THE POLITICAL EIGHTS OF DEMO
CRATS IN OFFICE.
As we understand the doctrine of
the administration in regard to offen
sive partisanships, a Democrat in of
fice must not make himself offensive
to anyone by reason of his partv pre
dilection. It therefore becomes quite
interesting and important to Demo
crats who have already obtained or
expect to obtain appointments under
the Federal Government, to know
precisely bow far they may go in
t heir efforts to promote I lie success ot
(he Democratic party without render
ing themselves liable to reproach for
offensive partisanship.
What constitutes an offensive par
tisan ?
In some cases the question is not
difficult to answer.
Take, for example, the Ohio Post
master who stood in the door of his
post office and proclaimed to the
villagers: “If you want to vote for a
gentleman aud a statesman, vote for
James G. Blaine; if you want to vote
for 250 pounds of flesh and a No. IS
collar, vote for Grover Cleveland.”
This postmaster is naturally classed
among the offensive Republican par
tisans by -Mr. Vilas.
There are other cases in which the
problem is not so easy to solve.
At the banquet in Boston to Sena
tor Logan, a short time ago, a number
of Republican officeholders were
conspicuous by their absence. Neith
er the Postmaster, the Collector; nor
the United Stales Marshal attended
and it is suggested in various New
England newspapers that, they stayed
away tjr fear their presence at a din
ner to the Republican candidate for
Vice-President would he regarded as
evidence of offensive partisanship?
According to this view, a public
officer is a partisan if ho goes to a
banquet given in honor of a recog
nized party to winch ho belongs.
Sueii an application of the new doc
trine will deprive many democrats of
good dinners in the course of the next
four years. If it is impossible for a
republican officeholder to attend such
apolitical 'east, it must be improper
fora democrat. .
The approach of a very important
chction in this state renders it es
sentia! for the administration to de
termine soon how far it will allow
federal officers to participate in state
polities. Ot course no man should be
permitted to neglect his public duties
or pervert his official power to party
ends: but it will be a hazardous ex
periment, we fear, to prohibit all
political activity whatever oil the
part of democrats in office.
Will democrat officeholders ho al
lowed to go as delegates',to a nominate
ing convention. Will they be allowed
to attend such gatherings even if
they do not go as delegates ? Where
there is a line drawn which shall in
dicate how far they may go and no
farther?
Those questions will have to be an
swered before long, and we are confi
dent, that the administration will an
swer them intelligently an with wis

CHASE AND JEFF DAVIS.

When Greeley and Chase went
down to Richmond upon the indict
ment of Mr. Davis, Chase said:
“What do you mean to do, Mr. Under
wood ?” I mean to try and hang Joff
Davis,” was his reply. “Is it possible”
said Chase, “that you, a Judge, will
give your opinion in advance of trial ?
This will not do. The counsel for
Jeff Davis will produce my proclama
tion and messages to the Ohio Legis
lature, and prove that I demanded
the separation ot this country, and
the first thing we shall know will he
that I shall be convicted and Jefferson
Davis wid go free. I cannot try him
now. It is already the middle ol
May, and the cholera is in the country ;
it will be in Richmond by July, and
it is too hot ” So lie put it off till
November. “Then,”said lie, “the Su
preme Court meets here iu December;
I cannot try him now. November is
too cold.” it was very evident I hut
Mr. Chase did not want to try h.lll
at all. Mr. Greeley also told Judge
Underwood that Jeff Davis could nut
be convicted of treason by a jury. He
had in Hie New York Tribune de
nounced the stars and stripes as a
“flaunting lie,” to be torn down; be
had approved the proposition ot Gen.
Banks to “let Hie Union slide,” and
when John Brown had invaded Vir
ginia lie had proposed to “let Hie
South go in peace.” lie felt that he
would be a witness against the e.onfic
tion of Davis for tieason.and lie urged
his liberation on bail promising to
head the list of sureties. This he did,
although there was no lack of re
sponsible Virginians ready and will
in gto sign the bail-bond of their dc
pieed leader.
Typhoid Fever.
I am sixty years old, and have
lived in this (Hall) county all niy life.
Up to twenty eight years ago I was
regarded as Hie strongest, man in Hie
neighborhood—the most robust in
health. In November, 1556, I had a
l.ngand serious spell of typhoid fe
ver. It left me emaciated and a crip
ple in my right leg. At times that
limb was swollen to ail enormous size,
being twice as large as its natural
condition, and inflamed and angry in
appearance From my knee down

largo ulcer came which discharged
poisonous matter. My whole system

patch me up for awhile, hut the ulcer
would never heal. The incrciuy and

brought on rheumatism and dyspep

friends. Some thought that the only
hope to save my life was ampuln'ion.i
I continued to grow worse, and for
three veins I have not worn a shoe.

very first l began to feel better. I

shadows which had darkened my
life for twenty-eight years have all
been dissipated. The effect ot the

one to live miles per day. lam sat

free from those terrible apprehen
