e jost national policy, that my thanks are due

nomiration with which leave been honored,
and which I gratefully accept.
When * great rebellion which imperil*-. I the
national existence, was at last overthrown, the
duty of all others devolving on those entrust
ed with toe responsibilities of legislation evi
dently was to require that the revolted Ktates
should be re-admitted to participation in the
Government against which they had warred
only on such a bods aa to increase and fortify
not to weaken or endanger the strength of the
nation.
Certainly no one ought to have claimed that
they should he re-admitted under such rule
that tbeir organization aa State* could ever
efeain be uaed, as st me opening of the war,
to defy toe national authority, or to destroy
the national unity. TWe principle has been
the pole star of those who have inflexibly in
skrted on toe Congreeaional policy yonr con
vention no cordially endorsed! Raffled by Ex
ecutive opposition, and by pennatent refusals
to accept any plan of reconstruction proffered
by Congress, justice and public safety at hat
combined to teach ns that only by an enlarge
ment of suffrage in those States could the de
sired aad be attained, and that it waa even
more tale to give the ballot to tome who loved
Ibe Union than to those who had sought in
