Western Hail way, for the purpose
of exchanging two thousand three

whole twenty thousand prisoners then
confined at Andersouville at his disposal.
2. That when he said to Willard War
ner, Gun. Shermans Chief ef Staff, “as
you full well know we have not food
sufficient to sustain these men. Wo
therefore are anxious to exchange them
for our own. If you will agree to an
equal exchange, every prisoner iu Au
dersuoville will he brought here aud
passed over to your lines in forty-eight
hours. If you have nut tho men ready to
exchange, you Imve only to give your
waul as u tuiliiury officer that they shall
bo forthcoming at a futuro day and
we will send you all jour suffering and
tlyitfg men at*Andersouville so soon as
trains can bring them.”

do not seem to understand that ail our
mou now confined in your prisons are en
titled to discharges from limitation of ser
vice ; that so long as tliey stay there each
keeps a correspond ing rebel from your
ranks In other words, we are making
those captives do a double duty, which
they never iuleuded when they eaUs^ed.”

indexed the policy of his goveruineut. He
that day objected to receiving one hun
dred and twenty men which we had
brought to his lines in excess of tho cartel,
and it was only In deference to their lin
portunities that they were allowed to pass
beyond our hues.
The true history of the late war has

will be. It has been lost or is within the
