EXCITEMENT IN SUMTER

insubordination, we believe there arc many un
principled individuals scattered all over the South
arid born here, who get their daily bread by selling
spirits to out colored population, and otherwise
corrupting them, and thus rendering them insub
ordinate to their masters and a pest to the coun

THE CRISIS*
From the recent elections in Pennsylvania,
Ohm and Indiana, we infer the election of Lincoln;
it as not yet certain ; but what I have to say is up
on the assumption that it ie certain. In this event,
what is tbe South to do? is the question. Let os
examine some of tbe remedies proposed.
Ist. A refusal to count tbe vote of the States
who have passed anti-fugitive slave laws. This
would be unconstitutional; for, while it would be
proper and constitutional for each House of Con
gress to refuse the Representatives from these
Kites a seat in Congress because their sorereign
tics had violated tbe compact, it would not be coo
xutntional for Congress to refuse to count the vote
of said States, after admitting their Represents
Urea to membership.
ind. To break the quorum and thus prevent the
count. This would be revolutionary, aud lead to
a dissolution of the Union.
3rd. To prevent by force the inauguration of
Lincoln. This would involve the couutry in civil
war.
4th. Peaceably to withdraw from the Union.
Whether this can be done is an unsettled question,
which Ido not propose to discuss. But if it cau
be done, I am not yet prepared for this coarse.
What has the general government done that the
Booth should withdraw * What act too oppressive
for the Sooth to stand • The disunion!*is have
failed to point it out. But the election of Lincoln
will be tbe cause. Is the e/eeiiww of any tuau, in
all tbe forms prescribed by the Constitution, a
justitiable cause of dissolution? How could any
government be maintained upon such principles ?
This doctrine is filled with anarchy, an J is ruinous
in all its tendences. I appeal to the good sense
of tbe Sooth to put their protest to tbe doctrine,
that the simple election of a man, in due form of
law, no matter what his opinions on any question
of Slate policy, is a justifiable cause of disunion.
Let the Sooth abide by the Con-titmion, and take
no step not covered by that instrument. Let us
show ourselves good men and true. Not blow up
the government because we are out voted in a
Presidential election. Our remedy under the Con
stitution is by uo means exhausted.
Ist. The Senate can refuse to confirm the Cabi
net appointments of Lincoln, and force him to
take conservative men into his counciL
4nd. He can be forced to take free *h in the
Booth for all the offices to be filled in our bounds.
Srd. Southern members should insist ou the re
jection of members to Congress frotr. those States
that have violated the Constitution in reference to
fugitive slaree —turn them out of the Union till
they purge themselves of all violation of the Con
stitution.
4th. Concentrate all your forces io a Constitu
tional Union Party and burl the Biack Republicans
irotn power.
This can only be done now by the support of
Bell and Everett. To support Breckinridge is to
fan tbe tiame of sectionalism and to promote dis
union. It is utterly impracticable to build up a
party out of this wing of the democrats that can
put down our enemies. The triumph of Breckin
ridge in tbe South completely sectionslizea the
parties,and renders dissolution almost inevitable at
some day. Tbe die unionist* direct tbie party,and will
be emboldened to precipitate a dissolution of the
Union if Breckinridge is triumphant at tbe South.
Let no man deceive himself 00 ibis subject. Even
Breckinridge has refused to vsy that he will submit
to Lincoln’s election. He knows that his support
ers arc ready for disunion in that event; hence his
silence. Yon will find, therefore, that this psrty
will appeal to the South tbe more emphatically to
vote for Breckinridge because of the certainty of
L incoln'” election, that the Sooth may bes unit
against him. For what ? Are not Bell and Doug
las men at tbe Sooth as much opposed to Lincoln
ns Breckinridge men ? Ken of the South ! mark
these men—they are preparing for disunion ; and
every rote given to Breckinridge will encourage
them in their ulterior designs. Such a party can
not ba formed oat of the Douglas wing of lbs
democratic party. The Breckinridge party uevar
*ul adopt that wing and coalesce as afore time.
Moreover, the Black Republican party was formed
to oppose tbe measures ol the deraocatu: |iriy in
reference to Kansas and the Missouri Compromise
fine. It would not be a wise policy to re-form s
party already defeated and demoralised, to face
the •xme old foe. It is Iwst to chaugo command
ers and organise upon a basis of union that may
command all our forces. Let the South rally ie
•11 its strength upon Bell and Everett, and show
to the North that we are for Constitutional L T nioo.
Then let both wings of the democratic party form
upon ihia line, and four years to come Black Re
publicanism will be swept before ii aa chaff before
the wind. Provided, always that slavery is left
out of the platform, and not presented to the North
aa an issue to meet. Southern and Northern
demagogues have used it for personal ends until
they have weH nigh ruined the country. Let
slavery go to rest in tbe name of peace and of the
•ountry.
