all the counties will form a brigade and the state school com
missioner will bethe Brigadier-general.
The brigade thus formed will march, preceded by the band
playing Dixte, nto the grounds and around the race course,
then into the auaitorium where a short address by the State
School Commissioner will be delivered. His theme will be
“*W hat Constitutes a Practical Education. A free pass for
the day will be given every pupil, teacher and officer en
gaged and in the parade,
SUNDAY NOV. 24th.
RELIGIOUS EXERCISES.
10:30 a. m. Singing old time songs, led by a choir of 100
of the best singers in Ben Hill, Irwin and Wilcox Counties,
assisted by the audience. Lecture by an eminent divine,
subject *‘lf a Man Die, Sball He Live Again?”
3p. m. Music by Fitzgerald Brass Band, supplemented
by the musicians of the shows, Free auto rides for the
children several times around the race course,

GENERAL RULES.
Space and entries free, unless otherwise specified in rules
governing certain departmnts.
Entry blanks may be had on application to the General Man
ager.
Except as otherwise provided for by special rules governing
certain departments, all exhibits must be in place and fully
installed by 6 o’clock p. m., Tuesday, No. 10, 1912.
The Fair will open at 9:30 a. m. Wednesday, Nov. 20, and
will close at midnight, Wednesday, Nov. 27. After the open
ing day the gates will be opened at 8 a. m,, and remain open
until 12 p- m.
All exhibits entered for competition shall be subject to the
control of the Superintendent of the Depariment in which
they are exhibited.
The Association furnished guards, who remain in the build
ings all night, and arinle policemen day and night, throughout
the Fair. -

OR EXPRESS CHARGES BE PAID BY THE ASSOCIA
TION.
Exhibiors may sell at their respective stands any article dis
played, to be delivered to the purchaser at the close of the
Fair.
No Superintendent of a Department will be allowed to com
pete for a premium in his own Department.
Tf it is ascertained that any exhibitor, in an ungentlemanly
and public manner, refuses to comply with the regulations of
the Association as indicated by the officers, or has so taken ex
ceptions to the judgment of a judge or an awarding committee,
the Board of Directors shall bar the person offending from
competing for a premium or exhibiting on the grounds of the
Association, until he shall have made a proper apology and has
been reinstated by a vote of a majority of the Directors.
An exhibitor who tears off a premium ribbon, or authorizes
any person to do so, in the presence of the awarding judge, or
who refuses to accept a ribbon from a judge, or otherwise
insults the awarding judge, shall forfeit the premium or
diploma and be excluded from competition.
1f it is ascertained that an exhibitor has made, or caused to
be made, a false statement in regard to any animal or article ex
hibited, or if any exhibitor shall attempt to interfere with the
judges in the performance of their duties, he shall be excluded
from competition or from exhibiting on the grounds of the
Association. :
The management reserves the right to decline any entry.
, ENTRIES.
Unless otherwise specified in rules governing departments,
articles must be on the grounds by Tueday, Nov.t 19, and
shall not be removed before 7 a- m. Thursday Nov. 28th.
No invention of product of convict labor will be received
for exhibition or competition. .
SPACE. :
Fxhibitors are requested to file their applications for space
with the General Manager as early as possible.
AW ARDS.
No one will beallowed to act as judge in a department of
ring in which he exhibits.
NO PREMIUMS WILL BE AWARDED WHEN THE
EXHIBIT IS UNWORTHY, THOUGH THERE BE NO
COMPETITION.
Should any doubt arise as to the regularity of an entry, or
any other important matter, which the judge feels incom
petent to decide, he shall at once report the same to the Sup
erintendent of the Dpartmnt, who shall, in turn, bring th
matter to the attention of the General Manager.
JUDGES.
Judges are insructed that, if they shall have gool reasons
to believe that any exhibitor, by false entry or otherwise, at
tempts to deceive the judges or the publc, and obitan a premium
by misrepresentation, they shall report the fact at once to the
S{xpcrintendent, who shall report the matter at once to the
President for action by the Cabinet-Council.
Objections to any person serving as a julge must be sub
mitted to the Superintendent in writing prior to making award,
giving good and sufficient reasons therefor and the Supern
tendent shall report the matter immediately to the President.
Any exhibitor attempting to interfere with the julges during
their adjudications will be promply excluded from competition.
The judges will award prizes only on the articles regularly
smentioned in the premium list.
All articles mentioned in the miscellaneous classes may be

