was adopted, Dr. H. D. Capers, of South

National dig. The colors are, consecutively, blue,

principal cities.
The debt has the unusual and important security of a
duty of one eighth <*f a Cent per pound, or r.bout 62 cents
per hale, on .11 cotton exporied. This duty, under >-11 cir
etißudaitcetf, of peace, of peace or war, secures the punc
tual payment of the interest, aud furnishes a sinking tund
for toe redemption of the principal. The coupons, when
due, ;.re receivable in payment of the duty on cotton, and
are thus made available as coin, every where in our coun
try In order to enaDle all portions of our people to take
a part of tills raluabte investment, and to exhibit their
common interest in raising fueds for common defence,
cooks of subscription will be opened at the cities and prin
cipal interior towns ; five percent, must be paid in cash at
tlie time of subscription, and the remainder on or before
May lt—interest to run from the date of such payment.
Persons desiring to secure thedr subscription, may pay in
cash the whole amount, and take a receipt for the delivery
of bonds or stock. To equalise the rate of subscription at
all punts, and to enable ail persons conveniently to sub
scribe, current bank notes of the place will be received at

VIDE FOR THE DEFENCE OF THE CONFED
ERATE STATES OF AMERICA.
Sec. 1. The Confederate States of America do
enact , That the Ptesideut ol the Confederate States
be, and be is hereby authorised, at any time within
twelve months after the passage of this Act, to
borrow on tbe credit of the Confederate States, a
sura not exceeding fifteen million of dollars, or so
much thereof as, in his opinion, the exigencies ol
the public may require, to be applied to the pay
ment of appropriations made by htw for the sup
port of the Government and for the defences ot
the Confederate States.
2. The Secretary of the Treasury is hereby au
thorized, by the consent of the President of the
Confederate States, to cause to be prepared cer
tificates of stock or bonds, in such sums as are
hereinafter mentioned, for the amouut to be bor
rowed as aforesaid, to be signed by the Register
of tbe Treasury and sealed with the seal of the
Treasury; and the said certificates of stock or
bonds shall be made payable at the expiration ot
ten years from the first day of September next;
and the interest thereon shall be paid semi anuu
ally, at the rate of eight per cent, per annum, at
, the Treasury and such other places as the .Secre
tary of the Treasury tuav designate. And to the
bonds which shall be issued as aforesaid, shall be
attached coupons for the semiannual interest
which may accrue, w hich coupons mav be signed
by officers to be appointed for the purpose by tbe
Secretary of the Treasury. And tbe faith of the
Confederate States is hereby pledged for the dm.
I payment of the principal and interest of the said
! stocks and bonds.
8. At the expiration of five years from the first
j day of September next, the Confederate States
may pay up any portion oi (he bonds or stocks,
j upon giving three months previous public notice,
I at the seat’bf Government, of the particular stocks
‘or bonds to be paid, and the time and place of
i payment; and front and after the time so appoint
! cd, no further interest shall be paid on said stocks
or bonds.
4 The certificate of the stocks and bonds shall
be issued in such form and for such amounts as
may be determined by the Secretary of the Trea
sury, and may be assigned or delivered under such
reflations as he may establish. But none of them
shall be for a less sum than fifty dollors; and he
shall report to Congress at its next session, a state
ment in detail of his proceedings, and the rate at
which the loans may have been made, and all ex
penses attending the same.
5. From and alter the first day of August, 1861,
there shall be levied, collected and paid, a duty of
one-eighth of one per cent, per pound, on all cot
ton in the raw state exported from the Confeder
ate Slates, which duty is hereby specially pledged
to the due payment of interest and principal, of
tbe loan provided for in ibis act, and the Secretary j
of the Treasury is hereby authorised and required
to establish a sinking fund to carry into effect the j
provisions of this section : Provided, however, that
ihe interest of coupons, issued under the second
section ol this act, when due, shall be receivable
in payment of export doty on cotton : Provided ,
also, that when the debt and interest thereon,
herein authorised to be contracted, shall be extin
guished, or in sinking the fund provided for that
purpose shall be adequate to that end, the said
export duty shall cease and determine.
