On Tuesday, the 29th, Mr. Ilurd
took the floor In advocacy of the bill:
mile the tariff, he said, waa first
paid by the importer, it was ulti
mately paid by the consumer. When
it was levied for the purposes of the
government it was called a revenue
tariff When it was levied for the
purpose of aiding individuals in busi
west enterprises it was called a pro
tective tariff. To the first, when laid
Ifclrly and without discrimination, he
bo objections, but to the later be was
unalterably opposed. On what
groundashould the government in
terpose to help the business were a
profitable one, U did not need ibe pro
tection of the government. If it was
unprofitable, that Was a good rrason
why ho should not put his mousy
Into it, but no raison why he should
compell his follow citizens to pay two
prices for an article he made in order
to make good his Josses. If he (Ilprd)
were compelled by legislation to pay
$1.50 for what would otherwise cost
sl, then the seller Had been armed
with Uis taxing power of the gov
ernment to take from him 50 cents.
He denied the right of the govern
ment to surrender the taxing pow
er and allow an individual to exer
cise It. When he earned wsges they
wars hi* own, and he had the right
to expend them where be pleased.
If lie could make a better contract
with a Frenchman, a Mexican, a Ca
nadian oran Englishman than with
an Amarlcaer, he had the right to do
it, and the government had no right
to interpose except in so far at the
needs of Us revenue wore concerned.

Trade was merely the mutuality ef
exchange, and the fereigu trade was

American good*. The country could
not have a largo exportation without

under this polley, the American flag
would entirely disappear from the
high sea*. The tariff prohibited the
importation Of foreign vessels, and
American capital, when it desired to

building interest protection had been
most disastrous. Nothing was clear
er to his mind than that the do*
atruction of our foreign carrying
trade waa the result of the prohibi
tion of an American registry to for
eign built vessels, and the high price
of raw material to ship builder*. The

What waa the effect of the ruineae
system on the farmer? It Increased
the price of all article* which entered
intohudaily oensumption, and this
increase amounted to an annual sum
of $480,000. For this there was abso
lutely no compensation ia the protec
tive system. The system operated to
Increase the price of the transporta
tion of grain from the west te the sea
board, and from the seaboard to
Europe. When the grain ef Ameri
can farmers reached Liverpool it
came in competition with the grain
ef every ether fhrmcrof the world.
The protective tariff of America wa*
made to help him there, and every
dollar of increase of price which
transportation occasioned to him di
minished the profits of the sales.
But the protective tariff did more in
jury to the farmer in tho injury it oc
casioned to his foreign markets.
THE WALKING MATCH.

commenced in New York last Mon
day is a success, and the highest
anticipation of the conductors of the
affair have boon more than realized.
The great crowd that assembled last
mouday in the Garden did not begin
to thin out until 3o'clock next morn
ing. The number of people who
were in the building between 8 o’clock
at night and 2 o’clock in tho morning
is estimated at about 13,000. Ia the
first lap of the 27th mile Noremac
disappeared temporarily aud thereby
lost the load. Herty went to the
front with Rowell on his beets.
When Noremac returned to the track
she was six miles behind Rowell.
Herty went in doors aud then Rowell
became the leader. On the fifty-eight
mile Day put oa a spurt and passed
Rowell, mad before tho sixtieth mile
was reached he was fife miles ahead
of Rowell. Day, however, shortly
afterwards tell off and took a position
among the bunch of loaders. Later
in the morning Roweli had secured
aieail of three laps,and further on Day
was up with him. At sixty-two
iqiles and seven laps the Indian,
Nllaw Eg Bow, showed some signs of
exhaustion. His rigid leg seemed to
give him some trouble. Daniel Her
ly, of Boston, spurtod frequently dur
ing tho morning. He is looked upon
as a man who ba.cotn to stay.
Rowell, Fitzgerald and Herty, kept
together for a good portion of the
forenoon . l>ay keeps up a continual
easy trot and Rowell dogs him around
the track. Tho latter ?*ays that he
is going to win this race if he has to
be carried off the track at ita close.
In the afternoon the Indian ap
peared to have recovered from hit
stiffness and oovcrsd the ground in
good style. Ho said he would make
110 miles before 24 hours wore passed.
Tho betting changed in the afternoon.
Instead of even bets being made on
Rowell against the field, the field was
favorite at SIOO to S7O. Day had ad
vanced from 1 agalust 6to 1 against
2. His lead at 2 o’clock did not
dishearten Rowell’s backers. latter,
Day was not running as mutih as
usual, seeming to prefer a leisurely
walk. ,!

Tho grand jury now in session found
a (rue bill against George I*. Curry
for larceny after trust. Tho prosecu
tor ia J. R. Palmer, of Lather, Warren
county, whose stock in Langly Victo
ry is held in trust by Curry for a loan
of SI,OOO. Curry used the stock in
tho National Bank of Augusta aa col
lateral for a loan to himself of $3,000.
On Curry’s failure, February 17, Pal
mer returned the SI,OOO borrowed and
demanded the return of tho slock.
Curry could not produoe tho stock, aa
it waa held by the bank as security.
Palmer thereupon prosecuted Curry
before the grand jury, aud the ease
will bo hoard In this term of the Sup
erior Court. Curry’s failure surprised
the community, aa ha owned the Sum
merville jsDll%T*lß#d at SIBO,OOO, aud
did a banking business in Augusta
with a deposit account of S3Q£OO.
