ing foreign bills of exchange, which are now nearly
tour per cent, below par. The cotton buyer ships to
the New York buyer sod be ehip9 t'* Europe, bat can't
realise an his bill of exchange unless at a sacrifice,
.'.oasequeatly he has no mocey to keep him
in the market. Another causo cf ihe great
Hcareiiy cf currency is that bills of exchange
on Hew York aro pa;d in certified checks. This doles
our banks, tccanso when tho cotton buyer hero dis
counts his bill of exchange and gets tho currency from
the hank which be pays to the fatmer, the bank 6ends
UtoXev York, but instead of getting currency for it,
•I receives a certified check. This dots not replenish
tho vaults of the tanks with currency. If the bill is
drawn payable in currency, it costs from one to thrto
>>cr cent to get it cashed.
Tflie real difficulty seems to be that there is not cur
rency sufficient to do the business of the country. It
ia impossible to move tbo Grain nud Cotton crops and
:lo the ordinary business with seven hundred millions
of cartcncT. especially when there arc a tew men in
New York who have tbs power to lick tip a hundred
millions cf it etsny tlxuo they desire.
