county, has reported to this Departmeot, un- ;
der date tkh October, invtaut, that the dead
body of a segro man was found oas-aad-o-haJf ;
mil— from Blakely, in thw Htare, near the
road leading from Blakely to Fort Gain—, and
that, trom marks on the body, the man must
have come to his death by vioftmee at the
hands of acme person or persona unknown,
and that the said body was identified as that
of William T. Walker, of Atlanta, Georgia:
And Whxbkas. the said Sheriff farther re
ports that the said Walker stepped at the
boose of Charles Fryer, on (be Priday night
previous to the finding of the dead body; that
some time duriDg the said Friday night, some
person or persons to the said Fryer unknown,
came to his house and called for *aid Walker,
stating in hi* hearing, “that taey had been
following him [the said W’alker] for several
days, and that they now came up with him.”
The said Walker was then taken away by the
said unknown person or jiersons;

ernor and Commander-In-Chief of the Army
and Navy of the State of Georgia, and ot the
Militia thereof, do hereby issue this my
Proclamation, ordering and requiring that, in

comment from us. It means anarchy, revo
lution and bloodshed. Let it be passed
around for general inspection and rejection
by every lover of Georgia and the Union.—

Deal Colonel : In reply to your inquiries
I beg leave to say that I leave to you to deter
mine, on consultation with my friends from
Missouri, whether my name shall be present
ed to the Democratic Convention, and to seb
mu tbe following, as what I consider the real
and only issue in this contest.
The reconstruction policy of the Radicals
will be complete before the next election ;
the States so long excluded will have been ad
mitted ; negro suffrage established and the
carpet-baggers installed in their seats in both
branches of Congress. There is no possibili
ty of changing the political character of the
even if the Democrats should elect
their President and a majority of the popular
branch ot Congress. We cannot, therefore,
undo the Radical plan of reconstruction by
Congressional action ; the Senate will contin
ue a bar to its repeal. Must we submit to it ?
How can ft be overthrown ? It can only be
overthrown by theaatboritj of tbe Executive,
who is sworn to marntaia the Constitution,
and who will fail to do his duty if he allows
tbe Cmstimtion to perish under a Mftm of
Congveeaioeal enactments which are m prfr
hi# notation of its fundamental principles.

Senators and Representatives. The House of

Democrata-from the North, and they will ad
mit the Representative- elected by the white

pel the Senate to submit once more to the

I repeat that this is the real and only ques

we exert ourselves for its full and complete
restoration ? It is idle to talk of bonds, green
backs, gold, the public faith, and the public
credit What can a Democratic President do
' in regard to any of these, with a Congress in
: both branches controlled by the carpet-bag
gers and their allies? He wti] be power lea*
i to stop the supplies by which Idle negroes are
organised into political clubs—by which an
army is maintained to protect these vagabonds
in their outrage* upon the ballot These,
and thragsMke these, estop the revenue and
resource* of the Government and destroy its
credit—make the difistenoe between gold and
greenbacks. We naut restore the Constitu
tion before we can restore the finances, and
to do this we must have a President who will
execute the will of the people by trampling
into dual the usurpation of Coagreaa, known
as the reconstruction acta. I wish to *tand

is one which embraces everything else that is
