The following communication of A. li. Watson, Secretary, was leceived and re ferred to a special committee, viz : Aider man J W Burke, Cornell, and Burdick : Macon, Ga., March 25, 1873. To the Honorable the Mayor and Council of the City of Macon: Gentlemen : By a resolution of a meet ing of the citizens of Macon, held in the Council Chamber, on the evening of the 13th inataut, it is made my duty to pre sent to your liouoruble body the following . resolutions : Resolved, That, deeming the time has • come for action, and that the people of Macon should realize it and put their slioul • ders to the wheel to relieve her from the i great disadvantages which now encompass iher, and impede her onward march to [prosperity. Aiesolved, That we, the citizens in pub i£ic meeting, recommend the city authori ties to grant aid to the Macon and Cincin nati Railroad in accordance with their memorial Resolved, That the Secretary is request ed to present these resolutions to the May or and Council at their next meeting. It is proper to add that the above reso lutions were unanimously adopted. 1 have the honor to be Your most obedient servant. A. R. Watson, Secretary, j Petition of C. K. Ernmell, a special em ployee at the office of E. A. Wilcox, as sisting him in buying and shipping cotton to orders, for a remission of SSO paid as a cotton buyer, as has been done in cases of firms, was referred to the Finance Com mittee. Petition of C. W. Howard, asking that a wash en Fifth street, opposite lot 17, near the City Bridge, be repaired, was referred to Committee on Streets. Petition of Campbell & Jones, asking that the City Council remit to them SIOO over assessment of License Tax paid in 1871, and that the same be applied to their License Tax for the year 1873, was, on motion, granted. Petition of Colored Brass Baud, to play i three times per week at Central City JPark during the summer season, Monday, i Wednesday and Saturday evenings, from i five o’clock until sunset, was referred to v the Committee on Public Property. The application of Ellon Respass, (col.) tlo be remunerated for bed clothing and \ wearing apparel burned by the city on ac count of small pox was, on motion, re tferred to the Mayor with power to act. The Finance Committee made the fol lowing report which was received aud or dered spread upon the minutes : The Finance Committee, having had the proposition of J. C. Mcßurney, agent for Macon Canal and Manufacturing Com pany, report that we have had a confer ence with the stockholders of said compa ny, and have agreed to recommend the acceptance of Mr. Mcßurney’s proposition with some modifications, as follows : The company to put in their real estate and franchises at $40,000 and raise SOO,OOO cash, making SIOO,OOO capital, and the city to put in the armory property at $40,- 000 and $60,000 in cash, making SIOO,- 000. The company to proceed at once to make the canal and bring water power to the city for manufacturing purposes, to erect ample water works to supply the city with water, and to put machinery in the armory factory. The company will guarantee that the water works will throw water direct on fires through hoge with out the aid of fire engines. The city limits to be exteuded over all )tlie land of the company, they only re ferring the gas privilege. The city will ; alao agree to take water to supply a suffi tcient number of hydrants for all fire pur poses at a rental of SIO,OOO per annum. J W Burke, U J LtGHTFOOT, Finance Committee. The Committee on Public Property made the following report, which was waa adopted: To tlu Honorable Mayor and City Council •• Your committee to whom was referred the application of Robert Waggenstein, to rent the dining saloon at the Central City Park until the first day of October next for $25 per month, report favorably upon the application, provided that said Wag genstein agree that the saloon shall be used free for Sunday school celebration picnics, etc. John Q. The Committee on Streets made the fol lowing report, which was adopted : To the Mayor and Council of tlve City of Macon .- Your committee to whom was referred the petition of J. F. Greer, W. P. Goodall and others, for a sewer to be built on Pine street, between First and Second streets, respectfully recommend that said sew er be built. Hay nr Ellis, D. M. Dubrbtt, John J. Cornell, Committee. The following report of the special com mittee was received, adopted and referred to the city attorneys: To the Honorable Mayor and Cit Council: After investigation yeur special com mittee respectfully report: That under - r press agreement between L Bankston. President of the one part and the city of Macon of the second part, that the prop erty known as the Central Railroad Bank building is now, and has been subject to taxation sinee June, 1865. And also virtue of forfeited contract or agreement, suid building is duo to the city of Macon, fourteen hundred and eighty-six dollars with interest on same from June, 1865, to present date at 7 per cent. Burke, the following ordinance was read the second time : lie it ordained by the Mayor and Council of the city of Macon, That from and after the passage of this ordinance, a special ta* of SSOO shall be levied eacU-'tlay upon ail cock fighting within the corporate limits of the city ; that any,party who shall allow such exhibition on his or her premises without said tax being previously paid, shall be held liable for the payment of said tax of SSOO so long as it is continued. Upon said ordinace being put upon its passage. Alderman EJli.s moved to amend said ordinance sons to read as follows : He it ordained by the Mayor arid Coun cil ol the city of Macon, That from and af ter the passage of this ordinance, a license of S2O per day shall he charged upon all cock fighting within the corporate limits of this city; that any party who shall allow' such exhibition on his or her premises withoutsaid licenses being previously paid, shall be held liable for said liense of S2O per day. Any violation of this ordinance shall subject the offender to a line of SIOO per day, *>r by compulsory labor upon tlie streets for thirty days. Upon the vote being taked upon the amendment, the pyes and nays were called, which resulted as follows : Ayes—Aider men Cornell, llurrett, Ellis, Bhoneman, Lightfoot, aud Burdick.
