen thus enabled to commence hostilities.
They may mean to profit by that ettample. We
think howovor that neither party need fear an
other war in this generation. The Radicals, in
Congress who were not among the fighters, may
desire to overthrow the President by torce .but
the people North and South, the real fighting
men, are tired of bloodshed, and so far as the
Sooth I* concerned, too much exhausted to un
dertake anew war. The work of recuperation
must be perfected before another season of da
abaction can be endured. The North, whose
whole prosperity is bound up inth* stability of the
government and the yonttouagee of peace will
be very Ukely to hang; higher than Hainan, him
who strikes the first blow.
Upon the whole we cannot help thinking that
this alarm to one of the bugbears got up for party
effect, which are common in times of high po-;
litical excitement such as in now prevalent' at
the North. It to not the first time such threats
have been made and siteti apprehension* enter -
tatnea, but they ware never verified except in
one memorable Instance, which terminated so
disastrously for all partial that nobody carts to
try It again at present.

indicate any excessive degree of heat for the laet

grees in the shade—but we have long been con
vinced that thermometers were greet humbugs
and never indicate tho measure-of men's discom
fort in hot weather. The beat thermometer we
wa know is a mao's capacity and inclination for
iced drinke, sherry cobblers for instance—if a
temperate man haa an exoessive longing for such
beverages be may be sure the weather la hot, in
spite of what the thermometer may indicate.
In the Northern cities tbs temperature is said
to he the highest known in twenty years and
many cases of sunstroke have occurred.

It may be interesting to compare this state
meot with that of 1860, that being tho tost year
in which the veins of property waa not affected
by war and depreciated Confederate currency.
Allowance ought alio to be made for the fact

baaii of specie while the asseaameats of this year
are made on tbe basis of greenbacks. We are
unable to satin ate how much difference there
should be on this iccount and leave it to be made
according to the judgment of those who feel In
terested in the matter.

York have brought the Cholera tothe quarantine
ground at Tjbee Island near Savannah. Some
twelve deaths have occurred among the troops.
Tbe cholera is doubtless prevailing as an epidem
ic in New York and was brought there ia pre
cisely the same way as it has been brought to
Savannah, by vessels arriving fiom Infected
ports. At quarantine regulations seem to be
no restraint upon ita progress, we may expert it
to spread from tha coses which have occurred
near Savannah.

Atlanta on Saturday night last. A sou of Mr. M.

triot. now in Cube, has commissioned his angelic
wife, recently returned thence to her home in
Georgia, to recommend all young man of the
South to remain where thev are. They hare

and though -they may sow in tears, they will

Iron-ties for cotton bales appear to he a most
valuable improvement. Said to be quite 33J
per cent, cheaper than rope. Many other ad
vantages are claimed—as for example:
Not more than a fair sample can be drawn
from a bale bound with iron, and bene* the
chanoes are there will be a material saving of
ires weight, due to the various causes through
which planters and others lose so heavily at
times.
A bale thus bound it less subject to injury if
thrown into the water or exposed tothe weath
er, and far less liable to fire, than with the ordin
ary rope tie*.
Cotton it said also to deteriorate lest during
long storage in gin houses or cotton sheds, than
the old style of bale; and we cannot doubt tha
iron tic, in a little while, will work itself into
general use.
There it a sad state of things in East Tennes
see. The Knoxville Commercial, of tho 17th,
has a card from R. J. Jamagin, in which he gives
e circumstantial account of the threat and at
tempts at vielence he recently encountered a
Clinton, Teoo, where he went on tome law bus
iness. Judge L C. Hoult, whom he had met on
the care, gave him every assurance that he should
not be molested by any mob; that he could con
trol at! that. But when Mr. J. arrived at Clinton
bia former enemies (the true blue loyal Union
men) pursued him, the Judge drinking hard and
frequently at tha grocery the whole time, urged
the mob on to kill tile d——d rebel. Mr. J*.
friends, however, all Union men, also rallied
around him, and with difficulty succeeded in get
ting him away.
The Ugfy Club of th > University of Virginia
had their celebration on the 28th ult J. S.
Stubbs, of Gloucester county, who had been elec
ted tbe ugliest men in tbe University was pre
sented with the boots O. M. Wesson, of Char
Ivs too, 8.0, who was elected the prettiest man,
waa presented with a hat. A pair of slippers
were presented to the most conceited student,
and a huge stick of candy, manufactured for the
occasion, to tbe smallest one. Brief speeches
ware made by all the parties, aud the affair
pasted off with great good humor.

The Milwaukie Sentinel says an old lady ar

great grand children, six of w hom are inai ried,
and ten great great grand children; making in

The Hon. C. L Vallandigham, the Hon. J. D.
Bright, and the Hoa. C. J. Faulkner, passed
through Baltimore on Wednesday evening, en
route to Washington, for au interview with the
Preiident. One of the objects of their mission is
said to be to recommend the appointment of
Hon. J. B. Weller, formerly Governor of the
Ohio, now of California, as Secretary of War, in
view of th* anticipated retirement of Secretary
Stanton.
Accounts from Northern Mexico state that an
American family, living near tbe Rio Grande,
being suspected of holding secret communication
With the French, were ordered to leave the coun
try. Not oomplying, their house was burned,
and the insnatrs, not being allowed to escape
were all burned to a crisp The family consisted
of a man, his wife and two daughters’
A large number of counterfeiters were ar
rested in New York on Thursday by United
■States detective*. Tbe particulars are not given
further arrests being in contemplation. Large
quantities of dies, pistes and presses for print
ing currency were seized.
The steamer San Salvador arrived at the Sa
vannah quarantine on the 13th instant with 600
recruits for tbe 7th Regular*. There were 28
cases of cholera among them and three deaths
during the voyage. There is no sickness among
the cabin passengers, bat tha atcamer will be
kept in quarantine for 16 day*.
In Dublin a preacher once attempted to preach
from the text, “Remember Let's wife,” and made
a failure. Afterwards remarking to Dr. Bond
that he did not know the reason of his failure,
the venerable Doctor replied that “be had better
thereafter let other people's wires alone.

Anew office, Minister of the Navy, has been

Canada proposes to annex the State* of Maine
Minnesota, Michigan, Oregon, and all the North
west coast, in return for Banka's offer to tackle
Canada to tliie country.
The report of tbe Foreign Committee on Mex
ico will be sent to the House this week. It is
strongly to favor of main laming the Mouioe,
doctrine.
Mr. Morrill, on the 19th iuet, reported to tbe
Senate a resolution authorizing the payment of
salaries to tbe Collectors of Revenue in the South
who lute failed to take tbe oath of office.
Governor Dennison, while in New York State
whither he goes next week with his family, will
take the stump against Mr. Johnson '* policy.
Mr. Betrard is also expected to get a rubbing.
Among th* marriages announced in the Texas
papers is that of Mr. Reagan, who waa the rebel
post-tuastcr-gcnerul, and was captured with Mr.
Davis.
