The Committee who were directed to ascertain aud
roport what in their opinion is a fair equivalent to the
city for allowing the Railroad. Companies to dose up

cupkd by their trucks and building’s, and for b much
of Oak st. as has been closed since ] sSO, under* verbal
agreeement with some of the members of Council,
Ri.rort. That the Companies should open streets
through the two acre lots opposite Gilmer Strew, 50 ft.
wide, and in continuation of Fifth St., 75 feet wice, and
in addition pay the sum of SSOO as a consideratbn for
the part of Oglethorpe St., and that they should build a
culvert or sewer from ihe upper or west side of Fifth
■ St. to the lower or north side of Pine Ft., ami also pradc
j aud (ill up -aid Streets, so as to make them of easy pas
■ its a fair consideration for the part of Oak St.
The Committee also contemplating 1 a-j part of this
j agreement, that the Railroads shall pay ali nceestarv

Gevtlemf?.’:—Your note of this date informing me
ih t am required by a resolution of Council, to make
enquiry and obtain a definite answer iu relation to the
building of the Passenger Depot at the place pointed
out in the contract, is received.
In reply, f beg leave to say, that ojtrrations were
commenced some months since, by the purchase of sev
eral parcels of land, and by grading the same, and by
the purchase of a large quantity of brick lor ihe build
ing itself. It was our intention at that time, having
expended nearly Six Thousand Dollars iu ground and
materials, to proceed immediately with the construct ion
of the building. On making more thorough investiga
tions, however, we found that the space alloted to the
purpose, was so limited and confined, that it would he
very diilictilt, if not impossible, to get in the necessary
tracks for the accommodation of the business of the
thi ee Roads. The great number of trains, both freight
and passenger, would so burden the single of the junc
tion road, us to occasion the utmost confusion, not un
attended with danger to passengers and the public,
should the line be obstructed at that point by the neces
sary buildings and tracks for a passenger station.
Under these circumstances, we have thought best to
suspend for the present the progress of the work at that
point, in order to give us time to endeavor to devise a
plan by which the difficulty can be avoided.
With a view of meeting the expectat ions of the trav
eling public, and fulfilling for the present the original
design expressed in the contract, we have erected a tem
porary building on the ground of the Macon & Western
Company, ana intend to have the Passengers taken
from and delivered at that point duriug the coming
week.
1 can only say in relation to the building of the per
manent Depot, ihat as soon as a location can be agreed
upon which will be free from the difficulties above al
luded to, the construction will be proceeded with. I
take leave to suggest, that the large expediture of mon
ey already made, furnishes good evidence that it has
not been the design of ibe Companies to evade the con
struction of the Depot, as in the event of its abandon
ment, the expenditure would be nearly a dead loss.
We should lake pleasure in giving to the Committee
further verbal explanations, which. I doubt, not, would
convince them riiat th re is no doubt of the reality of
the difliciilties above stated.
The spot at the interrection of Sixth and Mulberry
Sis., was selected before the junction road was built, be
fore the Macon A Western load changed the location of
their freight Dcjiot, and it was consequently impossible
at that time to foresee these difficulties, or to know ex
actly what would he required for the business.
I have written this communication after a consulta
tion with Mr. Scot!, who coincides with me in the views
communicated.

by sections and passed, being the Ordinance of 1652,

was struck out.
Sec. s*. SSO was stricken out and S3O inserted as tax
on Warehouse Merchants or Factors.
Sec. 10. That the sum of 2o cents shall bo imposed
on every SIOO value of eapitul used for Banking, Insu
rance, Brokerage and Exchange business, or money
loaned at Interest located in the city.