noticed by honorable mention, if the same are very merito
rious ; but in no cases have judges the authority to award or
recommend the same for a premium
: PREMIUMS. :
The premiums are designated by ribbons:
Blue meaning first;
Red, second ;
White, third ; e
Yellow, fourth;
Green, fifth;
Royal purple, sweep-stakes. _
These ribbons will be attached only by the Superintendant,
or his assistant, after the judges have signed their reports.
All cash premiums will be promptly paid by check of the
Treasurer of the Ben Hill Fair Association. Successful exhib
itors who may not be present when the award is made may
have their checks mailed to any address by leaving address with
the Treasurer of President.
ADMISSION OF EXHIBITORS AND EMPLOYEES.
An admission ticket admitting one person once a day, from
Wednesday, Nov. 20, to Wednesday, Nov 27, inclusive, will be
provided at President’s Office. These tickets will be positively
limited to actual exhibitors and those necessarily employed in
taking care of exhibits, who pay for space, and will be non
transferable.

PLEASE READ CAREFULLY.
Exhibitors who contemplate being in Fitzgerald to install
and care for their exhibits may consign shipments to them
selves or any other way they choose. But exhibitors in classes
that do not require actual presence of exhibitor, should con
sign shipments to the General Manager of the Ben Hill Fair,
being careful to follow instructions given above regarding ex
press and freight shipments, In such caes exhibits will not be
received from transportation companies unless all charges
have been fully prepaid. . ;
All exhibits addressed to the General Managet of the Fair,
if prepaid through to the Fitzgerald Fair Grounds will be de
livered to that officer on the grounds.
SHIPPING INSTRUCTIONS.
The railroads il haul County Agricultural Exhibits free
to Fitzgerald, but will charge their regular rates if the exhibits
are returned to point of origin, or if they are shipped else
where.
Individual exhibits will be charged regular rates to Fitz
gerald, but will be returned free by the railroads, on the pre
sentation.of a certificat from the Secretary of the Fair.
Carload freight should be billed to the consignee, care the
Ben Hill Fair, Fitzgerald, to insure prompt delivery at the
Fair Grounds.
Less than carload freight shipments should be billed to the
consignee, Fitzgerald, and delivery made at the city freight
offices.
Ix exhibitors wish express shipments delivered at the Fair
Grounds, they should prepay the express charges and bill them
care Secretary Ben Hill Fair, Fitzgerald, Ga.
SELLING EXHIBITS.
There is usually a lively demand at the close of the Fair for
most articles on display, and exhibitors generally get a good
price for such things as vegetables, fruit, grain, hay, meat,
honey, butter, jelly, preserves, canned goods, etc.
This saves paying freight back home.
Exhibitors always have the privilege of selling anything they
have on display, for delivery at the close of the Fair.
On Wednesday, Nov. 27tH, exhibitors may sell at auction
or private sale, as they prefer,
~Agriculture
1. All collective exhibits by counties, for which premiums
are offered in this department, must be of Ben Hill, Irwin or
Wilcox county production, grown in the county making such
exhibit, during the current year.
2. All collective exhibits, by individuals, for which prem
iums are offered must be of Ben Hill, Irwin or Wilcox county
production and grown or produced by the individuals making
the exhibit.
3. The policy of the Fair Management does not contem
plate more than one County .Agricultural exhibit from one and
the same county.
4. A county or an individual collective exhibit having been
placed in position shall not have any article or product added
to it or taken froin it till the close of the Fair. Nothing
grown the previous year or years shall be exhibited in this de
partment.
5. 'The following scale of points as to merits will be adopt
ed in judging the exhibits in this department: Recognizing 100
points as perfect, Agriculture will be rated at 6o points; Veg
etables, 10 points ; Home Industry, 10 points ; Fruits, 10 points;
Artistic Arrangement, 10 points.
6. 'This rule No. 5, however, shall not be obligatory on the
part of the judges, because they will have absolute authority
to vary the points of merit and take he whole exhibit collective
ly as a basis for their reward.
7. No county or individual collective exhibit, in this de
partment shall be entitled to a premium, unless, in the opinion,
of the judges, it is creditable.
