WILKES SUPERIOR COURT, SEPTEMBER
TERM, 186$. -■ -
Wt, o.e Grand Jurors selected and sworn for
the September term, 186$, of the 3»perior Court
of Wiikee county, make the folla#xnpresent
menu: r
Through our committees we have examine !
the public buildipga Mfd find them in good con
ditioo, excepting a »ek needed on the outer
grate 4oorof the jail; the Court House need a
few ahiagtee, and aereral places repaired where
the plastering has fallen off—also, two or three
locks on inside doors, which several repairs we
recommend the Inferior Court to have done. We
find the Records of the Superior Court in good
order The County Treasurer shows a neat and
correctly kept book and vouchers for all amounts
received and paid out excepting a small amount
of #27 B*2. We advfce the treasurer never to pay
out funds without obtaining proper vouchers at
the time of disbursement.
From the best information before us, we find
the county m debt about SI,OOO, excepting debt
for bridges.
Tbe Judge of the County Court shows that he
has cottectod $445 as fines imposed at August
term of said Court. That the officers and costs
paid, $238 60, leaving a balance which has been
paid over to the County Treasurer of $206 50.
In the distribution of corn »o this county we
fiml the names of a great many persons on the
list whom we think not entitled to further aid,
from the fact that they are able-bodied, have
lands, and in many cases, children sufficiently old
and able to work for a support —and, sad to say,
some men have sent for &nd obtained corn in their
wives’ names. We adviee the Inferior Court to
exercise a more rigid vkplence in apportioning
grain to the various applicant?. We have hand
ed to the Inferior Court a list of th'«e whom we
think should be discontinued.
The Road Superintendent reports all the roads
and bridges in the county in good order, wilfa but
little exceptit*os. We have 285 miles public
reads, 10 pubiij small bridges, 4,982
feet causeway, $34 white and 1,112 colored hands
subject to roatfMuty. Amount paid for bridges,
$l,OBl. We recommend to the Inferior Court
the discontinuance of the following roads, viz:
from McLendon's Mill to Mrs Ashmore’s, on the
Greensboro r i>ad; from W. R.Perteet'a to Irvin,**
court ground. And a change in the Petersburg
and Lexington road so as to run by H. Adams’
and J. L. Wynns’o(Jt to Malorysfille. To make
a public road of the road r ow open and leading
from Wm. Moores by R. J. Arnold’s to the Ogle
thorpe line. If advisable, and any better route
can be found, we advise a change in the road
commonly known as the Lane.”
We recommend o our legislators the contin
uance of the County Court, with these modifica
tions, via: That said Court shoutdT not have any
jurisdictian of sums under fifty dollars, except in
the Militia District where it is located, or wi.ere
there is no Justice : and of suias over fifty dol
lars only at its semi annual session, which should
be the regular terms of the
&uparior Court. That said count/ court shall
be authorized to dUp>*c of criminal cases at its
monthly session* if it bout the presence of p jury
whenever the parties accused will wave an accu
sation by the grand jury, or trial by petit jrfury—
that a grand jury and petit jury should only be
•umtno.ied to -aid court at its semi annual ses
sions
We further recommend our Lcgulatu r e to au
Uionz* the Inferior Court to fi* at nli time* the
t/c ... I>. paid the iajil M aftha
ItrcMMit law m> far as relate, to VI ilk.-* county.
