a good word for the Southern people
—it ought to have five thousand sub
scribcrs in every Southern State—
favors its readers with a very hand
some notice of our late S ate Fair. It
extols the speech of Hampton, aud
says the Fair was “a surprise to
everybody who went from the North
to witness it.”. We copy its closing
remarks, directed specially to our
noble old State:
“Georgia has again shown herself
the Empire State of the South. Her
more sagacious citizens say already
that they will get back from the en
hanced value of cotton more than
they lost by the abolition of slave
labor. Cotton manufacturing is nl
ready successfully established iu the
State, and there are unimproved
water privileges nlmost without
number. No State in the South, if
in the Union, abounds with such
promises of immediate prosperity
aud power, and for this reason it
presents standing invitations to irn
migrants from every quarter. Her
planters arc' already growing rich,
Her freedmeu arc laying up from
three hundred to one thonsand dol
lars a year, and iu turn becomin
lniiSl owners aud independent agri
cnltnralists.
^•The whole scene is one of srnilin
plenty; contrasting strangely with the
recent desolations of war. It is prob
able that the Sauth will in time do
much of its own manufacturing, tor
wti ich it possesses abundant natural
facilities, and, with its matchless
crops of cotton, rice, tobacco, anti
naval stores, will supply the exchanges
for the w’hole country in the adjust
ment of il8 balances in foreign trade.
But the Georgia Fair held out most
encouraging hopes for a .sincere re
newal of the old bonds- of Union
under circumstances more than ever
favorable for its perpetuity; aud it is
in this view that we welcome the
rapid and effective operation of the
ffoesces it is likely to beget;
feelin
polled her to decline the acceptance
of this, hi* greatest act of generosity,
informing her-suitor that her affec
tions had bi-en given to another, a
clerk in the employ of her benefactor.
Though disappointed and grievous
ly shocked, the philanthropist sen:
ter his clerk, and learning from him
that, the engagement was of long du
ration, Mr. Peabody at once estab
lished liis successful rival in business,
aud soon after gave liis benediction
upon the marriage of his ward. This,
is said, was the first blow hisheart
received, and it is possible that from
this episode came the inspiration
that made the future of Mr. Peabody
so universally distinguished, and has
eudered his name famous as a re

A special Washington dispatch to
the Augusta JUhronide says :
There is evidence here of a strong
movement on foot to further the
schemes of Bullock for a second re
construction of Georgia.
The action of the Clerk of the
House of Representatives in exclud
ing the names of the Georgia Repre
sentatives from the roll of members
is now followed by the discovery of a
combination which has for its object
the entire exclusion. of the Georgia
Representatives from Congress.
The ground np.-n which it will be
sought to deny them admission is
that the Ssate lias not fully oomplied
with the reconstruction laws and is,
therefore, not enti led i.o representa
tiou iu Congress.
The plan no.v seems to be to have
a Congressional committee appointed
with power to send for papers, which
wid take official coguizuice of the
expulsion of the negro members from
the Georgia Legislature last Fall and
report to Congress upon the same.

Cotton - Selling.—The following
rules have been adopted by cotton
men of Macon:
Is'. All cotton shall lie re-weighed
to the buyer after twenty days’ .stor
age in warehouse, commencing fioin
this date, by a sworn weigher, or the
regular weigher at. the wareh lu-e,
from which the cotton is taken; the
buyer to pay 25 cents per bale to tUe
warehouseman and they to duike the
arrangement with the weighmas'er
to put the revveights in the proper
column of their receipts.
2d. All resampling shall be done
after the cotton has been weight®
and delivered, and all claims for
mix-packed cotton shall be adjusted
before shipment of such cotton;
otherwise the buyer will have no
claim upon the seller—warehousemen
not to be held responsible for loss in
weight af er the cotton is re weighed
and delivered.^ ^ ^
