Gentlemen: —We have audited accounts of these officials handling
public funds, covering period from Avpril 1, 1911, to April 3, 1912,
inclusive, and now hand you our report. We submit herewith tab
ulated statements covering accounts of : .

The statemants follow in the order namad and we trast that
you will find the tabulated statements, when taken in connection
with comments on accounts of each official, clear and full enough

GENERAL FUND (SEE EX. *“A’’ 1-2-3)
This account was verified in detail. Footings were found cor
rect and proper vouchers found on file for all disbursements. The
cash balance of $2,000.32 was on April 4th on deposit in the First
National Bank.
CITY COURT FUND (SEE EX. “‘A”’ 4-5).
This account was also found -correct, with balance called
for by books on deposit in the First National Bank.
TREASURER’S COMMISSION ACCOUNT.
On Exhibit **A-6"’ we give statement of warrants issued on
this account and of amounts earned during ealendar year 1911.
This statement shows over-payment to December 31st of $24.39,
which amount wé carry forward as a debit balance to sheet
“A-7”’, which shows amounts drawn and ecommissions earned Jan
uary Ist to April 3, 1912, and showing balance due the Treasurer
to that date $695.77. e
IN GENERAL. .
We found Mr. Jolley’s accounts in excellent shape and the
cash balances. as stated above, fully accounted for by balance in
bank.
'FINES AND F ORFEITURES, CITY COURT.
We checked the payment of all fines and forfeitures arising
from City Court cases into treasury with the exception of the fol-

The Solicitor states that these amounts were paid him after

In our examination of Mr. Smith’s accounts last year (see our
report dated September 30, 1911) we show considerable balance due
both State and County on account of tax 1910, and also list in this
statement (Schedule No. 6) quite a number of fi. fas. that were ap
parently still out for collection. Against the balances shown
should be allowed credit for any of the fi. fas. so listed that were

subsequently located and turned over to the Commissioners. Your
Clerk advises us that Mr. Smith has made full settlement with the
County for the balances shown on our report by turning over to the
Commissioners some of these fi. fas. and paying balance to Treas
urer. We undertook to prove cut this settlement, but were unable
to do so. Neither your Clerk.nor Mr. Smith could furnish us with
any detailed list of fi. fas. returned for credit, nor could we get »
this information from either the Collector’s cash book or execution
docket, as no entry has been made on either of these records since
our examination last year. From the data obtainable we have |
made up statement of these settuements. On “B’’ 1 and 2we give
you record of Mr. Smith’s account witn County for both General
Tax and School Tax, and on ‘‘B-3" statement of account with State.
In these statements we have allowed credit for all fi. fas. listed in
our report of September 30, 1911 (schedule 6) that we could iden
tify as having reached the Commissioners’ office, and give you a
detailed list of these fi. fas. on ‘‘B-4”’, |
We bring down balances against Mr. Smith in these statements
