An order issued by tho Prefect of the Depart-
meat of the Rhone, prohibiting civil barilla af
ter the hoar of seven in the morning, ni made
the anbject of an enquiry in the French Aseem-
bly. A motion made by the opposition, con
demning the Prefect's acta, mu rejected by a
large majority. We are, aa yet, unable to nn-
at and the purpose of this prohibition. A rumor
oircnlating in Paria to the effect that Magne,
Minister of Finance, wsa abont to tender hia
resignation, had a depressing Inflnenoe on
French rents.
Tho Ministers of Commerce of Finance and
Poblio Works are engaged in reforming Thiera'
tariff laws in aocordanoo with the principles of
free trade. England and Belgium have already
aignifled their wliliognees to abolish the recently
oonolnded conventions, on conditions, however,
that the commercial treaties of I8G0 be recon
sidered. At the request of his friends, Thiers
has promised not to speak during the debates
on ths new commercial treaties; bat he pro
poses to take part in the discussion on the oon
stitctional laws and the army re-organization to
oppose the draft of the oommitiee.
General Chanzy has been appointed Gover
nor of Algeria. It hasflnaily decidedtopostpone
the trial of Marshal Bazaine until after the
evaoaation of France by the German troops.

present the Cairo and Dncbtss of Cedar, Count

sometimes a mournful pleasure—to call to re-
memberanee the soenea and friends of their
earlier years. The writer was born In McIntosh
county, in this State; was brought np In Lib
erty, and has a vivid recolleetion cf many of
the incidents of the war of 1812. When the
war broke out my father resided on the extreme
southern point of the Colonel's Island, seven
miles below the town of Banbury, st the plsoe
afterwards occupied by Audley Maxwell, sr.
The British soon becoming troublesome, nearly
si] his neighbors moved their farming business
and families fifteen or twenty miles into the in
terior. He, however, stuck to his farm, ginned
and packed hia crops of Sea Island cotton, hid
the bales under a shelter in a thicket, and, at
the close of the war, sold the produce of his
labor at a very high figure.
For several months my father was engage! in
superintending the construction of the fort st
Snnbary, (riding to the town on botsebcck
daily, and returning to hia home at night),
which was designed to protect that plsoe from
sn attack by water. The town is in full view,
of the ocean, only some twelve or fifteen miles SpftDlSIl ISCff&FS !
distant, and is reached through SL Catherine's 1
Sound. The Britiah having landed on the
Colonel’s Island during the revolntionary war,
and taken the town by an attack in the rear, by
which the garrison was surprised and ths piaoe
destroyed, it was determined by the command
ing officer, a Colonel Hamilton, of Hancock
oonnty, to guard against a similar oontingency.

ried on s coast trade between Savannah and St.
Angnstine, (the latter being then a central fort),
which wero frequently canght by British barges,
sent in from large vessels lying off the coast,
and containing twenty-five men each. Tney
were so constructed es to navigate enr shallow
est etreims, especially at high tide. On ths
approach of a barge, tho yanhee sailors, seldom
over six or eight to a vessel, and unarmed,
would almost invariably take to their small I 5?

enemies. The writer hss a distinct reoollection 1
of having seen three vessels one afternoon on
fire in tiaint Catharine's Sound. The sailors
made good their escape by landing at Wald
bare's place on that Island.
Sometimes ths British “caught a tartar.” A
certain Captain Hall, commanding a email
schooner, made quite a hero of himself by
fighting off two barges with a force of ten or a
doxen men. Mr. Nat. Law, of Liberty oonnty,
had dcspached his private boat to St Augustine
in charge of a Mr. Stetson for family and neigh
borhood supplies, which, on its return, was i tstup spn' iimni vrw Fttv

Stetson snd his negro crew ones ping into a ham
mock not far from the residence of GoL Da-
bignon, below Brunswick. Hall came sailing
along soon thereafter, ignorant of the proximity
of the enomy, and seeing Stetson and his sable
crew in distress, took them on board. It being
low tide, the barges had bid behind a point of
marsh, and wero waiting for him. On discov
ering them, be crowded all sail—ran his little
craft aground at Unbignon’a landing, and all on
board took to their heels incontinently. So the
British thought at least. Hall and Stetson,
however, with the four or five sailors belonging
to tha littlo schooner, joined by Dnbignon and
his sons, in ambnsh on the bluff, all armed with
shot-guns, calmly waited the approach of the
barges. They didn't have to wait long, for in , . , . , .
