Wasihnoton, Mnrvh 2—A Ia go meeting
nssetnoled to.night to hear eomething about
the Fenian moveiuent. There were several
speakers, among them Cupt. McAferty, said
to be a confidential messenger from Head
Center Stephens to the Fenians in America*
He gave a glowing account of the Fenian
prospects. The Fenians were requested to
convene in secret council lifter the meeting,
to hear important statements that could not
be made public.
It is computed from official dates that since
the last annual report of tbe Secretary of the
Treasury in October last, be bus reduced t! e
public debt twenty-nine million dollars, ani
paid twenty-nine millions currency interest,
and thiriy millions coin interest
In addition to this, be has just paid the
carrent expenses of the Government and the
large amount of requisitions bom the war
and navy departments. In brief, the pub ic
debt has been reduced to twenty-nine mil
lion of dollars, while there are in the
Treasury over forty-seven and a half millions
dollars in coin and currency—more than at
tbe first named date.
This reduction of the public debt is en
ti ely in short date obligations and legal ten.

The bill directing the Secretary of the
Navy to detail a steamer to accompany the
Russian Telegraphing Company expedition
having been signed by the President, is now

New York, March 3—The Tribune says
that Alexander H. Stephens will soon visit
Washington, his parole having been amend,
ed hy the President to allow him to do so.
Washington, March 3 —At the tme of tbe
evacuation of Richmond, Ihe bunking insti
tut ons of that city continued to send away
an amount o' coin belonging to the diff. rent
institutions, to a point fuitn r south, for the
purpose of securing it. The amount origin

sum $l5O 000 was lost by plunder, and the
remainder placed on deposit in Washington,
and put in charge of special agent of tbe
Richm nd banks. Claim was made oit by
General Wild, ot the Freedmen’s Bureau, on
the ground that it was captured property;
and on the invest gation ot Hit. case by Gen
eral Winslow, resulted in giving the right, of
possession to tbe agent of the banks. After
wards, about the 20th of August hist, an or
der from the President, through the Secreta
ry of War, was received hy Gene al S endman,
then commanding partment, to turn
over the captured coin on deposit to the
Treasury agent.
This was done, and the coin s nt to this
city, where it was placed on special deposit
with the United States Treasurer. Claim is
now made on behalf of Richmond banks for
the restoration of this money, nttd it was al
leged that the order of the President was
made without full information in the case.—
After a full and careful examination by the
Treasury Department tbe m ut> r has been re
ferred to the President, who has ordered that
the coin be restored, provided that identity
between the amount and that claimed hy the
banks can be established, and a compliince I
made with certa n formal conditions imposed 1
by tbe Secretary of the Treasury.

sample from Henry S. Foote's book on tbe
late Confederacy. The following is an ex
tract: r
“ And yet Mr. Davis retained this man,
James A Seddon, in the offit e of Secretary
of Wa , amid continual indications of popu
lar indignation and disgust from month to
month and from year toyear; nor would he
have been at last seen to vacate the official
posilon which be bad so long deeply dishon
ored, but for the undeniable fact. ihat I bad
directly charged him upon recorded testimo
ny, that is to say, upon the er ideoces supplied
by the books of his own department, of hav
ing caused to be pai 1 to himself, by his own
official subordinates, forty dollars per bushel
for hi* whole crop of wheat for the year end
ing 1864, while be was, by the instrumental
ity of forcible impressment, compelling the
farmers of North Carolina, Georgia and other
States, to yi Id up their wheat, to the govern
ment officials at the inadequate price o from
seven to nine dollars in Confederate paper.—
I made this exposition in the 1 st speech
which I delivered in the Confederate Con
gre*s. Mr. Send n resigned the Department
of War tbe very next day. As chairman of
a special committee of lhe Confederate Con
gress, organized at my own instance, for tbe
purpose of inquiring into cases of illegal im
prisonment, I obtained from the euperinten
dent of the prison-house in Richmond, under
the official sanction ot the Department of
War itself, a grim and shocking catalogue of
several hundred prisoners then in confine
ment therein, not one of whom was charged
with anything but suspected political infidel
ity, and ibis, too, not upon oath in a single
instance. Before I cauld take | r iper steps to
procure lhe discharge of these unbnpoy men,
the second suspension ol the writ of liberty
occurred, and 1 presume that such of them as
did not die in jail remained there until the
fall of Richmond into ihe hands o the Feder
al forces.”

that the Emperor of Austria has signi
fied bis willingness to furnish Maximilian
with tiny troops he might requite, provi

speech of Marshal Fotcy, delivered be
fore the French Senate, does not indi
cate an intention on the part of the prin

About 3 o clock last Thursday rnorn
* ing Gen. El. G. Story, residing about ten
miles below the city, was aroused by the
, noise of persons breaking open the doors
of his house with axes, aud before he
J could give an alarfn, about a dozen ne
groes, with one white man, rushed into
j the house, armed with axes, clubs and
. pistols. They at once commenced firing
• at and beating the inmates, and search*
r ing for valuables to steal. They suc
f ceeded in finding a small amount of mo*
ney and other valuables.

-for dead. Fortunately, although she
0 fell from the effects of the shot, she is
0 not dangerously wounded—yet probably

fled. Two of those implicated have
since been identified and arrested and
