II affords me great pleasure to meet
yea here to-day, and to hare an op
portunity of inspecting the auuutl ex
hibition which illustrates the condi
tion of the agriculture of otfr State. 1
regard I‘teso annual fairs as some
thing connected with the state govern
ment, because, to some extent at least
they are fostered and aided by public
fuuds, and I am euro that no good cit
izen ia inclined to complain of the ap-
propria lion of a small part of die peo
ple's money to the encouragement of
this important interest. The fact
that is done furnishes distinct recog
nition by the state of the valuable re
lation which Us farmers aud Us farms
bear to the prosperity and welfare
of the common wealth. We boast of
our manufactures, exceeding as they
do largely those of
any other state, but our
supremacy is clearly shown when we
recall the fact that iu addition to onr
lead ln manufactures the vklue of our
terms and their products is second
only among tho states. There is a
fixedness and reliability in agricultur
al pursuits which are not a'.ways
found ln ether branches of Industry
aud ha man effort.
tux rxBMEB’s ntwaap.
The soil romalus In its plans ready
to be tilled, and the farmer with rud
dy health and brawny arm depends
alone upon the work ot his hands and
the aid of a kind Providence ibr the
reward ofhls labor, Thus eur far
mers are' the most Independent of our
citizens. They produce, or have with
in their reach, all they need for their
necessities and their comfort. Their
crops may be more abundant at one
harvest than another, and their pro
ducts may command higher price at
one market time than anothei. These
conditions may expand or contract
their ability to indulge in luxuries or
expenditures not absolutely needful,
but they should never be in want ol
the necessities or comforts of life.
This it a sure result of patience and
ell regulated farming. When a
farmer fails and becomes bankrupt in
hit business, wo may, I think, confi
dently look for iltlftleues, or too
ambitious a desire to own more' land
or stock than he can pay for, or in
termeddling with matters that bear
no relation to hit business, or such
mismanagement as demonstrates that
he has mistaken hts vocation.

In speculation and lost in a day, leav
ing a bad exsmplo and perhaps de
moralization and crime. A trades
man or manufacturer by the vlsclsst
tudes of trade er through the allure
ments of a short road to wealth, may
bo overcome and bring dlister and
ruin upon hundreds of his neighbors.
But in the industrious, intelligent and
contented former the State finds a safe
and profitable citizen, alwayseeutrib
ntlng to its wealth and prosperity.
The real value of the former to the
State and nation Is not, however, ful
ly appreciated untill we consider that
he foods million* of ouo people who
are engaged In other pursuits, that
the product of his labor fills tho ave
nues of our commerce aud supplies so
important factor in oar financial rela
tions with other nations. { have not
come to attempt to please you with
cheap aud fnlsomo praise, nor to mag
nify, your worth aud importance, bet
l have come, as the Chief Excutive of
the State, to acknowledge in its own
behalf that our formers yield full re
turn for the benefits they receive from
the State government. I have come
to reraiud you ot the importance of
the interests which you have in charge
aud to suggests that, notwithstanding
the former** Independence, he cannot
aud muat not be entirely unmindful of
the value end importance of the In
terests he holds of a just aud econo
mical government. It is his right and
duly to demaud that all unjust aud
lnaqultable burdens upon agriculture
and ita products should be removed,
and that while the furtherance of
other Interests of the state have due
regard this Important matter should
not be uegleoted. Thus by his hls la
bor as a former, and in the full per
formance ef his duly as a citizen, he
will create aud secure to himself hls
share of tho results of hls toils, and
