GOOD ADVIOE FROM A JUDGE.

the grand jury of I'utuam county by
Judge Thomas U. Laiv-on and will
be of interest to the farmers of this
county:
"I am requested to call the atten
tion to illegal interference with labor
contracts—a hurtful and mmcighborly
practice which prevails as I am
informed iu some parts of the county.
For wants of information 1 am un
able to give you the names of per
sons who are accused of it. But
such practice ought not to ho encour
aged by omission of the grand jury.
It is well known that among plant
ers labor contracts arc made at the
beginning of the year, and that all
business arrangements are made, and
all expenses and operatiou of tlie en
suing year are calculated with re
ference to llie number of laborers then
employed. It is also well known
that many of the laborers in the
county have had defective trainving
in regrad to the binding obligation
of contracts, and are easily seduced,
from them by more flattering promises
of wages. Much damage may there
fore bedone our farming community,
and especially to the provident,
thrifty and energetic part of it, if un
lawful interference with tuch con
tracts is tolerated. Power to punish
such unlawful contracts is conferred
in the courts by the following section
of the code:
“if any person by himself or agertt
sliall be guilty ot employi- g the ser
vant of another, under a written
contract which shall lie attested by
one or more witnesses, during the
term for which he, she or they may
be employed, knowing that such
servant, was so employed, and that
his term of service wu- not expired;
or if any person or persons shill en
tice, persuade or decoy or attempt to
entice persuade or decoy any servant
to leave his employer, either by effor
ing higher wages, or in any oilier
way whatever, during the term of
service, knowing that said servant
was so employed, shall be deemed
guilty of ot a misdemeanor, &c,”
The term of service is not ended by

from the service of his employer.
The contract exists until the expira
tion of tho specified time or until
dissolved by the cousent of ‘lie par
tihs, or by operation of the law.”

administrations, senators and reprso

ments for services rendered. Presi
dential patronage was a kind of na
tional grab bag into which certain
privileged persons thrust their hands
and pulled out the biggest parcel lliev

ty workers a large number of lucra
tive positions,Jand became inevitably
entangled hy the promises made and
inability to keep them. Washington
after a Presidential campaign lias
heretofore been a humiliation and a
source of almost universal (li-gust.
Mr. Cleveland is, however, very
happy in his initiatory. In the first
place lie is bound by tie pledges sim
ply because he has made none. He
presents the unusual spectacle of an
official who owns himself and upon
whom lie one has lien or mortgage,
lie can use tiis best judgment as to ap
plicants for office, a privilege in which
very few of his antecessors were able
to indulge. In the second place, he
is impregnable intrenched behind
the Civil Service Reform law. With
great suavity of manner and pathos
•f voice he informs the hungry that
tic would be glad to feed them, but
that the Civil Service Conuui.eioners
have the key to the pantry.
Some people think that party pol
itic are gloomily chaotic, while oth
ers arc talking of a political millen
nium close at hand, lit our judg
ment Mr. Cleveland stands between
the two extremes with every patriot
in the country on his side.
