The Praise-God-bare-bones Legisla
ture of that sanctified Commonwealth
Massachusetts, have adopted ihe follow
ing among other resolutions:
Resolved, That the recent public at
tack upon one of the honoicd and belov
ed Senators of Massachusetts by the Pres
ident of the United States in a public
speech in the Uity of Washington, is an
insult to the Commonwealth, as unjust
as it was undignified ami d sgraceful,
and calls for the indignant rebuke of ev
ery patriotie citizen of that State, to whose
sons the country is so much indebted
for the salvation of the National Capital,
when those who heard and applauded
, that attack were traitorously plotting to
plant the standard of treason upon its
walls and to destroy the Constitution and
’ the Government.

Trenton, N. J, Feb. 22 - Resolution
favoring neuro suffrage and oondemnin
President Johnson's policy were intro
duced m the Senate to-day by Mr. Sco
vel, Representative, and lost. They ar
as follows;
IJ’Aereus, It has been decided by the
Supreme Court of the United States tha
the gieat political law of America is tha
every c anga of government shall be cop
ducted under the supervision and author
ity of some existing legislative body, ex.
tending the protection of positive law t
the polls, defining the general rights o
voters, and protecting them in the ex'
ercise of the elective franchise ; aud
UViereas, It is a great fundamental
principle of the American government
that legislation shall guide the political
change, and that somewhere within the
United States there is always a permanent
o< ga:i : z-‘d author ity which guide the foot
steps At .those who seek to restore gov- |
ernim-nts which are disorganized and
broken dowo; therefore,
Resolved, That Congress, guided by
the highest pre existing political authoris 1
ty, ought to, under the fourth article of
the Constitution, guarantee to the States
lately in rebellion a republican foim of
government. f
Resolved, That a policy which utterly '
ignores the rights, civil and political, of 1
the freedmen, some of whom have shed !
their blood for the salvation of the repub- J
lie, does not possess any elements of vital
ity or justice.
Resolved, That for New Jersey, and in f
the name of the country, we tender at ;
once our sympathy and respeot to the 1
bold and determined men of Congress J
who have been and are to-day faithful to
the principles that made us a party and
carried us triumphantly through four ’
years of civil war.
Resolved, That the great cause which '
proclaims equality before the law as one *
of the fundamental principles, is strong *
enough to survive the defection of any 1
partisan, and that in the conflict for the 1
rights of mankind we will adhere aud (
maintain the doctrines of the Declaration ’
of Independence.
• Mr. Scovel, in offering these resolutions, 1
said: ‘ Infidelity to liberty is a bad in
vestment wherever made. Andrew John
son made the worst investment of his life ‘
when he vetoed the Freedmen’s Bureau '
bill. He abandoned justice and trampled '
upon every principle that elevated him to
power.” A lively and exciting discus

