WHIRLWIND !
WILL stand the Spring Season of the present year,
commencing the Ist of March and ending the last of
June, at Messrs. Hill, Wright A Marshall’s Stable, in the
city of Albany, and at ray residence, on the Newton Road,
three and a half miles below the city, a* the following rates,
to-wit:
For thorough bred Mares forty dollars the season, in ad
vance, or filly dollar* if charged, which must be settled by
note during the season. For common Mares twenty-five
Fallals cash, or th rty dollars to be settled by note during
ihe season.
At the above rates, all persons have the privilege of the
Spring and Fall season free of any other extra charge.—
Mare* sent to Whirlwind, will be boarded at torAy cents per
lay—Mare and Colt at fifty cents per day, which must be
paid before the Mares are taken away. No Mare will be
delivered without an order from the owner or his ayent.
All possible care taken to prevent accidents, but no respon
sibility for any. One dollar to the Groom in every rase.

WHIRLWIND’S firt race ws at Atlanta, o*., when a
three y-ars old. was lieaten by Brown Dick in three heats,
Whirlwind winning the second heat, the fastest in the race.
,lis second race was for the Hutchinson stakes over the
Washington Course at Charleston, P. C He was again
,eaten by Brown Dick in the remarkable short time of .‘t.42.
I think him as a race horse for all distances, superior not
only to Whirlwind but any other horse in America.
Whirlwind’s third race was over the Central Course at
Macon. Ga. He iliere ran a sweep stakes, two mile heats,
which he won in two mile heats, beat.Bg Col. Campbell's
Wagner Filly, Morrison’s Monarch colt, and Maj. Eaely’s
colt—time,d.os 3 55—purse, $3,100 —track reported heavy.
On Saturday of the same week, he ran for the Jocky Club
Purse —mile heats—best three in five. Col Goldsby’s
Kough-and Ready, ba’f brother to Brown Dick, and Maj.
fcsale's ch. colt by Chieftain were cutered against him : the
race was won by Whirlwind—the hr,t heat by Rough-and-

he was taken from the tars ami turned out till August, when
he was put In training for the Nashville racer. He made

Bersons desiring to secure their subscription, may pay in

In case of an over subscription, preference will be given

AN ACT TO RAISE MONEY FOR THE SUP
PORT OF THE GOVERNMENT, AND TO PRO
VIDE FOR THE DEFENCE OF THE CONFED
ERATE STATES OF AMERICA.
Sec. !. The tjovfederate States of Amor tea do
enact, That the Piesident ot tlie Confederate Staten
be, and he is hereby authorised, at any time within
twelve mouths alter the passage of this Act, to
borrow on the credit of the Confederate States, a
sum not exceeding fifteen million of dollars, or so
much thereof as, in bia opinion, the exigencies of
the public may require, to be applied to the pay
ment of appropriations made by law for the sup
port of the Government and for the defences of
the Confederate States.
2. The Secretary of the Treasury is hereby au
thorized, by the consent of the President of the
Confederate States, to cause to be prepared cer
tificates ot slock or bonds, in such sums as are
hereinafter mentioned, for the amount to be bor-
I rowed as aforesaid, to be signed by the Register
of the Treasury and scaled with the seal of the
i Treasury ; and the said certificates of stock or
bonds shall be made payable at the expiration ot
’ ten year* from the first day of September next;
’ and the interest thereon shall be paid semi snmi
ally, at the rate of eight per cent, per annum, at
r the Treasury and such other places a.s the See re
rtrv of the Treasury may designate. And to the

attached coupons l'or the semi annual interest
which may accrue, which coupons may be signed
by officers to be appointed for the purpose by the
Secretary of the Treasury. And the faith of the

B. At the expirntlbn of five years from the first
‘day of September next, tlio ('onfodrrato States
i may pay up any portion of the bonds or mock-,
j upon giving three months preoioit* public notice,
at the sent of Government, of the particular stocks
ot bond; to be paid, and the time and place of
j payment; and f.orn and after the time so appoint
|cd, no further interest shall be paid on said stocks
or bonds.
4. The certificate of the stocks and bonds shall
be issued in such form and for such amounts as
mav be determined by the Secretary of the Trea
sury, and may he assigned or delivered under such
reglaiious as lie may establish. Rut none of them
shall be for a less sum than fifty doliors; and he
shall report to Congress at its next session, a state
ment in detail of his proceedings, and the rate at
which the lonn9 may have been made, and all ex
penses attending the same.
5. From and after the first day of August, 1861,
there shall be levied, collected and paid, a duty of
one-eighth of one jH-r cent, per pound, on all eot
; ton in the raw state exported from the Confeder
ate B‘ates, which duty is hereby specially pledged
to the due payment of interest and principal, of
the loan provided for in this act, and the Secretary
of the Treusurv is hereby aurhoiised and required
to establish a sinking fund to carry into effect the
provision# of this section: Provided, however, that
the interest of coupons, issued under the second
section ot this act, when due, shall be receivable
in payment of export duty on cotton : Provided,
also, that when the debt and interest thereon,
herein authorised to be contracted, shall be extin
guished, or in sinking the fund provided for that,
j purpose shall be adequate to that end, the satjg
