Also, a resolution authorizing the pay ment to Mrs. Douglas of the arrearages due | her husband. j Secretary Cameron has ordered that all slaves confined in Alexandria be liberated and employed as laborers in future ; also that lugitive slaves be treated in the same manner. .Mr. Breckinridge made a speech in the Senate to-day in which he laid the entire responsibility of the slaughter before Manas sas on tbe Government. He said: “We are hurling brave fellows into death for principles which three-fourths of them ab hor.” Mr. Baker responded, saying that Mr. Breckinridge’s appeals were made only to animate our enemies. They were but his j words of brilliant, polished treason uttered iu the Capitol of the Nation. Mr. Sumner interrupted Mr. Baker, ask ing-: what would have he, n done with a Homan Senator siinilary conducting him self? and remarked, nottn voce, he would j have been hurled from the Tarpeau Rock. The Senate passed the bill for punishing certain crimes, and among them recruiting for an army hostile to the Union. The senate bill confiscating the property of rebels, has passed by a vote of 00 to 48. The conference bill on the Tariff and di rect tux has been concurred in by a vote of 89 to 30. General Falteriiou’f Order* Washington, August 3.—The official despatches to General Patterson will show that the entire blame of the Bull’s Run and Manassas disaster rests upon his disobedi ence of positive orders. His orders were as follows : first, to en gage Johnston ; that being impossible, to get between Johnston and Manassas; that being impossible, to barrass his rear; and failing in that, to repair to Washington and form a junction with McDowell simultane ously’ with Johnston’s union with Beaure gard. l><*alli of <jit*ii<*ral f'lonrnoy. Louisville, Aug. 3.—General Flournoy, of Arkansas, a Confederate officer, died in this city to-day. Col. Jack Brown of Talbot County, Georgia. —A correspondent of the Rich mond JJispatch gives the following: On the day of the celebrated battle at Man assas, I noticed several distinguished gentle men from the Southern States, who took a prominent part in the fight, and who did not belong to the service. Among others whose gallant conduct deserves notice, was that of Col. Jack Browu, of Talbot county Georgia. He joined the Mississippi Regi ment, near the )>a‘tie-field, as it was going to the relief of Gen. Johnston : and seiz ing a gun from a wounded soldier, he was soon in the thickest of the fight. Being a splendid marksman and a man of remarka ble coolness, it is not too much to say, that he caused several of the llessiau scoundrels to “bite the dust.” He received two slight wounds, one in the left foot, aud the other in the hip. He was at last knocked down by the concussion of a cannon ball, which passed near his head, and was reported among the killed. lam happy to say, that lie is now well, aud eager and anxious for another fray with the miscreant wretches. Abolition Congressmen in Battle. — A corsespondent of the Daily Times has the following : “Congress adjourned Friday until Mon day expressly to allow the members to see the show. Neither Congress nor the Union wish to see another such a sight. At the grand stampede civilians were awfully scared, ami I think several of them were taken pris oners. I witnessed some terrific feats of running among them. Many lost their carriages, and for aught 1 know are skul king about the woods now. One very fat Congressman offered an art.llerymau S2O for a horse, but after he had the horse, he found it so hard to mount that he turned pale all over. He John Gilpined along near my legs, until his horse threw him, when his agony was fearful. Three of us hoisted him up, and he cut again as though tbe d—l was after him. That M. C. will never go to the wars again.” Intemperance, which has caused more distress and misery than pestilence, or famines, should be treated as a disease, by supplying that to tbe sys tem which will stimulate and invigorate it without intoxicating, until it can sustain itself. These old people left no children. In Jones county, on the 80th ult., William Kkynoi.os, aged over 7h years—an aged ami respected citizen. In Yorktown, Va , on the morning of the 19th ult., Mr. Wm. Hampton, son of Jacob llumpton, of Houston county, Ga., and a member of the Beauregard Volunteers, 6th Ga. Regiment. He was a good soldier —prompt always in the discharge of his duties. For the consolation of his hercaved parents I will state that I had a conversation with deceased ju*t before his death, and he expressed himself as being perfectly prepared and willing to die, arid requested me to say to his parents and family “meet me in Heaven.” W.
