balee, spinners 4,400 and speculators 380.
Hog predacts hove declined, end in some

Whereas, It has been reported to me by the
Chief Engineer of the Brunswick and Albany Bail-
road Company, that persons having claims against
said company, are seizing, end causing to be seized,
the rolling stock and other property of that com
pany, thereby eeriomly interfering with the opera
tion of said road, which is now completed between
Brunswick and Albany, by the stoppage of its
trains; and
Whereas, Tho eaid Chief Engineer further reports
thathe is unable to eecnro any action on the part of
the President and Directors of this company, look
ing toward the pajment cf said claims, and thereby
remove tbe obstacles in tbe way of operating said
road; and,
Whereas, Since eaid report this Department haa
not been able to cblain satisfactory information or
assurance of the ability of eaid Brunswick and Al
bany Railroad company to pay its just debts due to
laborers and contractors, and for material fam
ished in construction of said road, and to pay the
interest on its bonds; and
Whereas, Under authority cf law, the State haB
a prior lien upon all tbe property of eaid Bruns
wick and Albany Railroad Company:
Now, therefore, to the. end that the laborers,
contractors, and the State may be secured for all
just debts in this connection, I, Rufus B. BuUock,
Governor and Commander-in-chief of the Army
and Navy of this State, and of the Mtiitia thereof,
do hereby issue this, my proclamation, and make
known that the State of Georgia has taken posses
sion of the said Brunswick and Albany Railroad
Company, with aU of its property, assets, fran
chises, and leases, of whatever kind, character, or
description, and bas placed tho same in charge of
CoL John Screven, President of the Atlantic and
Gulf Bailroad Company, and do hereby give notice
and warning to aU persons, that bonds of the said
Brunswick and Albany Railroad Company indorsed
by the State; and bonds of the State exchanged for
tbe second mortgage bonds of said company, wiU
not be recognized za carrying with them any obU-
gation upon the State for redemption, until all valid
claims for amounts dae to laborers and contractors,
and for famishing material, ehaU have been fully
paid aod satisfied, aud the party or parties holding
said bond or bonds prove that the proceeds thereof
legitimately appUed to the construction of
eaid road; evidence of which may be filed with Hon.
Clifford Anderson, of Bibb connty, at Macon; Hon.
Arthur Hood, of Randolph county, at Cuthbert;
Messrs. Hines A Hobbs, of Dougherty county, at
Albany, or Hon. Robert H. Brown, of Fulton coun
ty, at Atlanta, who are attorneys for tbe State in
this connection ; and it is
OBDERED, That all officers of this State, civil
and military, exercise due diligence, to the end
that the agent of thiB State be maintained in the
peaceful possession and use of the said Brunswick
and Albany Biilroad and its appurtenances until
the further order of the executive.

tbe mill of J. R. Holliday, a peaceable and law
abiding citizen of Jackson county, together with
all ita fixtures, aa also, the gin house and fixtures,
three bales of cotton aud a quantity of grain, all
being the property of the said Holliday, were
burned by some person or parsons unknown; and,
Whereas, It is believed that the burning of said
property was done or caused to be done by parties
belonging to an organization commonly known as
the Eu-kiux Elan:
Now, therefore, to the end that the perpetrator
or perpetrators of the crime herinbefore recited,
may be brought to a speedy trial, I bave thonght
proper to issue ibis my proclamation, hereby offer
ing a reward of ONE THOUSAND DOLLARS
for the apprehension and delivery of tbe eaid un
known person or perrons with evidence sufficient to
convict, to tbe Sheriff of Jackson county.
