Men Are Indicted
As Result of the Drowning

Millionaire
Savannah, Ga., June 25.—As a
rusvlt of the drowning at Tybee
Sunday of W. N. Coler, Jr., New
York millionaire and recent Har
vard graduate, the Chatham grand
jury today indicted the four pro
prietors of the two principal re
sorts on Tybee Island for l'ailmgl
to comply with the law in regardl
to safeguarding surf bathers,
‘Special presentments were re
turned against R. T. McFadden
and Arthur - Raven, proprietors of
the Boltan bathhouses, opposite
which Coler drowned, and C. M.
Stubbs, of Macon, and B. B. Cub
bedge of Ih:e Tybee hotel property.
Four young Savannahians who
all but lost their lives in an effort
to save the young New Yorker
appeared before the grand jury
and testified to the inadequate life
saving facilities on the beach, They
told of their terrific but fruitless
battle in the powerful undertow.
They declared that while no life
saver could have saved young
Coler, a lifebeat or other life-sav
ing cquipment would have made
it possible for them to have saved
the visitor. {
They declared that many of the
proportions of the state law are
not comphed with &t the resorts.

chunges in the system employed
by the state department of agricul
ture are recomimended in the re
port of the Ault investigating
committee filed with the legislature
at Its opening session Wednesday

That all the money from ferti
lizer tags anl otner sources be
paid directly into the state treas
ury and not into the department.
That provision be made for six
ceneral juspectors, that thev be
appointed by the commiss oner of
agriculture and hold oftice for the
entire yvear and their daties to be
the inspection of fertilizer foods,
weights and - measures and such
other daties as may be assigned to
chem.
That where necessity demands
the cormomissioner shall be em
powered to appeint short term in
spectors, to serve not longer than
four mouths lin any one year, the
nuimber of such short term inspecs
tors to be limited to forty,
That a law be passed making it
a ll)iS(]\’lHC!\nOl' for any lIlilllUf:lC‘
turer or dealer in fertilizer to em
ploy any state ferfilizer inspector
or for the inspector to accept such
employment or for a manufactur
er or dealer in fertilizer to give
any presents or articles of value to
an inspector or any member of his

That a better and more complete
system of reports be installed so
that accurate daily record may ce
kept on all inspectors’ work.
The committee also recommend
ed that the fees of oil inspectors
be reduced to ten doilars for the
first three cars and five dollars for
cach sacceeding car, and that the
office of gasoline inspector be cre-.
ated, with duties and fees similari
in nature to those of oil inspectors.

The Masonic Annuity.
Atlanta, June 26.—“ From nothing
to nearly a half million” in assets is
the stoty in a nutshell of the growth
of the Masonic Annuity, according
to the report of Secretary George E
Argard, made public today. Masons
throughout the south will be greatly
interested in the report. '
i The order, which is for the benefit
of Masons and their families, now
§operates through three hundred
lodges located’ in Georgsa, Florida,
Mississippi and Louisiana. Each
‘month, as the report shows, there
has been a substantidl gain in mem
bership. It has membership in all
parts of the country, and even in
foreign countries. :
The entire assets of the order are
invested in high-¢rade municipal
bonds. The building, . which the
order owns, is located at Edgewood
avenue and Ivy street, on one of the
valuable corner lots in the central
district of Atlanta. . :
The growth of the Mason's Annu
ity has been unprecedented in the
annals of fraternal organizatious,
and the official report of the secre
tary will be received with unusual
interest by all members of the Ma