Startling Sensation—Apparition .
of I>r. SKnglics, who was Re- 1
ceutly Siting.
Dr. Hughes, while standing on the
scaffold, with the rope about his neck, de
clared that he should be with the earthly
community as much after death as before,
and he seems determine 1 to keep his
wotd. Among the many persons who
called to see Hughes in his cell, before i
the execution was an honest butcher, of |
the Testouic persuasion. This man, from
the moment of his interview with the
doomed doctor, became much affected
with Huglies on the brain. Scaffolds and
gibbets, and men dangling by the necks, (
were constantly flitting before his sleep- |
iug and waking eyes. After the doctor
was executed, matters grew worse and
worse, the butcher being unable ‘o sleep
at nights at all, owing to the ghastly vis
ions that appeared before him. The cli
max to this strange state of. mind was
reached last evening. Upon that occa
sion the butcher entered his barn in or
der to care for the inmates thereof, when
who should lie see, standing by the side
of the horse, but Dr. Hughes, dressed in
the same suit of clothes that he wore be
fore leaving the planet, and looking just
as natural as life. The butcher g ive one
loud, piercing and unearthly yell, and
fell upon the stable floor in a swoon.—
His family, hearing the cry. hastened to
the barn, where he was found just iu the
act of recovering.
W ith a wild eye and blanched cheek,
he pointed to the stall, and inquired
whether Dr. Hughes was still there. Up- ,
on a negative answer being returned, lie
declared that he had just seen him, and
that if he wasn’t in the barn, he must
be in the immediate vicinity. With an
unsteady step, and with the assistance of
his wife, the butcher was enabled to
reach the house. He has not yet recov
ered from the fright of last evening; still
remaining in a tiigh state ot mental and
physical excitement.
We hear, also, that the inmates of the
jail were likewise thrown into great ter-,
ror and excitement yesterday, owing to
the appearanc iof Hughes, who entered
the prison and walked about 'he corrid
ors, as was his wont before the execu
ton He looked perfectly natural, and
was dressed in the neat black suit that he
wore upon the scaffold. As he walked
up and down the corridors, he was seen
to occasionally pass his hand about ins
neck, and at the -ame time giving vent to
a squ r mg stuiidfrom between ins teeth.
He ti ally walked up te the steps that
lead to his cell, in a coil and leisurely
manner, and entering that apartmen', sat
down and commenced writing poetry. —
Before commencing his task, however, he
inquired for the local editor of the Lead
er, and seemed much disappointed that
he was not present
How much of Hughes’ appearance to
the jail prisoners, and to the butcher, is
owing to imagination, we leave our read
ers to determine. We give the story as
we heard it, not pretending to vouch for
its truth.

Tlie Radical* in San Francisco
Open their Vials of Wrath.
San Francisco, Feb. 23, 1866,
Colonel Hawkins addressed one of the
largest meetings ever held here last
night. The sentiment that, if Piesident
John.-on’s action had been correctly re
ported by telegraph, be was unfit for
the Chief Magistracy of the United
States, was greeted by long continued
applause. Governor Low, introducing
Colonel Hawkins, in the course of his re
marks, said of the President’s veto,
I that lie felt it to be a source of anxiety
> and alarm when he saw every traitor in
i the land singing peans to Andrew John
-1 son. This sentiment was also greeted
with long continued applause.
Tiic Jli*Kotiri Legislature—En

Radical* in Congress.
St. Louis, Feb. 23,1866. —Both houses
of the Missouri Legislature passed yester
day the following resolutions under a
suspension of the rules:
Resolved, That ihe conflict which has
existed for the la-t five years between
loyalty and disloyalty is'still existing,
ami that the safety of the nation de
mands that the government shall be re**
t lined in loyal hands.
Resolved, That iu the thirty Senators
who voted to sustain the Freedmen’s
Bureau bill, vetoed by the President,
and in the Union majority of the House
of kepresentatives who supported the
same and kindred measures, we recog
nize true and Worthy representatives of
the principles which saved the country in
the late rebellion, and we tender such
representatives our hearty support, and
the sympathy of ourselves and our con
stituents.
The resolutions passed the House by
a vote of 77 to 25, and the Senate by 21
to 4.
Significance of Seward's Speech.—
New York, Feb. 25—The Herald’s
special says that Mr. Seward’s speech
before the C< oper Institute meeting is
invested with additional interest and
significance by the fact of his receiving
two or three dispatch's from Senator
Nye and others, in this city, stating that
the President had made a terrible
speech, one that he could not poss bly
approve or endorse, and one that must
inevitably break up the Republican par
ty. Mr. Seward was not deterred,
however, and on learning what the
President had said, telegraphed a full
and cordial approval.
The wiesacres on the streets and in
the lobbies, seem more than usually
earnest to-night in their averments that
Secretary Stanton has sent in his resig
nation. One thing tends to corroborate
this assertion, and that is the special or
der given by Stanton this morning
all papers awaiting his signature should
be prepared and brought before him
with all possible dispatch.
There is a well authenticated report
that Gen Steedman has been telegraph
ed to come to Washington for confer
ence with the President.- It is also
true that a strong outside pressure is
being made for the appointment of Gen. |
F. P. Blair as Secretary of War.
