before yesterday, the spirit was far more
visable on yesterday. The streets were
literally thronged with wagons from
the surrounding country, and merchants
were as busy as bees. The hading arti
cles of trade are corn, flour, bacon etc,
etc. Last week there was not a bushel
of corn to be bought tn the city, only at
enormously high figures ; but now the
market is well supplied and at prices
something like reasonable. This charm
ing weather brings every body out on
the streets, and from early morning till
night, the main thoroughfares give un
mistakable signa of life. Added to this
the array of beauty which was seen on
the streets and in dry goods houses, we
presume business men have learned the
true maxim of “making hay while the
sun shines,’’ and profited much thereby.

enormou»ly high rents demanded by
landlords fell due, and all day long there
was a very perceptible stir among ten
ants, in their endeavor to “raise the
wind.” We presume all were able to
make “buckle and tongue meet,” at

the extortionate rents demanded are
right or just, but be glal to know that
our people were able to command so
much money.

ing almost impasaable in several places
for vehicles, on account of huge piles of
rubbish which is being dumped into it
from the remaining vacant lots there.—
There is evidence that property owners
are determined to rebuild, tins Spring
and Summer; and by Fall we may ex
pect to see the great ugly gaps in the
business rows on that street filled up
with substantial houses. Os course the
authorities will have the debris removed
as soon as possible. We hope so.

C. W. Thomas has accepted the Rector
ship of St. Philip’s Church, of this city.
We congratulate the Church upon se
curing the services of this accomplished
gentleman and able Minister. Mem
bers of the Church and others are noti

those who desire to secure seats should

J. J. Hill, Esq., of the New York
News, called to see us yesterday. He
has made the tour of this State and Ala
bama, and has succeeded admirably in
securing subscribers for his paper. He
remains over to-day, and anyone wish

The Revenue Convention met at the
City Hall this morning at 10 o’clock.

On motion of Mr. Hopkins, Assessor
Needham was invited to give such in
structions to the Convention as he
deemed proper, he and Collector Speed
hav ng been appointed to represent the
, United States Revenue service by the
proper authorities at Washington
, Mr. N. then proceeded to read the In”
structions received and to answer the
questions propounded He stated that
all collections must be preceded by as
sessments.
Mr. Bowles, of Ga., wished to know
if persons commencing business after
the first of May should be placed on the
I annual list?
Mr. N. replied no, but on the special
I list. There however was no difference
between collections on annual or spe
cial lists.
Mr. Webster, of Ga., wished to know
whether Assessors were compelled to
| place them on special lists? Could he
not place them on monthly lists?
Mr. N. replied that by special instruc
tions he might place them upon month
ly lists.
I There was no debate on 2d clause of
i instructions. 3d clause, which has ref
erence to appeals. Mr. N. stated that
bis ruling ha 1 been to require all ap
| peals to be made in writing, the As
i sessor giving fifteen days notice to the
parties, by advertisement, when such
appeals will be heard. No advertise
ment required for mouth or special ap
peals.
MANUFACTURERS.
A person wishing license must sp-
ply for the same; ten days notice hav
ing been given, if no application is made
the Assessor shall proceed to asses,
adding penalty prescribed by law.

wished to know if it was absolutely

I for, probably a hundred miles or more
’ distant, before he could dispose of or
use his distilled 1 qu >rs, facetiously re
marking that we could have no corn
shuckings or rolling of logs, without
this important agent,
| Mr. N. replied that it was not the
purpose of the Government to foster
distillation of spirituous liquors, and if
persons engaged in the trade they must
| comply with the requitemen’s of the
I law, albeit some inconvenience be
the result. Mr. N. remarking that
there being no fees for inspection, his
' course bad been to regulate the fees ac-
I cording to the amount cf work done
Mr Hopkins wished to know if an
i Assistant Assessor could hold the office
of Inspector.
Mr. N. replied that there was no con
stitutional prohibition to his holding it,
be first having been recommended by
Assessor and appointed by Secretary of
Treasury.
Mr. N. stated that he did not think it
necessary for Rectified Spirits to be
stamped, the article having complied
with the law before being rectified,
There having been much confusion in
the making out of returns, Assessors
• should never suffer their papers to go
i into the Collectors, hands until they
have passed their Secretary.
Convention then took a recess until

Resolved, That a Committee of six
persons be appointed to petition the
Secretary of the Treasury to increase
the compensation allowed to Assessors
and Collectors of Internal Revenue in
the States late'y in rebellion. The reso
lution was sustained by an elaborate ar
gument by Mr. Hopkins, of Ga., (which
We may give to our readers hereafter,
as we took notes thereof,) also by Mr.
Needham, of Ky., in a very concise ar
gument. The motion was adopted
, Committee, Messrs. Sawyer, Burney,
i Gamble, Hopkins, Bowles and Watson.
Mr. Bowles introduced the following
; resolution:
Resolved, That a Committee of three
I be appointed to memorialize Congress
' for the modification of the test oath, so
far as it relates to the officers of the In-
I ternal Revenue in the Southern States.
I ’fhe motion was adopted—Messrs.
Bowles, Atkins and Mcßurney form that
; committee. Mr. Needham then, by re
quest of the body, proceeded to explain
the operations of the Internal Revenue
, system and its practical bearing in his
I own State, (Ky.,) and to point out pro
spectively the amount of labor which
will be necessarily incurred hereafter.—
His remarks were of much interest to the
Convention as was evident from the at
tention paid the distinguished speaker.
' Mr. Webster asked Mr. N., if raw cotton
in the bands « f inauu ae urers, purchased
since the ces-ation of hostilities, must bo
assessed. He answered most palpably in
the affirmative. As to how it was to bo
done he referred the gen tlemen to the au
thoiities at Washington.
'lhis is an impor.ant question to
the manufacturer and they would do
well to look to this matter at once.
Manufacturers are allowed to ship their
products to any reliable agent io the
Western or Eastern markets, by giving
affidavit that the goods shall be as
sessed before being sold, and proper re
turns made to the Assessor of the dis
trict in which said manufactories are
situated. This does not apply, how
ever to dist lleries This extends quite
a favor to the manufacturer. Mr. N.
was exceedingly happy in his remarks,
making them entirely comprehensive to
every delegate present.
The Convention adjourned until to
morrow morning, 10 o’clock.