PANEL NO. 1.
first panel of the Grand Jury for April Term
: I 1653, respectfully beg leave to make the following
Presentments:
The Committee appointed to examine Ihe public
buildings, report them ail in good condition, except the
Jail, which needs a good many repairs about the doors
and windows, and a thorough cleansing, to render it
secure and comfortable; we Iherefore hope that the
proper authorities will give their attention to it.
Wc find upon examination, that the bridges in the
county ere in bad order, and the roads worse, and we
hope the Inferior Court will see that the Commissioners
and Overseers of ihe Roads and Bridges, do their duty,
| ar.d have them put in proper order; and we wish it
distinctly understood, that we do not call the attention
of the Court to (his matter because it has become a
habit for every Grand Jury to present the slate of the
Roads and Bridges ; but because we believe it is their
duty to attend to it. and we hope they will do it.
M r e recommend that the Inferior Court cause bridges
lo he erected over the Pennaliatchec Creek at James
Salter’s, on the road lending from Drayton to Hawkins
ville; and also over Hog Crawl Creek, on ihe road
lending from Drayton to Montezuma; also over Mill
Creek, below Pindertown.
Wc find the books of the Clerk of the Superior and
Inferior Courts, neatly and correctly kept; County
Treasurer’s ts>oks the same. We find in the Treasurer**
hands notes amounting to S2O. We find a deficiency
in the Treasury to pay Poor School expenses, and the
Treasury owing Teachers of poor children $315, conse
quently, we recommend to the Ordinary to assess a tax
for Poor School purposes, of fifteen per wnf. We
would also he glad that voters in each District failing
to pay their taxes, should be prevented from voting at
all and any election.
We have examined the Tax Collector’s hook, and his
insolvent list, and allow him ihe sum of *104,18V.
The books of the Ordinary have been thoroughly ex
amined, and the Committee find them neafly and cor
rectly kept.
We hope, and earnestly solicit the Justices of the
i Inferior Court to use nil means in their power, to arrest
ihe spread of the Small Pox now in this countv, which
we understand is again showing itself, and that, ihey
assess a tax sufficient to defray expenses, after burning,
Ac. We desire the Justice’s to take immediate aetjon
in tliis matter.
We recommend that the Inferior C<mrt re be
Iv.a.j -of twenty—ave per cent, cm be State tax,
for county purposes.
The Grand Jury have been pained at tne cuviulative
evidences of the retrogression of good morals, and the
increase of vice and crime in nur community, during
the past and present year. Upon a scrutinizing investi
ration of the causes ot this state of public morals, this
body has been irresistibly led to the conviction, that a
j large majority of evil.-- complained of, have their origin
! in, and are traceable to the shops in the county.
The mitigation and abatement of these evils, and the
! fruitful sources of their emination. are objects greatly
to be desired by every lover of good morals. We
therefore notice, and iook upon, with pleasure, the ef
fort that is being made to curtail the deplorable evils
growing out of the liquor tialHc, and we can conceive
of no good reason for opposition to the movements set
on foot bv the Sta’e Temperance Convention, recently
held at Atlanta, for by it the friends of Temperance
only propose to submit the question to the people, to
determine for ihemsclves, whether they will tolerate or
allow tipling shops in their respective communities.—
> We recognise, to the fullest extent, the republican
principle involved in the exercise of the right of the
■ people to judge and determine that question for them
selves, as well as all others affecting their interest,
welfare and happiness. We, therefore, concur with
[those Grand Jurors in other counties, who have recom
: ‘mended to their Senators and Representatives the pas
• luge of a general law upon this subject, referring (lie

chosen and sworn for the April Term, 1858, of Dooly
Superior Court, beg leave to make the following pre
sentments:
Having examined the presentments of the former
panel of the Grand Jury ofthis Term, we express our ap
probation of the same, relating to measures of a general
nature, and recommend them to the favorable conside
ration of our citizens. We would respectfully recom
mend and request our Senator and Representatives of
the next Legislature to use their best endeavors to have
. a general law passed, that at the annual elections at
which county officers are elected in the several coun
ties each year, the electors endorse on their tickets
“ license or no license ami in such counties as there ‘
shall boa majority of votes polled “no licence,” that
there >hall no license issue, and no spirituous liquors
bo allowed to be sold, with proper penalties lor violation
of the same : and we are much gratified in seeing other
counties in this .State taking such lively action on the
subject as will tend to consummate the desired object.
’ As citizens and members of this body, we cannot
but be deeply impressed with the great eviis growing
out of the practice or amusement of cock fighting,
being a fruitful source of corrupting the minds of the
youth of the country, and to which legitimately belongs
the evils attending gambling and idleness, and being in
opposition to the ennobling principles of humanity, and
the moral welfare of the community ; and would also
recommend to our Senator and Representatives of the
next Legislatuee to use their best endeavors to have a
law passed, placing it within the laws against gambling,
and if allowed as a source of amusement, to fight only
with Iheir natural heels or spurs.
In taking leave of His Honor Judge rowers, we beg
leave to express our high regard for the impartial man
ner in which he has discharged his official duties
